About this file

This is a Single-Agency Cooperative Contract Purchase Authorization form (SPO Form 106A) from the Arizona State Procurement Office involving the Arizona Department of Veterans' Services (ADVS) and the Arizona Department of Economic Security (ADES). The document facilitates ADVS's use of an existing nursing services contract originally held by ADES. The contractors include All About People, Baraka House, LanceSoft, LifeNest, and Worldwide Staffing, with contract numbers CTR076894, CTR076896, CTR076897, and CTR076898.

The contract is for temporary nursing services, specifically to support nursing staffing for veteran's homes. The total estimated current contract spend is $43,000,000, with an additional estimated cost increase of $10,000,000. The contract has a maximum end date of 6/30/2030 and was awarded through a competitive process. The justification for using this cooperative contract includes meeting the specialized nursing needs of veterans' homes, ensuring adequate nursing staff to prevent potential mandatory evacuations, and supplementing the existing statewide nursing services contract. The form was authorized by the State Procurement Office on 10/01/2025, with J. Renee Uliassi, Deputy Assistant Director, providing final approval.

Detail the efforts made to secure a contract for the specific Materials or Services requested and explain why purchasing from a Cooperative Contract (piggyback) is in the best interest of the State per Technical Bulletin 005: The Arizona Department of Veterans' Services (ADVS) currently utilizes the Statewide MTS-MSP contract to source registered nurses and licensed practical nurses. However, due to the Veteran's Homes being skilled nursing facilities that house veterans on a 24/7 basis, the MTS-MSP contract is not always able to meet emergent needs. Due to federal and state regulations for licensed healthcare institutions, if the Veteran's Homes don't maintain adequate nursing staff, they risk a mandatory evacuation, which would create a hardship on our most vulnerable veteran population. Having access to Arizona Department of Economic Security's (ADES') temporary nursing contracts would allow ADVS to maintain a consistent rotational-based staffing model to meet the needs of the veterans residing in the Veteran's Homes. The vendors ADES contracted with are experienced with providing qualified nursing staff that can meet our specialized requirements. To ensure adequate nursing staff coverage of the Phoenix and Tucson Veteran's Homes, it would be in the State's best interest to allow ADVS to utilize Arizona Department of Economic Security's Nursing Services contracts as a supplemental to the Statewide MTS-MSP contract.
