About this file

The document is a Procurement File Memorandum from the Arizona Department of Economic Security (ADES), specifically the Child and Community Services Division (CCSD), dated May 12, 2025. The memorandum addresses a Procurement Code Exemption for child care services at residential shelters. The key entities involved include the U.S. Department of Health and Human Services, the Child Care Development Block Grant (CCDBG), and three direct contractors: Homeward Bound, Phoenix Rescue Mission, and Sojourner Center.

The contracts are for providing child care services to children of families in homeless and/or domestic violence shelters, with a focus on supporting parents through life-skill training and employment assistance. These services are funded through Child Care Development Funds (CCDF) and are exempt from the Arizona Procurement Code due to the providers being licensed or certified by a state agency. The contracts are set to expire on June 30, 2025, with new contracts to be effective July 1, 2025, and an option to extend for a maximum of five years. The exemption allows CCSD to directly contract with these shelters to continue providing essential services to vulnerable populations.

PROCUREMENT FILE MEMORANDUM

Date: May 12, 2025

To: Yesenia Sandoval, Chief Procurement Officer

From: Kelli Engelhart, Sr. Procurement Specialist

Subject: Procurement Code Exemption - Child Care at Residential Shelter

The Arizona Department of Economic Security (ADES), Child and Community Services Division (CCSD) provides financial support to increase the availability and improve the quality of child care.

CCSD is funded through the U.S. Department of Health and Human Services, Child Care Development Block Grant (CCDBG) which requires state agencies to coordinate child care services supported by Child Care Development Funds (CCDF) with programs operating at local levels for children experiencing homelessness (§ 98.14(a)(1)) Arizona Revised Statutes (A.R.S.)

§ 41-2501(Q)(1) authorizes the CCSD to directly contract with homeless and/or domestic violence shelters that provide child care services and exempts ADES from the Arizona Procurement Code for contracts entered into with a provider licensed or certified by an agency of the State of Arizona to provide child day care services.

CCSD currently has three (3) direct contracts for residential homeless and/or domestic violence shelters for the purpose of administering services to children of families who are provided with child care services, including guidance, recreation, socialization, employment and education case management. These services expire June 30, 2025 with a maximum contract term of five (5) years. ADES is in the process of issuing new contracts to be effective July 1, 2025 with the option to extend for a maximum contract term of five (5) years through the following:

CTR076779 - Homeward Bound CTR006778 - Phoenix Rescue Mission CTR076777 - Sojourner Center

Through these contracts, CCSD is able to work with the contractors who provide child care for children and assist their parents or guardians in attaining necessary life-skill training and obtaining employment to become self-sufficient and allows CCSD to continue providing essential services to the population in need.
