Document Summary
This is an Offer and Acceptance document (Contract No. BPM005586) between the State of Arizona, through the Arizona Game and Fish Department (AGFD) Purchasing Office in Phoenix, Arizona, and Crowther's Freshwater Trout, a sole proprietorship owned by Lonell Crowther located in La Jara, Colorado. The contract was awarded in 2023 and establishes an indefinite delivery vehicle for the provision of trout fish stocking services to various Arizona community waters managed by AGFD.
The contract requires Crowther's Freshwater Trout to supply and deliver Rainbow Trout to eight primary core waters across Arizona during the November through March stocking season, including Lakeside Lake, Kennedy Lake, and Silverbell Lake in Tucson; Sahuarita Lake; Kiwanis Lake in Tempe; Chaparral Lake in Scottsdale; Red Mountain Lake in Mesa; and Alvord Lake in Phoenix. Deliveries are scheduled for six to nine stockings per water with average deliveries ranging from 300 to 420 pounds per event, totaling approximately 18,820 pounds across all waters. The contractor certifies compliance with all applicable Arizona statutes, federal executive orders, and certifications regarding non-discrimination, debarment status, forced labor prohibitions, and boycott of Israel compliance. Health certifications from Washington Animal Disease Diagnostic Laboratory confirm the fish are disease-free, with all viral cultures, Myxobolus cerebralis, and Renibacterium salmoninarum tests showing negative results. The contractor operates ten specialized fish hauling trucks with capacity ranging from 500 to 10,000 pounds and maintains comprehensive aquatic health protocols including aeration systems, fish fasting procedures, chlorine sanitation, and invasive species prevention measures.
