1) Name: Sage Brenner

Title: Senior Procurement Specialist

Date: June 27, 2025

Contract Number: CTR067054

Contract Description: Deck Park Tunnel Cleaning

Contractor Name: Trooper USA LLC

2) Line Item Pricing:

See below.

Line Item No.

Line Item Description Current Rate ($)

Increase Amount ($)

New Rate ($)

CTR067054-1 SUPPLEMENTAL SERVICES; Acoustic Sound Attenuators and Air Shaft Cleaning - including all labor, equipment, cleaning supplies and mobilization.

(Pricing indicated shall not include taxes)

$6,840.24 $214.79 $7,055.03

CTR067054-2 Cleaning of Tunnel - including all labor, equipment, cleaning supplies and mobilization. (Pricing indicated shall not include taxes)

$82,609.11 $2,594.01 $85,203.12

3) Provide justification:

On June 17, 2025, Trooper USA submitted a price increase request of 3.25% with accompanying documentation. On June 23, 2025, additional documentation was received to support the price increase request. The request was based on the 2.4% increase in minimum wage from 2024 to 2025, and on the need to purchase expensive equipment to improve the quality of service the Department receives as they have transitioned from the less reliable “soda blasting” technique to the more reliable “dustless blasting” technique, allowing them to finish their tunnel cleaning services more quickly. Trooper USA claims the new equipment had a cost of over $180,000, and provided the invoices for various new pieces of equipment used in the execution of the contract totaling over $135,000.

According to the ProcurementIQ report on High-Pressure Cleaning Services, the price of this service has decreased by 1.25% from 2024 to 2025. The market price per square foot has decreased from $1.44 in 2024 to $1.43 in 2025. Based on the estimated square footage of 286,000, the price per square foot is requested to increase from 31.28¢ to 32.23¢.

At the time of bidding, Trooper USA indicated the maximum increase they would request for the 2nd renewal period would be 6.8%. This request adds up to a 6.75% increase over the originally awarded price. Based upon the analysis of the evidence, a 3.25% price increase to all line items is fair, reasonable, and in the best interest of the State.

Contract CTR067054 I-10 Deck Park Tunnel

Jesse Villarreal <jvillarreal@trooperusa.com> Tue, Jun 17, 2025 at 10:07 AM To: Sage Brenner <sbrenner@azdot.gov> Cc: "Eugenia L. McGowan" <emcgowan@trooperusa.com>

Good Morning Mr. Brenner, in accordance with Special Terms and Conditions Section 9 of Contract CTR067054 Trooper USA requests an increase in pricing for the 1-year extension of the contract which starts 9/1/2025. We are requesting a Price increase of 3.25%. Our price increase is in part due to the State of Arizona 2025 Minimum Increase of $0.35 from $14.35 to $14.70 and as you know the Cleaning of the I-10 Deck Tunnel is very Labor Intensive. In Addition, we upgraded the equipment used to clean the Tunnel, last year in September Trooper USA purchased a Customized 26' Flatbed Truck with 3 High Pressure Water Systems which cost Trooper USA over $130,000.00 and this year in April we spent another $51,832.40 on a Dustless Blaster which is a State of the Art Pressure Baking Soda Blaster. We have invested this money in an effort to improve the quality of service we provide with the Cleaning Services at the I-10 Deck Park Tunnel.

We have invested this money to improve our services in an effort provide the State of Arizona better services and hopefully to create a sincere, better and longer lasting relationship with the State of Arizona. We are asking for this increase in pricing and look forward to your response and approval of our request.

ADOT Tunnel Investments and Costs 6.22.25

Jesse Villarreal <jvillarreal@trooperusa.com> Mon, Jun 23, 2025 at 3:00 PM To: Sage Brenner <sbrenner@azdot.gov>

Hello Sage, as per your requests, attached are the invoices for the Purchase of the Hino 26' Flatbed Truck Trooper USA purchased from Enterprise along with Invoices from Drake for customizing the Flatbed Truck for the specific needs of the ADOT Tunnel along with invoices from Boyd Pressure Washing Systems for the Purchase and installation of 3 Self Contained High Pressure Washing Systems. And a letter from me stating why we invested our own money to upgrade the quality of equipment we use to clean the I-10 Deck Tunnel. These investments are a huge benefit to ADOT and the State of Arizona because of the much-improved quality of results and improved Safety Driving Environment within the Tunnel as the Cleaner tile walls more readily reflect the overhead lights in the tunnel and making it brighter and easier to see for Drivers that use the Tunnel as they travel both during the day and at night. In addition, the improved aesthetics gives the Tunnel a much cleaner and brighter look.

We did not provide justification for increasing our employees' wages because these Wage increases are Sate Mandated Laws that all employers are required to implement and that should justify our request. In addition, we employ a Manager that manages this project and several of our employees that work this project are Supervisors that also receive even higher wage increases that are proportionate to their positions.

I hope that you will agree that we have made a substantial investment to improve the quality of work we provide that I believe goes above and beyond the standard that we or any other contractor has ever provided on this project.

Respectfully, Jesse Villarreal

Why we made the investment to go with Dustless Power Blasting Equipment

For years we have used the traditional method of soda blasting that Trooper USA, and most competitors buy and use for soda blasting, this equipment is a much smaller piece of equipment that can be purchased at local distributors such as Harbor Freight or other local distributors. This equipment is small, does not really have the blasting power and durability required to be used continuously for hours, which is in fact required when pressure blasting large jobs such as the concrete barriers inside the ADOT I-10 Deck Tunnel.

