About this file
This document is a comprehensive proposal submitted by RRM-CLM Services, LLC, doing business as Katherine Landing Recreation Company, to the Arizona Game and Fish Department for watercraft inspection and decontamination services for aquatic invasive species at Lake Mohave. The proposal is in response to Solicitation Number BPM005863 and involves preventing the spread of invasive species like Quagga and Zebra mussels through thorough watercraft inspections and decontamination processes.
The proposal outlines pricing for watercraft inspection and decontamination services, with rates varying based on vessel size and time in water. Prices range from $50 for personal watercraft up to $4,050 for oversized watercraft that have been in water for more than seven months. The company will provide certified marina technicians, all necessary inspection equipment, and will perform decontaminations using 120°F water for interior compartments and 140°F water for exterior surfaces. Services will be available seven days a week from 7 A.M. to 4 P.M., with the ability to perform high-demand services at additional locations like Lake Havasu and Lake Mead. The proposal includes a unique quality assurance step where a second technician not involved in the original decontamination will perform a final inspection to ensure thoroughness.

Attachment III: Pricing Proposal
The following pages include our response to the Required Forms: Pricing.
These prices are based on our prior, actual experiences performing these services at Katherine’s Landing in Lake Mohave, Arizona, as well as additional locations throughout the southwest United States. (Please note that service locations are addressed separately below in Attachment IV:

The prices listed in the following pages includes the following elements to be provided or services to be performed under this new contract:
• Watercraft inspection and decontamination to boaters as mandated in Director’s Order 3.
• All inspection equipment (tablets or cell phones, tools, cameras, bilge pump, wet/dry vacuum, administrative tools, etc.)
• Certified marina technicians to fully inspect and decontaminate every watercraft.
• A record of the decontamination uploaded to the AZGFD-provided database with a receipt provided to the watercraft owner.
o Watercrafts will also be sealed using a temporary cable loop connected to the trailer that is issued by AZGFD, indicating a professional inspection or decontamination was performed.
• All trucks/vehicles, trailers, tractors, and other equipment needed to perform the required duties as assigned by the contract.
• Monthly invoices submitted to AZGFD with the following information: number and type of watercraft inspected; number of full decontaminations performed; number of standing water decontaminations performed; boat registration number or hull identification number for watercraft inspected; and photographs to include before and after pictures.
• Bonus: Starting with the award of this contract, we will have a second Katherine Landing Marina Technician, not involved in the original decontamination process, perform a quality insurance inspection. This second inspection by a certified Marina Technician will ensure that vessels are completely and fully decontaminated before leaving the area, preventing the spread of aquatic invasive species.
The prices listed on the following forms are guaranteed by us for five years (through 2028) upon award of the contract.
It should be noted for reviewers that these prices do not include landing any vessel; watercraft owners are responsible for pulling their watercraft from any bodies of water for inspection and, if warranted, decontamination.

