About this file

This document is an SPO Form 101 - Competition Impracticable Procurement Authorization from the Arizona Department of Administration's State Procurement Office. The procurement request is submitted by the Arizona Department of Health Services (ADHS) Bureau of Operational Readiness and Response (BORR), in collaboration with the Arizona Hospital and Healthcare Association (AzHHA) and the Arizona Coalition for Healthcare Emergency Response (AzCHER).

The contract is for emergency preparedness planning and emergency response activities, funded through the Hospital Preparedness Program (HPP) federal grant. The contract will be directly issued to AzHHA for a 5-year term with an estimated cost of $6,851,250.00. The pricing is deemed fair and reasonable based on historical costs that have not increased since the inception of previous contracts in 2019. The justification emphasizes AzHHA's unique expertise in the state's healthcare landscape, established network, and critical role in coordinating emergency response efforts. ADHS received approval from ADOA to bypass standard solicitation processes and proceed with this direct contract, which is set to commence on March 24, 2025, and expires on April 1, 2030.

Text11: ADHS Bureau of Operational Readiness and Response (BORR) is the recipient of the Hospital Preparedness Program (HPP) federal grant funding from the Administration for Strategic Preparedness and Response (ASPR) under the U.S. Department of Health and Human Services (HHS). These funds are needed to ensure that each state has Healthcare Coalitions (HCCs) set up to respond to a public health emergency that strains the healthcare community beyond its capacity.

The Arizona Hospital and Healthcare Association (AzHHA) was founded in 1939 under the name the Ariz Hospital Ass’n, dedicated to serving the people of Arizona by advocating for high quality healthcare for all Arizonans. Over the years, the AzHHA has become the champion for hospital leadership in Arizona by taking lead roles to assist with advocacy and policy improvements addressing federal and state issues.

The AzHHA possesses an in-depth understanding of the state's health care landscape, the unique challenges faced by its partners, and the established processes that ensure swift and effective responses to emergencies. The AzHHA has unparalleled expertise, established network, and proven track record of success.

ADHS has previously worked with the AzHHA under CTR044010 to provide emergency preparedness planning and emergency response activities. The organization has demonstrated a consistent ability to adapt to new challenges, integrate lessons learned from past emergencies, and implement innovative solutions that enhance the state's overall readiness. The established trust and communication channels within the coalition are invaluable assets that ensure rapid and coordinated responses during times of crisis. Because of this, the AzHHA is the only viable option for continuing this vital work as they play a critical strategic role in the support of planning, training, exercises, and workshops to our healthcare community in conjunction with ADHS.

Transitioning this role to another entity would not only disrupt these critical operations but also risk the loss of institutional knowledge, established relationships, and the proven methodologies that have been developed over years of collaboration. Therefore, it is in the best interest of the state to move forward with continuing to work with the AzHHA for these on-going services.

Text12: ADHS received approval from ADOA to by-pass the RFGA solicitation process and to move forward with issuing a direct contract to AzHHA as set forth in A.R.S. § 41-2703(A) and (B), on March 24, 2025.

This contract is essential to maintain the state's emergency preparedness and response capabilities. The AzCHER’s expertise, combined with its established network of health care providers and emergency responders, cannot be replicated without significant time, resources, and potential disruption to the state's emergency preparedness and response efforts. The risks associated with attempting to transition these responsibilities to another entity would be significant, including potential delays in response times, loss of coordination, and a diminished capacity to effectively manage large-scale health emergencies.

Pricing is determined to be fair and reasonable based on historical costs and quarterly charges which have not increased since inception of each contract in 2019 (CTR044010 AzHHA) and 2021 (CTR056501 AzCHER) for services received.