The lines in the smaller, more traditional power blasters will constantly plug up when using a mixture of water and baking soda which means a lot of down time to clean the lines. The much larger, and much more powerful dustless power blaster we purchased is a very large piece of equipment and is trailer mounted with much larger and longer lines (up to 100 Ft. in length and longer if needed), that is mobile and perfectly suited for large jobs such as for cleaning of the ADOT I-10 Deck Tunnel. The tunnel is almost a mile long in one direction and to complete the power soda blasting of approximately 1.5 miles of concrete barrier in one night the dustless power blaster is perfect for such a job. And, with the additional blasting power that this equipment has it performs a much quicker, much more eƯicient and much better job of cleaning the ADOT I-10 Deck Tunnel concrete barriers. The power dustless blaster is also much more environmentally friendly and is made in America, meaning that this equipment and parts will be much more readily available.

From the initial cleaning that we performed using the power dustless blaster the ADOT I-10 Deck Tunnel management, let us know that they were very impressed and extremely pleased with the results and improvement we have made in cleaning the ADOT I-10 Deck Tunnel concrete barriers.

Why We made the Investment to Purchase & Customized a Large 26 Foot Flatbed Truck with 3 large & more Powerful Self-Contained Pressure Washer Systems to Clean the ADOT I-10 Deck Tunnel Walls.

I have personally been managing the cleaning of the I-10 Deck Tunnel for 19 years both with 2 previous employers, and in the last 10 years with my own company, Trooper USA. And have been personally present to manage each & every clean out of those 19 years. While there was a large horizonal brush machine made for cleaning 18-wheeler trailers that was used for the first 2 years of my experience in managing the cleaning of the I-10 Deck Park Tunnel. It was noted that this piece of equipment was constantly overheating and would miss parts of the walls and parts to repair this equipment were hard to get. Since approximately 2009 scissor lifts have been used to pull trailer mounted pressure washing systems and with personnel mounted on each of the scissor lifts to pressure wash and scrub the wall of the tunnel. Because of OSHA regulations scissor lifts have an attached device that will make the scissor lifts shut down when operating on a surface that is not completely even. Streets are not made to be flat for the purpose of letting rainwater run oƯ into the street drains. Therefore, the 4 scissors lifts we used each night we cleaned the tunnel were constantly shutting down and overheating as we used them throughout the night. Using scissor lifts was a very ineƯicient method of cleaning approximately 1.5 miles of tunnel walls (each night) when the streets inside the tunnel are made of uneven streets to allow water to run oƯ into the street drains. In addition, because of these operational issues with the scissor lifts it was diƯicult to keep all 4 scissor lifts operating within a short distance of each other.

As the scissor lifts separated from each other it became less eƯicient and more diƯicult to do a consistent job of cleaning the walls as the soap would dry by the time the next scissor lift would get to the point where the previous scissor lift would pressure wash and scrub the walls causing the next scissor lift to use more time and water to pressure wash and scrub the walls. For years we have requested from ADOT management to support our eƯort to purchase bigger, better and more eƯicient equipment but to no avail.

Approximately one year ago I decided to purchase a large 26-foot flatbed trailer truck that would be designed and customized to carry 3 teams of personnel. One team on a large custom-built rack over the cab of the truck, and 2 other teams on the 26’ flatbed of the truck each team with its own self-contained high pressure washing system also mounted on the 26’ flatbed trailer of the truck.

And a manager also riding on the flatbed trailer to manage the teams to make sure that each team member was performing as expected and to assure that all of the equipment functions as it is supposed to. With the implementation of this customized equipment and added safety features and the fact that the 26-foot flatbed truck does not constantly stall and the fact that all 3 teams, each with its own self-contained high-water pressure system all working in a more concentrated manner and in unison lets our personnel work much more eƯiciently, more productive and produce a much better job than ever before. In addition, we have a fourth team with a pickup pulling another trailer mounted self-contained high-water pressure system that closely follows the 26-foot flatbed truck whose job it is to rinse the walls to ensure that all soap is removed from the walls leaving it much cleaner. Everyone, including all of our employees, all other onlookers and the ADOT supervisor and ADOT employees that see our new equipment and the cohesiveness of our teams as they work are highly impressed with our work and the end results of all of this new equipment. We request a 3.25% increase in our pricing for the next contract year and hope that you will approve of our request as we constantly seek better ways to improve our service and the end results that benefit the State of Arizona (ADOT).

For the results of our work and the benefits of the equipment that we just purchased for use in the ADOT I-10 Deck Park Tunnel, I would recommend that you communicate with the supervisor of the Tunnel, Mr. Thomas Lucera, as he is always present while we perform our services, and his opinion means much more to ADOT than my opinion.

Respectfully, Jesse Villareal Owner & CEO

Starting Jan. 1, 2025, the minimum wage in Arizona became $14.70 an hour, a 35-cent increase from 2024’s $14.35, according to the Industrial Commission of Arizona. The increase is directly tied to the 2.5% increase in inflation from August 2023 to August 2024.

With the increase, Arizona’s minimum wage is now more than double the federal minimum wage of $7.25, which has been in place since 2009.