Attachment IV: Experience / Expertise / Reliability A. Company Background As the incumbent operator for watercraft inspection and decontamination services for aquatic invasive species at Lake Mohave, we are uniquely equipped to fulfill the responsibilities and scope of work as outlined for this contract. We have historically worked as Urban Park Concessionaires doing business as Katherine Landing Recreation Company on Lake Mohave. These companies are now divisions of RRM-CLM Services, LLC.
In 2020, two leaders in the private operation of public recreation areas – Recreation Resource Management (RRM) and California Land Management (CLM) – merged into a single company named RRM-CLM Services, later renamed to Vista Recreation, Inc. Since then, Vista Recreation has grown to include the companies formerly known as ProSport, Inc. and Basecamp Hospitality (Urban Park Concessionaires). This new combined company was conceived as an outdoor recreation management company capable of providing the full range of services required to operate public recreation facilities on public lands.
With a greater depth of expertise and expanded financial resources, RRM- CLM Services, LLC, hereinafter referred to as Vista Recreation or Katherine Landing Recreation Company, is in a stronger position to help public entities solve larger and more difficult recreation and land management challenges. The mission of Vista Recreation is to professionally manage, operate, and maintain public recreation areas according to the high standards described in our partnership agreements. It is the company’s priority to provide for the highest possible level of guest service, while conserving and protecting the natural and man-made resources entrusted to our care.
Vista Recreation is now one of the largest and most active concessionaires for public agencies in the country. We currently operate over 600 great public campgrounds and recreation areas across the country and serve over 15 million visitors a year. In 2022, we had over $80 million in revenues with nearly sixteen hundred employees at our summer peak. As recognized leaders in the recreation industry, we can proudly state that every dollar we spend and every person we employ is exclusively dedicated to public recreation, recreation facilities that focus on campgrounds and day-use areas, lodging and cabin rentals, retail operations, and marina and boat rental services – we do nothing else.
Response to Proposal BPM005863 Page 16 of 41 December 2023
With the resources from the combined mergers, Vista Recreation is uniquely able to guarantee the most knowledgeable corporate staff and, more importantly, local field managers and staff in the industry. Vista Recreation contracts with various USFS campground concessions, stores, marinas, and restaurants. Vista Recreation is a Subchapter-S Corporation headquartered in Phoenix, Arizona and maintains regional headquarters in California, Washington, Tennessee, Michigan, and Utah.
Our philosophy is to keep our corporate staff lean, with over 99% of our employees located right on our permits and interacting with guests every day. Our managers are expected to be available to handle problems 24/7 and keep a high profile in the local community.
Our Federal ID number is 59-3764138 and our TPT/Sales Tax License number is 10202611. A copy of our current Certificate of Insurance for AZ Game and Fish Department is included herein to illustrate our ability and willingness to meet the insurance requirements outlined in the RFP.
Vista Recreation has years of experience in addressing AIS at our marina and beach operations.
The company has developed a tracking system, discussed in detail below, and all lake employees are trained to take the AIS issue very seriously.
Quagga Inspection Services, LLC (www.quaggainspections.com), a division of Vista Recreation parent company RRM-CLM Services, is on the forefront of efforts in California to stem the advance of aquatic invasive species threatening western waterways. The company created this business to provide trained and certified inspection services to water districts and parks with recreational boating resources that may be affected by the spread of invasive species. The company supports active teams of inspectors at 21 lakes for eleven different agencies. The website linked above offers abundant information to the public about Aquatic Invasive Species.
At this time, QID™ licenses have been issued at Anderson Reservoir, Calero Reservoir, Contra Loma Reservoir, Coyote Reservoir, Diamond Valley Lake, Lake Skinner, San Luis Reservoir, Lake
Chabot, Lake Del Valle, San Pablo Reservoir, Lake Hemet, Lake Nacimiento, Lake Perris, Lake Silverwood, Castaic Lake, Pyramid Lake, Lake Piru, Lexington Reservoir, Quarry Lakes, Stevens Creek Reservoir, and Lake Mohave.
References to three of these locations were included in Attachment II: References above.
For this solicitation, we have been providing watercraft inspection and decontamination services since 2007 and most specifically, we have been providing these services at Katherine
Response to Proposal BPM005863 Page 17 of 41 December 2023
Landing for five (5) years. Under this new contract, we would maintain regular services at Lake Mohave / Bullhead City, AZ, and high demand only services at Lake Havasu / Parker, AZ, and Lake Mead, as detailed on the following page (RFP Attachment IV, Item 10. ‘Decontamination Service Locations’).
As mentioned above, we are already established in the Lake Mohave area at Katherine Landing.
Our business address is detailed below in RFP Attachment IV, Item 11. ‘Business Address’.
At Vista Recreation, we take great pride in our continued commitment as recognized leaders in the marina recreation industry. RRM-CLM Services has executives that have held board positions within the Marina Recreation Association (MRA) as well as other recreation industry boards.
These executives are also certified inspectors for many states’ Clean Marine Programs, developing strong lasting relationships in the marina industry.
Additionally, Katherine Landing Recreation Company was awarded the ‘Clean Marine’ certification in 2018, and our most recent certificate is included here for reference. Marinas are recertified every 5 years, and we are now awaiting our Clean Marina recertification inspection from the MRA inspectors.
The Clean Marine Board members and our company designates are committed to building a strong momentum for the Clean Marine Program in all aspects of current and future operations. The Clean Marine Program is a partnership of private marina owners, government marina operators, boatyards, and yacht clubs. The Clean Marine Program was developed to ensure clean facilities exist in our boating communities and protect our waterways from pollution and our dedication to this program will only enhance our performance of WID duties under this new contract.
Additionally, through the Association of Marina Industries (AMI), Vista Recreation has executives who are recognized leaders in the marine industry, having earned the Certified Marina Manager Certification (CMM). The significance of this can be found in the CMM value statement: “CMMs represent the elite in the marina and recreational boating industry”. CMMs have a deeply rooted respect for the environment and recognize their role in keeping it safe for boaters and the communities that support them. Furthermore, CMMs are marina professionals who have completed an extensive training and certification process thru the globally recognized AMI Training Institute, and embrace the continuance of education and training for themselves ant those who work within the marina industry. Vista Recreation will continue to maintain these standards and certifications throughout the duration of this contract.

