About this file

The document is a Procurement Determination from the Arizona Department of Emergency and Military Affairs (DEMA), specifically the DEMA Procurement Office, detailing a direct contract with RADeCO Inc., a manufacturer and distributor of radiation detection equipment headquartered in Plainfield, Connecticut. The procurement is being conducted under Arizona Revised Statutes and Administrative Code provisions for procurements not exceeding $100,000, with a determination that competition is not practicable for this specific acquisition.

The contract covers new sales of air sampling equipment, repair services, and calibration services for RADeCO Products, with an estimated annual cost of $15,000. The contract term runs from 11/18/2025 to 11/17/2030. RADeCO was selected due to their specialized equipment's critical role in Arizona's Radiological Emergency Preparedness (REP) Program, with justification including existing standardization across field teams, compatibility with current systems, meeting FEMA and NRC performance standards, and ensuring operational readiness without requiring extensive procedural revisions. The air samplers will be used for drinking water and wastewater sampling, supporting environmental monitoring requirements under the Safe Drinking Water Act.

RATIONALE

Drinking water sampling/monitoring is required per the Safe Drinking Water Act (SDWA) and wastewater sampling/ RADeCO Inc. is a manufacturer and distributor of proprietary radiation detection equipment in the energy, security, research and military markets. The company is 60 years old and is headquartered in Plainfield Connecticut. RADeCO is a supplier to all branches of the U.S. Military, and they offer systems including robots, drones, air samplers, training, and other CBRN products. Equipment we use includes air samplers, environmental monitoring equipment and consumable sample media.

Equipment to purchase would be new, units for servicing would include previously purchased units from the company. We have some existing units that need to be replaced currently after a diagnostic examination by the company, and we periodically need to send units in for maintenance and repair as needed. RADeCO air samplers are being requested because they are functionally standardized across Arizona’s Radiological Emergency Preparedness (REP) Program and have specific

The Adjutant General technical and operational advantages critical to radiological monitoring and response readiness. Here are some points as to why:

• All REP field teams and partner agencies currently use RADeCO systems, ensuring compatibility of sampling media, calibration equipment, and training.

• Introducing a different vendor’s system would create inconsistencies in equipment operation, calibration procedures, and spare parts, complicating maintenance and training requirements.

• RADeCO air samplers meet the performance and reliability standards recognized under FEMA’s

Radiological Emergency Preparedness Program and NRC guidance for environmental sampling.

• Using consistent, proven instrumentation supports the documentation and defensibility of results during FEMA evaluated exercises and real-world incidents.

• RADeCO samplers have a long history of dependable operation under field conditions, including in the desert environments typical of Arizona.

• The units are durable, easy to service, and compatible with existing filter media that we already have in inventory and counting systems used for lab analysis.

• Existing procedures, documentation, and emergency deployment plans are built around the

RADeCO system.

• Maintaining that continuity ensures operational readiness without the need for extensive revalidation or procedural revision.
