1. Background

The Arizona Department of Health Services (ADHS) through its Bureau of Operational Readiness and Response (BORR) has been working over time with public health and health care system stakeholders to enhance statewide medical surge capability and improve the Arizona Crisis Standards of Care (CSC) Plan. ADHS published the first edition of the AZ CSC plan in 2014 and subsequent editions of the plan with updates and enhancements regularly thereafter. ADHS seeks to contract with James G. Hodge, Jr., JD, LLM at the Center for Public Health Law & Policy at ASU’s Sandra Day O’Connor College of Law to provide public health subject matter expertise and master editing skills to develop and refine the most current version of the plan.

2. Objectives

2.1. Over the course and development of initial and subsequent editions of the AZ CSC plan, manifold changes and edits have been made to the document. The plan has swelled to over 115 pages in length with additional sections forthcoming to the next edition. While the plan is complete in substance and content based on input from extensive colleagues across Arizona and nationally, significant changes to the document over time offers a chance to comprehensively review it. Similar to other dynamic reports that incorporate new and emerging information, the AZ CSC plan features excess verbiage, duplicative material, discordance in section terminology, flow-related limitations, and disorganization in the placement of some content. Consequently, while the overall substantive quality of the AZA CSC plan is generally responsive to the input of the CSC committee and needs of the plan’s ultimate users, its utility may be diminished especially in emergencies when the plan is typically invoked or implicated.

2.2. These editing and formatting issues are remediable without altering the substantive quality and objectives of the plan overall. The goal of this project is two-fold:

2.2.1. Review and revise the content of the AZ CSC plan to address and correct existing inconsistencies or other limitations pursuant to a complete master edit of the entire document and its appendices.

2.2.2. Prepare a new, refined version of the plan in MS Word focused primarily on the flow, organization, and verbiage of existing and forthcoming content, which can then be formatted via ADHS technologic experts and graphic designers consistent with ADHS prototypes.

2.3. These improvements will greatly enhance the utility, readability, consistency, and functionality of the AZ CSC plan in furtherance of efficient responses during emergencies or other events requiring the allocation of scarce medical or public health resources.

3. Requirements

The agreed budget for this project performed from July 1st, 2025 through December 31st, 2025 is $45,000.00 (inclusive of all costs). Please note that this budget includes all personnel, research, and production expenses for the consultant, James G. Hodge, Jr., JD, LLM, through ASU’s Center for Public

4.1.4. Present to ADHS colleagues and the CSC committee a re-mastered copy of the AZ CSC plan featuring approved edits in both “clean” and “tracked” copies for ease of review.

4.1.5. Conduct all efforts noted above through a deliberative process previously incorporated by the Contractor that entails submitting advance drafts to ADHS colleagues with opportunities for review and receipt of comments that guide corresponding revisions to the deliverables.

4.2. ADHS will:

4.2.1. Schedule and provide platforms for virtual meetings as needed above.

4.2.2. Provide an updated Arizona CSC Plan content in MS Word format to the Contractor to perform the core objectives above no later than July 15th, 2025.