In addition to the individuals listed above, we have other individuals on staff who are mechanics with a combined 14 years of marine mechanic experience. They will be attending Mercury school this winter to obtain their certifications and we look forward to sharing those certificates with you upon the award of this contract or their completion of the certificates. It should also be noted that we have welders on site and repair all our own rental fleet boats, as well as build and install all our own docks. There is a full boat service shop that is located on the property as well (address provided above in Item 11, ‘Business Address’).

Response to Proposal BPM005863 Page 32 of 41 December 2023 commitment to our high standards of conduct. At Katherine Landing, as with all our locations, our employees follow an established uniform policy, which includes shirts and attire monogrammed with the resort logo (samples included below for reference). Staff performing watercraft inspections and decontaminations will be required to wear appropriate attire and equipment that is appropriate for performing these services.
Furthermore, our whole staff is very aware of the invasive species problem and has never knowingly transported any boat that would violate Arizona law. Instead, we strive to educate all guests that visit our locations, by distributing brochures (examples enclosed below) and posting signs warning of the problem. These signs also inform boaters that they are required to get a WID if their watercraft has been in the water for six (6) days or more. We have the capability to adjust all signs and brochures quickly, should guidance ever change in the future.

Attachment V: Narrative Katherine Landing has been doing WIDs for 5 years now and during that time, we have done hundreds of WIDs, all the while learning and improving upon our system and procedures. With our previous and current experience at this location, we are confident that we are uniquely positioned to exceed the expectations in fulfilling the requirements of this new contract.
AZ Game and Fish can reach the Katherine Landing General Manager, Karen Garber, for any reason at (928) 754-3245 ext.3608 or the Katherine Landing Moorage Supervisor, Michelle Phillips, regarding invoicing or scheduling at (928) 754-3245. Riley Michael, our Marina Manager, oversees our WID services and can be reached at the following number: (928) 754-3245 ext.3620.
Riley ensures that the WID team is available from 7 A.M. to 4 P.M., seven days a week to accommodate any WIDs that are needed. We will continue to offer WID services during this timeframe under the new contract and will notify AZGFD of any changes within three (3) business days. If a guest needs service outside these hours, we are happy to provide that as well, with reasonable notice.
During our time at Lake Mohave, we have designated a specific area with signage for our WIDs, so everyone clearly knows where WIDs are performed; our business address (2690 Katherine Spur Rd, Bullhead City, AZ, 86429) is already secured and listed above in RFP Attachment IV, Item 11.
‘Business Address’. The Katherine Landing route is included on the following page for reference;
a map of our general area is shown below for quick reference. As detailed on our route included herein, there is an area alongside our mechanic’s shop that is set aside only for decontamination of watercrafts. There are also several parking spaces to accommodate vessels that are either waiting to be decontaminated or to be picked up after their decontamination is completed.
As detailed above in RFP Attachment IV, Item 10.
‘Decontamination Service Locations’, we are also willing to offer high demand services at Lake Havasu/Parker, AZ, and Lake Mead. Employees would travel from our business location in Bullhead City, AZ, to these locations to perform services during the standard business hours of 7 A.M. to 4 P.M.; services outside of these hours may be accommodated with reasonable notice. With a large trained and certified crew, including our mechanics that can keep all our equipment in working order, we are very capable of providing the WID service for Arizona Game & Fish.

