About this file

The document is a formal solicitation (BPM005586) issued by the Arizona Game and Fish Department for live, sterile rainbow trout delivered to various Arizona locations. The solicitation involves Silver Springs Trout Farm LLC, a limited liability company located in Montrose, Colorado, as the primary vendor. The procurement is conducted through the Arizona Procurement Portal and includes multiple required forms and attachments addressing compliance, references, pricing, and operational capabilities.

Silver Springs Trout Farm proposes to supply sterile rainbow trout to Arizona's Community Fishing Program, with which they have been working since 2000. The farm can produce 75,000 pounds of rainbow trout annually and operates three delivery trucks with capacities ranging from 900 to 3,300 pounds of fish per truck. They source triploid or diploid eggs from Troutlodge in Washington, use gravity-fed spring water for their hatchery, and have comprehensive fish health inspection protocols. The farm's pricing and delivery details are to be entered in the Arizona Procurement Portal's items tab, with the ability to deliver to any required Arizona location. The solicitation covers trout delivery for the 2022-2023 season, with the farm demonstrating flexibility by increasing fish supply during a state hatchery shortage.

Attachment V

NARRATIVE ON THE APPROACH TO THE SCOPE OF WORK

1. Silver Springs Trout Farm, (SSTF) has been providing Rainbow Trout to the Community Fishing Program (CFP) since the fall of 2000 through the spring of 2023.

SSTF has maintained, added and updated equipment to ensure reliable deliveries for the CFP. SSTF rears two separate lots of eggs that are 45,000 each for a total of 90,000 plus eggs annually. SSTF allocates nearly half of our total egg count to the CFP as needed.

2. SSTF is able and willing to deliver to any area that is needed for the CFP.

3. For big loads of fish, like the deliveries to the Community Fishing Program (CFP), Silver Springs Trout (SSTF) will take a group of fish off food for a minimum of 5 days.

4. Many years ago, all tanks were fitted with water level sight gauges and calibrated in 50 lbs increments to ease the loading process for large numbers of fish. Literature stating that 1.0 pound of water was equal to 1.01 pounds of fish was utilized. The tanks were filled with water up to the top of the sight gauge and then with a legal for trade digital scale, water was subtracted in 50 lbs increments and marked. Once the subtracted water equaled 1,100 pounds (max.capacity per tank), that was the zero reading. Then to double check the accuracy of the marks, 50 pounds of fish were weighed on the legal for trade scale and loaded into the tanks. Based on the literature 1,000 pounds of water subtracted from the tank. Should equal 1,010 pounds of fish weight. It was found to be accurate, when fish were loaded using the water displacement gauge.

That method has been used for the past 23 years and always found to be accurate when the load has been weight checked by the CFP staff.

5. At the end of each delivery all equipment (nets, gloves, boots, jackets), hoses and pumps (if used) are disinfected with quaternary ammonia at 200 ppm. All truck and tank exteriors and tank interiors are high pressure washed then sprayed down with Virkon Aquatic specialized aquatic disinfectant/sanitizer. All fish rearing spaces are supplied by spring or biological contaminations. All fish rearing spaces are aluminum, plastic or concrete and were designed with frequent cleaning in mind .Every rearing space is cleaned by brush and dried and then sprayed with either chlorine (500 ppm) or Virkon A (200 ppm) at least 4 times per year. This cleaning frequency is based on the life cycle of the causative agent for whirling disease, Myxobolus Cerebralis. The hatchery troughs are cleaned weekly and the fingerling raceways are cleaned monthly.

While there are no official inspections to certify SSTF as free of aquatic invasive or nuisance species, our waters are crystal clear, and any unwanted plant or animal is easily seen and removed on a daily basis. The frequency of cleaning all raceways and troughs also enables us to visually inspect all surfaces on a regular basis.

6. SSTF greatly values the long time relationship with the State of Arizona and the CFP.

SSTF was willing to add a considerable amount of fish for delivery to the 22-23 delivery season. This was in order to help with the fish shortage due to the loss of fish that the state hatchery suffered from. SSTF was willing to do this even though the fish were sold at a lower rate in comparison to normal spring and summer sales.

ATTACHMENT IV

EXPERIENCE/EXPERTISE/RELIABILITY

Silver Springs Trout Farm, LLC (SSTF) is a limited liability company that was created in 2022 when the trout farm was purchased from Dan and Jackie Sherwood. SSTF has been an operating trout farm since 1960. We regularly have two employees to help in the day to day operation at the farm. We hire an additional employee that is a commercial truck driver to assist in the delivery of trout to the community fishing program annually. (CFP)

SSTF purchases rainbow trout eggs from Troutlodge in Summer, WA. The eggs that SSTF purchases are either all Triploid, all female or Diploids depending on the use of the eggs.

SSTF water is supplied by a spring that is collected and piped underground to the hatchery and raceways. All water flow is accomplished solely by gravity. There is no reliance on pumps and electricity.

SSTF operates three trucks for deliveries. The first truck is a 1999 Freightliner FL70 Extended cab with a sleeper bunk, two axle, straight truck with a flat bed. It has a GVW of 33,000 pounds and is 28 feet long. It carries 3 aluminum tanks, each with a capacity of 600 gallons of water, allowing for a maximum fish capacity of 1,100 pounds, for a total truck capacity of 3,300 pounds of rainbow trout. Each tank is equipped with two agitators and four ceramic air stones that are supplied with pure oxygen. The truck carries up to 4 oxygen bottles, for a maximum capacity of 1000 cf of compressed oxygen.

The second truck is a Dodge 3500, two axle straight truck with a flat bed. It has a GVW of 15,000 pounds and is 20.5 feet long. It carries one fiberglass tank with two compartments. Each compartment has a 200 gallons capacity and can carry a maximum of 450 pounds of fish, for a total capacity of 900 pounds. Each tank has one agitator and two ceramic air stones supplied with pure oxygen. The truck carries up to 500 cf of compressed oxygen.

The third truck is a 2022 Ram 5500 crew cab. The truck is outfitted with three separate 300 gallon tanks that carry 550 lbs of fish each for a total of 1650 lbs of fish. Each tank has one agitator and two air stones supplied by pure oxygen. The truck carries a total of 500 cf of compressed oxygen.

SSTF produces 75,000 lbs of rainbow trout annually.

Deanna Freng, a certified fish collector approved by Colorado Fish and Game, collects all samples required for the annual fish health inspection. All samples are sent to and Tested by Washington State Animal Disease and Diagnostic Testing Lab (WADDL).
