About this file
This document is a Competition Impractical Authorization form from the Arizona Department of Transportation (ADOT), specifically from the ASD/Procurement Division. The document involves International Road Dynamics Corp as the supplier, and was prepared by Patrick Breazeale, a Senior Procurement Specialist, with final approval by Christine Fruitman, the Chief Procurement Officer, on 4/7/2025.
The contract (CTR050685) is for Weigh in Motion (WIM) System Maintenance and Support, Services, and Parts, with an estimated cost of $650,000 over a 5-year term. The justification for this sole-source procurement is based on the proprietary nature of the equipment and software used at port of entry locations, which are exclusively manufactured by International Road Dynamics (IRD). The maintenance includes hardware and software updates, periodic calibration of WIM systems, in-road sensors, roadside equipment, and computer equipment. The pricing was determined to be fair and reasonable, with a monthly maintenance rate increase from $2,972 to $3,270 (a 10.03% increase), which is supported by historical pricing trends and a 1.8% annual growth rate for similar instrumentation.

Provide justification details:
The software equipment and systems used at the port of entries are IROC and ISYNC (IRD Roadside Operational Computers), in road sensors including weigh-in motion (WIM) scales, loops and compliance cameras. International Road Dynamics (IRD) systems are used to run this equipment and software to allow the POE staff to screen trucks at the port of entries. The system is used to weigh and sort trucks, displaying DMS messages instructing trucks to enter the port. Truck counts, weight and classification data collected by the system is used by ECD and ADOT MPD. The current hardware and software in use within the Ports of Entries is proprietary to International Road Dynamics (IRD) therefore parts and services cannot be provided for this equipment by any other company. Each year the hardware and software requires updating and maintenance services. The maintenance costs are billed monthly and it includes all hardware and software maintenance for the WIM's, in-road sensors, all roadside equipment and computer equipment at the ports or virtual sites. The maintenance includes periodic calibration of the WIM's.
Fair and reasonable price determined pursuant to A.A.C. R2-7-702:
CTR050685 was previously issued which showed Kingman having a monthly maintenance rate of $2972. The current quote shows a rate of $3270 which is a 10.03% increase. The Procurement IQ report for Pressure Measurement Instrumentation shows a 1.8% annual growth rate for 2025-2028. Based on Procurement IQ report for Pressure Measurement Instrumentation having a price trend for annual growth of 1.8% annual growth, a 10.03% increase from a rate 5 years ago is determined to be fair and reasonable as it is supported by Historical Pricing.
