7. Is the thread mention in paragraph 6.8 of CO-PD 00-02I a para-aramid or meta-aramid fiber? Specification refers to 50 TEX Aramid. Believe this to be Para-Aramid.
Clarification needed from Soldier Protective Equipment Mechanical Engineer Soldier Protection & Individual Equipment Team.
8. Page 20- end item spec PD-00-02I , paragraph 3.5.3.3 Hook and Loop , ask for all hook and loop to be Type I Class I ; Velcro USA can manufacture all widths except for 1 ½”.
Historically, this width is only order either Type II Class 1 or Type I Class 4 . Please advise if we can use Type II Class 1 or Type I Class 4 for 1 ½”. The OTV outer shell carrier will be manufactured by UNICOR. The awardee will not utilize 1 ½ inch hook.
9. Per page 47, UNICOR reserves the right to conduct a site survey that will be used in evaluation criteria. Can you please provide the criteria and of this site visit and if there are any necessary documentation or that will be required? UNICOR would simply be reviewing manufacturing equipment used, manufacturing processes, and manufacturing capacity. No documentation would be required.
10. Per page 50, #9 – Can you please provide an example of “specific technologies” and what level of training that would be required.
9. Must work in conjunction with UNICOR and its customer on specific technologies to be applied to the manufacturing process that will ensure a timely delivery and quality product. This may include the need for onsite training to UNICOR workforce at its facility. This would be more related to new specifications with the ballistic capabilities or technology related to the Manufacturing process of the ballistics. UNICOR is the Prime therefore responsible for the ballistic performance/delivery. Level of training would depend on the changes required in technology or processes.
11. On page 50, 5.0 Delivery – This states that delivery will be made 60 days ARO. Can you please confirm that the ARO date will be after FAT approval. Thus, FAT approval 60 days after award (page 49) and Order will be released after FAT and First delivery required 60 days after ARO. FAT approval required within 60 days. 13. Page 51, 15.0 – Does the BA Recycling / Disposal Plan apply to all three groups or only specific groups? Yes. While not commonly utilized it is possible from time to time a customer would request disposal of ballistic which would require a certificate of destruction. This could be a customer that their component has reached the end of the useful life period or it could be an order that either was exposed to damage or rejected by ATC for testing. These instances would require disposal with a certificate of destruction.
14. Page 63, 52.214-20 Bid Samples – First sentence in the proposal states “BID SAMPLES
ARE NOT REQUIRED WITH PROPOSAL” however, below in section (b) it states “Bidders must furnish bid samples as part of the bid. Please confirm requirement. Bid Samples are not required with proposal. Provision 52.214-20 is included in it’s entirety in case we feel the need to request a sample before award.
15. With uncertainty of the contractor to arrange ATC testing on our own, will UNICOR assist in arranging for FAT testing with ATC? YES. Costs are the responsibility of the Awardee
16. What is UNICOR‘s projected OTV need for the remainder of current contract (i.e. until current contract ends in August 2018)? Current contract ends in Sep 2018. Our customer could issue orders throughout Sep 2018. The customer does not have any further obligations to order however based on historical data there is the potential to receive an additional 25,000 or more units through Sep 18. This is not a promise or guarantee of quantities that will be ordered and should only be used for planning purposes.
17. Does UNICOR anticipate future OTV contract work though FMS, DoD and or other entities in FY 2018? YES. We do anticipate future work; however, we are not guaranteed future work at this time.
