About this file
This document is a Contract Amendment for Brownfields Environmental Site Assessment Services issued by the Arizona Department of Environmental Quality (ADEQ) for Terracon Consultants, Inc. The amendment modifies Contract No. CTR074824 and involves adding 30 subcontractors across various environmental and technical service domains, including drilling, analytical laboratory services, site remediation, surveying, utility locating, and cultural resources consulting.
The amendment expands Terracon's capabilities for environmental site assessments by incorporating subcontractors with specialized expertise. While specific pricing details are not explicitly stated, the contract appears to allocate approximate percentages of total project costs across different service categories: drilling (12%), analytical services (8%), environmental contracting (15%), support services like surveying and utility location (4%), and miscellaneous services (1%). The subcontractors represent a diverse range of small businesses, including some certified as Disadvantaged Business Enterprises (DBE) and Women-Owned Business Enterprises (WBE), and cover critical functions such as soil and groundwater sampling, laboratory analysis, hazardous materials management, and utility identification.

* It is not possible to assign percentages to a specific contractor without knowledge of project requirements. However, based on Terracon’s experience with similar projects, we have developed the following work percentages based on the general category of services to be provided (e.g., drilling, analytical laboratory) based on the assumption that consultant labor will constitute 60% of the project fees:
Driller – 12% of total project cost
Analytical – 8% of total project cost
Environmental contractor – 15% of total project cost
Support Services (site survey, traffic control, underground utility location, equipment rental) – 4% of total project cost
Miscellaneous – 1%
Arizona Department of Environmental Quality
3) Provide a description of quality assurance (QA) and quality control (QC) measures that you will use to ensure that Subcontractor’s work meets the Contract requirements
Terracon will use subcontractors in supporting roles to complete sub-tasks, as required. We have included a list of potential subcontractors and their roles they may have under this ADEQ contract. Qualified subcontractors listed have been used under existing contracts by our firm to augment our capabilities where required. Subcontractors are planned for laboratory chemical analysis, chain-of-title generation, remediation system equipment and construction (including plumbing and electrical), excavation, drilling and direct push operations, and well installation to name a few.
All subcontractors serve as an extension of our firm and services and are therefore bound by the same Quality Assurance/Quality Control Plans, safety requirements and procedures as all our employees. Our Master Service Agreement contracts with subcontractors attest to this fact and confirm compliance with our company practices.
Additionally, all subcontractors are held to a high standard of up-to-date insurance coverage, current and relevant training and licensure, and health and safety standards. All laboratory subcontractors are also bound by the Quality Management System procedures and practices dictated by their accrediting agencies.
Bidding When the project requires the establishment of subcontractor services that are critical to project costs, we prepare a scope of work on which qualified subcontractors are asked to propose. We then select a subcontractor based on responsiveness and cost. The bidding process follows standard industry practice and is intended to identify experienced, qualified subcontractors. For remediation system construction contracts, we invite bidders that are OSHA HAZWOPER trained in accordance with OSHA standards. Contracts are awarded to the lowest responsible bidder.
When procuring services, such as subconsultant services or remediation system construction services, we establish a contract with the selected firm using a standard format developed by our attorneys that is appropriate for environmental remediation work. In general, we include the contract in the bid documents so that the contractor can review and understand our terms and conditions prior to bidding on the work. To help reduce delays, our firm establishes a schedule of submittal requirements for items such as insurance and contracts.
Award When using subcontractors, our firm uses proven management methods to manage subcontractor costs and services.
We have pre-negotiated subcontract agreements for certain subcontractors with whom we frequently work. These subcontract agreements establish limitations of liability, indemnification, payment, and insurance terms. Effective management of subcontractors requires close communication and a clear scope of work. Our team members often meet with subcontractor personnel prior to beginning field work to review the work scope and project details. We obtain our subcontractors’ input to the schedule early on so that the work can be executed in a timely fashion. We believe that close communication is the key to successful subcontractor management. Our core team members are accustomed to communicating and working with subcontractors to resolve problems before they become major issues. Approaching the project with an attitude of respect for all parties, our team members will create an effective workforce in concert with the subcontractors so that all parties work toward the common goal – a successful project for
ADEQ.
Oversight In addition to up front communication with the construction contractor, we also provide on-site management and direction during remediation system construction. Our on-site Project Manager confirms and documents that the remediation system is constructed as designed. Furthermore, the Project Manager (along with the design engineer) can authorize system field changes based on unanticipated site conditions, thus reducing delays in construction and/or potential change orders. With an on-site professional, as–built drawings submitted to the ADEQ are more accurate. The oversight services also provide additional assurance that the contractor’s fees are appropriate for the work performed.
