About this file

This document is a comprehensive appraisal report prepared by Headquarters West, Ltd. for the Arizona Department of Transportation (ADOT) regarding a land parcel located in Maricopa County, Arizona. The report was created for Connect 202 Partners and the Federal Highway Administration (FHWA) in connection with the South Mountain Freeway (Loop 202) project. The specific parcel is owned by Southern Cross, LLC and is situated at the northeast corner of 59th Avenue and Van Buren Street in Phoenix, involving approximately 201.62 acres of primarily industrial-zoned land.

The appraisal evaluates the property's market value as of June 22, 2016, utilizing sales comparison, cost, and income approaches. The final market value was determined to be $3,525,000, based on an analysis of comparable land sales with adjustments for factors like buildings, time, irrigation, water access, and flood hazards. The property is currently leased for agricultural purposes to MK Farms, with cropland primarily planted in upland cotton and alfalfa. The appraisal includes provisions for potential crop damages and a partial taking of 17.03 acres for the freeway project, with the remainder of the land anticipated to retain its industrial development potential. The report includes detailed market analysis of Arizona's agricultural and real estate markets, providing context for the valuation.
