1.2 DEFINITIONS

1.2.1 Obstacles: barriers, buildings, drainage structures, feeders, fences, guardrails, guys, mailboxes, Ornamental Plants, pipes, poles, posts, signs, trees, walls, and any object of value that is intended to be maintained;

1.2.2 Ornamental Plants: Wildflower plots, any prepared plant bed, ornamental trees and shrubs, fruit trees, vegetables, gardens;

1.2.3 Mowing: The mowing of vegetation on relatively flat terrain and accessible to the use of conventional mowing equipment.

1.2.4 Restorative Maintenance: Restorative Maintenance shall be requested and scheduled at least three weeks in advance by the Agency. This may include stump removal, filling holes, raking or removing dead and cut vegetation, applying granular fertilizer, planting grass seed, and manual lawn care offered by the Contractor.

1.2.5 Trash: Non-vegetation debris that should be removed from the mowing area, preferably before mowing and trimming.

1.2.6 Trimming: The mowing/trimming of Vegetation from the edge of roads, paths, and walkways. Trimming of paved pedestrian walkways shall be performed with a powered string trimmer (to “whip”).

1.2.7 Vegetation: Vegetation consists of overgrown planted and/or natural grasses, weeds, and other vegetation within the area to be mowed.

1.3 GENERAL GUIDELINES FOR ALL AREAS

Mowing and trash pickup will be completed once each week on all areas. Weekly mowing should be completed on Friday (or Thursday with notification). You must have sufficient equipment and manpower to mow all areas in this time frame. If the ground is too soft to mow in spots, you may mow around the wet spots for that week. If the wetness persists for more than one week, the wet area must be weed whipped. You have the option of trimming or spraying around parking posts, bumper blocks, trees, boat ramps, and other obstacles. If you spray, it should be completed as needed, but plan on a minimum of twice each year (usually in April and again in July). Running into posts, culvert pipes, trees, or hooking our fence with your mowing equipment is not tolerated.

Trash pickup will be completed in conjunction with mowing unless otherwise specified in the site-specific instructions. You will be responsible for picking up all visible litter on each area, including around latrine and dumpster enclosures, breakwalls, pier access lanes, boat ramps, trash along fences, in areas mowed and along tall grass or tree lines that are mowed areas. You may dispose of litter in one of the dumpsters located on our access areas. Trash piled up around the dumpsters must be picked up and put into a dumpster. Large items that will not fit in a dumpster, such as furniture, do not have to be picked up. Call Mike (419-429-8375) or Matt (614-578-7067) and we will dispose of large items.

1.4 GENERAL REQUIREMENTS

Mowing services must maintain a good appearance level. During high growth months, the mowing should be more frequent, as not to exceed the maximum height determined by the agency. Contractor is to submit for approval a tentative mowing schedule for the entire 32-week season (April through October). Such a schedule will be subject to periodic review and modification by the facility manager or designee. The Price per Mowing includes scheduled mowing services, mobilization, trash cleanup and disposal, and trimming, as specified, for the listed locations.

1.4.1 Preparation

1.4.1.1 Prior to mowing, trash will be removed and disposed of from the mowing area. This includes any debris that would be torn, ripped, or scattered by the mower and result in an objectionable appearance. If this removal process (excluding disposal) takes more than thirty (30) minutes of labor per acre of area, Contractor will stop trash removal and advise agency of estimated additional time needed to complete the task. If approved by agency, Contractor shall finish debris removal according to the Time and Materials pricing for actual labor performed and materials used.

1.4.1.2 Do not mow grassed areas saturated with standing water to the point standard mowing equipment may not be used without excessive damage to the turf. A prorated deduction will be made from the invoice for any wet area not mowed or whipped, if the total exceeds one acre. Prorated deduction quantities will be agreed-upon prior to beginning work in any area in question.

1.4.2 Mowing

1.4.2.1 Contractor shall properly install and maintain safety devices at all times when the equipment is in use and maintain the mowing equipment so as to produce a clean, sharp cut and uniform distribution of the cuttings.

1.4.2.2 The mowing equipment used will have the capability of cutting a height from 4 inches to 12 inches.

Cutting height shall be performed as per prior agreement with the Agency.

1.4.2.3 The Contractor shall mow in the same direction of traffic; mowing against traffic is prohibited.

1.4.2.4 Contractor will mow its contracted location(s) as per the areas identified in ATTACHMENT TWO, “Aerial View Maps”, unless Agency provides differing instructions, or to comply with items 5 through 10, below.

1.4.2.5 Hand-mowing and trimming with smaller equipment will be performed as necessary around obstacles, Ornamental Plants, and walkways.

1.4.2.6 The area and limits of mowing have been previously established and should be distinguishable in the field. Where landscaping has been established or natural landscaping has been preserved, Contractor will maintain the boundaries, conforming to the established mowing contours and right-of-way.

1.4.2.7 All mowed areas shall be uniform in appearance and free from scalping and skips.

1.4.2.8 The Contractor shall perform mowing with great care and in a manner that will limit the volume of vegetative debris that is discharged onto the paved shoulder / roadway. Discharge on pedestrian walkways shall be swept away by the Contractor.

1.4.2.9 Wildflower plots or naturally occurring wildflowers are to be avoided when in bloom and when re-seeding. A prorated deduction will be made from the invoice for any wildflower area not mowed, only if the total exceeds one acre. Prorated deduction quantities will be agreed-upon prior to beginning work in any area in question.

1.4.2.10 The Contractor will pay special attention not to mow Ornamental Plants. Any Ornamental Plant material or Obstacle that the Contractor damages, destroys or causes to prematurely die shall be replaced by the Contractor, at the Contractor’s expense.

1.4.3 Mowing Evaluation and Post Inspection

1.4.3.1 After mowing, Contractor should note any damaged areas such as holes or bare spots in a report, recommended remedies, and submit to the ODNR contact person.

1.4.3.1.1 Restorative Maintenance shall be performed if Agency has approved and scheduled with the Contractor at least three weeks in advance, and should be scheduled to coincide with the mowing day. Contractor shall invoice according to the Time and Materials pricing and shall document the itemized details of the actual work performed.

1.4.3.1.2 Vegetation debris as a result of the mowing, larger than two feet in length and/or one inch in diameter, must be removed from the mowing area and disposed of.

1.4.3.2 Waste Disposal

1.4.3.2.1 All debris and trash shall be disposed of properly, according to all applicable laws and regulations. Normally this means liquid disposal into a sanitary sewer system, and when hazardous materials (HAZMAT) may be involved, at a licensed disposal facility. State trash containers on-site may be used only with prior approval (see section 1.3, above, regarding dumpsters).

1.4.3.2.2 If Contractor utilizes a grinder or chipper, disposing of wood chips/mulch at an on-site designated plot may be possible with the State contact person’s approval.

1.4.3.2.3 In the event that debris and trash disposal is not possible on location, the waste should be returned to the company facility for proper disposal.