We are committed to educating those that come to our marina about aquatic invasive species (AIS) in many ways and recognize the importance of sending a clear and consistent message throughout the US about the impacts of spreading invasive species including Quagga and Zebra mussels. For our moorage guests, we provide material with their contracts about the AZ WID requirements and the importance of making sure they get this done when their boat is leaving the marina.
At Katherine Landing, we post signs about AIS on both sides of the launch ramp, to educate the public and to let them know their responsibility concerning AIS. We have pamphlets at our store and in our motel lobby about AIS.
We are also happy to disburse any information that AZGFD provides to educate the public further, including having a link to AZGFD’s AIS webpage on our website;
in fact, this link and verbiage is already incorporated into our website for Katherine Landing, as shown in the screenshot below. The information is provided to encourage all boaters and inspectors to prevent the spread of invasive species in any inland water.
As a service company, we know the core of our success in exceeding the performance requirements of this contract resides in our expert and diligent field staff. As detailed in the section above, we currently have eight (8) employees at Katherine Landing who are trained and AZGFD-certified to complete watercraft inspections and decontaminations. These employees, all listed on the required Personnel Staffing form herein, complete WIDs precisely as they were taught in their AZGFD training, when they received their certifications; copies of these certificates are included herein

(Attachment IV). These employees also receive refresher training annually as a standard part of operations excellence.
We also have monthly safety meetings where participation by all employees is expected. Content of these monthly meetings will include review of any injuries or near-misses since the last meeting, discussion of new materials or practices in work procedures, and any concerns raised by employees that require a response. Significant achievement in safety by individuals or shift teams will be recognized in these monthly meetings.
To drive a culture of safety, Vista Recreation management recognizes and appreciates every team member that strives to develop the safest workplace environment. To that end, we have developed an incentive award program that is both spontaneous and fun throughout the course of the year.
Gift cards are awarded by managers throughout the year to staff who are caught doing something right: wearing the correct PPE’s, using “slippery when wet” signs when mopping, wearing ear protection when blowing, cleaning up aisle ways to prevent trip hazards, etc.
There are also contests at the monthly meetings assessing the team’s knowledge in a specific area that was a topic of a tail gate earlier that month. Every location will have some type of Safety Recognition component at their end-of-season Company Party to recognize the members of their team that go over and above. Staff members are also trained in guest service; Vista Recreation has always provided – and will continue to provide – responsive and caring guest service throughout the term of the contract while fulfilling the responsibilities required of us.
Pursuant to their training and certifications, our marina technicians ensure the water temperature of 120° F is used to flush all interior compartments including live wells, ballast tanks, equipment lockers, wetted equipment, and other interior areas where AIS could be lodged. For the exterior areas, including hulls, transoms, engine exteriors, trailers and any other area mussels could lodge, they use 140° F water to clean any AIS off these areas. The water used for the decontaminations dissipates fairly quickly in the hot Arizona air, but the AIS that are left behind are carefully swept up and disposed of in waste areas away from the water. Once the decontaminations are finished, the pictures and data from each decontamination are uploaded into the AZGFD database.
To fulfill the requirements of the contracts and in following the already established procedures, Katherine Landing will…
