The contract involves the Ohio Department of Natural Resources (ODNR), Division of Oil and Gas Resources Management (DOGRM) and Wellworker, LLC, a contractor located in Madison, OH. The amendment pertains to a contract for Orphan Well - Oil and Gas Projects, with Contract Number CSP900922-44.
The contract covers oil and gas projects involving idle and orphaned wells in Ohio, where no funds are currently available for plugging and remediation. The amendment extends the contract's effective period for two additional years, from 10/01/24 through 09/30/26, and includes updated language regarding the Prohibition of the Expenditure of Public Funds for Offshore Services. The contract allows the ODNR to assign pre-qualified contractors to specific well site projects, with funding coming from forfeited bonds and the Oil and Gas Well Fund. Projects will vary in geographical area, depth, and condition, with site-specific Scopes of Work provided for each project. The contract does not guarantee a specific volume of services and allows the agency to make purchases as determined necessary.

Index No. MAC110
ORPHAN WELL – OIL AND GAS PROJECTS
The Agency is responsible for regulating Ohio’s oil and natural gas industry for the protection of all Ohioans and our environment while ensuring the State’s abundant natural resources are managed properly. “Idle and orphaned well” means a well for which a bond has been forfeited or an abandoned well for which no money is available to plug the well in accordance with ORC 1509 and rules adopted thereunder. The Orphan Well - Oil and Gas Projects, upon which pre-qualified Contractors may eventually be assigned to perform work, are oil and gas projects that have been deemed by the Agency to be idle and orphaned wells (“Orphan Wells”) and/or well sites in need of remediation. Funding for this work comes from bonds that have been forfeited and/or monies from the Oil and Gas Well Fund. These projects will vary in geographical area, depth, and condition. A site-specific Scope of Work, listing the Agency’s requirements for each Orphan Well – Oil and Gas Project will be provided to the pre-qualified Contractors for each project.
PROJECT ASSIGNMENT PROCESS
I. Projects may consist of one or more wells or well sites grouped together. Each Project will have a unique name and number. All new project notifications and supporting documents will be placed on the Ohio Department of Natural Resources (ODNR) Website for review and response. The Agency will make every attempt to notify all Contractors listed on MAC110 Contract by email. Project notifications and supporting documents may include site locations, dates, submission instructions, and other necessary information.
II. Pursuant to ORC 1509.071(F), if the Division reasonably determines that a situation exists requiring expedited action for the correction of an applicable health or safety risk, a project or purchase of materials for purposes of addressing the emergency situation may only be notified to those Contractors deemed by the Division to be ready to provide them in an expedited response to the situation based on previous experience with those Contractors and the emergency situation that exists.
III. Submitted quotes that are received for a Project will be considered for completeness of statement of work (SOW), cost, and funding availability.
IV. Outcomes of the Project Assignment Process will be posted to the ODNR website.
