HSC ITEMIZED SERVICE BUDGET NARRATIVE

1. Total Personnel and ERE includes:

a. Two Street Outreach at $17 per hour and 20% ERE. Because the two Street Outreach positions are new to Human Services Campus (HSC) the total salaries were reduced to reflect a start date 20 work days after the beginning of the grant period of May 1st, 2022. (2,080-160=1,920 hours x 17 rate x 2 positions x 20% ERE = $78,336)

b. One Street Outreach Navigator, calculated at a rate of $19 per hour and 20% ERE for the full grant term or 2,080 hours. This position is also new to the HSC, however we have internal candidates.

2. Essential Client Services includes the following:

a. Employee Training which is estimated at $1,000 per employee for the various required credentials outlined in the Homeless Youth Outreach and Drop-in Center Services RFP.

Mileage is calculated per the below.

b. Mileage will be covered by HSC in an effort to limit the amount of administrative work for Outreach staff allowing them to focus on assisting youth experiencing homelessness.

Company vehicles are provided and mileage expense will not be billed to this DES contract.

c. Cell phones assumes employees will opt for a stipend at $30 per month and utilize software available to them that masks their private number. HSC will cover the expense as it is immaterial in the grand total of the budget.

d. Food, Water, Pet Food, Clothing and Hygiene Kits are exclusively for youth experiencing homelessness. The ADES Cost includes five (5) pallets of water at approximately $350 per pallet and 9,000 granola bars (or other nonperishable food) at approximately $0.40 each. The ADES Total for this category was rounded down to $5,000. Pet Food, Clothing and Hygiene Kits will be provided from the HSC’s inventory of Gift In-Kind donations and is estimated at $10,000.

e. Laptops for each staff are estimated at $700 each. Employees may check out an HSC hotspot or use the personal hotspot on their cell phones for connectivity in the field.

3. Indirect is calculated at the 10% de minimis rate as the HSC does not have an approved federal rate.
