About this file

This document is a Master Lease Purchase Agreement solicitation (Solicitation No. BPM005717) issued by the Arizona Department of Transportation (ADOT) Procurement division. The solicitation establishes a statewide Master Lease contract for third-party financing of personal property acquisitions for the State of Arizona, including all state departments, agencies, boards, and commissions. The primary contractor is U.S. Bancorp Government Leasing and Finance, Inc., based in Denver, Colorado, who will provide lease financing services for state agencies.

The contract allows state agencies to finance equipment purchases of $100,000 or more through a lease-purchase mechanism, with lease terms ranging from one to five years. Eligible items include IT hardware, telecommunications equipment, office furniture, vehicles, mobile offices, and other government operational equipment. The financing will be structured as a tax-exempt lease/purchase transaction with a firm, fixed interest rate for each lease. Agencies can request rates for monthly, quarterly, or yearly payments, and the lease rate will be locked for the duration of the term. The contract includes provisions for multiple disbursements, prepayment options, and requires competitive bidding for each individual lease. The contract will be in effect for 12 months, with potential extensions up to 48 months, and is non-exclusive, allowing the state to obtain similar goods or services from other sources when necessary.
