About this file
This is a Mandatory Use Contract issued by the Ohio Department of Administrative Services (DAS) General Services Division for Mediators and Facilitators for the Office for Exceptional Children. The contract (CSP009890) is awarded to Randy L. Fisher of Columbus, Ohio, and is available to the Ohio Department of Education and Workforce. The contract was initially established through a Request for Proposal (RFP No. SRC0000003071) that opened on 05/09/22, with the original contract effective from 07/29/22 to 06/30/24 and a renewal through 06/30/26.
The contract provides mediation and facilitation services with a tiered pricing structure: $850 per case for resolved cases with at least one in-person or combination of in-person and virtual meetings, $750 per case for resolved cases with at least one virtual meeting, and $150 per case for unresolved cases assigned without a mediation meeting. In-person services are initially offered in specific counties within District 5 (Licking, Fairfield) and District 6 (Union, Madison, Delaware, Franklin, Pickaway), while virtual services are available statewide. The contract includes mileage reimbursement at the current Ohio Office of Budget and Management (OBM) travel rate. A recent amendment effective 07/01/24 reduced the Cyber Liability Insurance coverage and extended the contract period.
