This is a Request for Qualifications (RFQ) issued by Denver Water, a municipal corporation and political subdivision of the State of Colorado serving over one million people. Denver Water is seeking qualified contractors to complete cross connection control site surveys to protect the public water supply from pollutants and contaminants. The anticipated annual demand is approximately 300 site surveys per year across Denver Water's service area. Contractors must complete surveys, document findings on Denver Water report forms, coordinate appointment times with customers, submit weekly reports via email, and assist with ad hoc surveys and compliance with Colorado Department of Public Health and Environment Regulation 11.39. The RFQ was issued on Thursday, July 2, 2026, with a clarification request deadline of Monday, July 6, 2026, and a response due date of Thursday, July 23, 2026, at 11:00 A.M. Mountain Time. Contractors qualified through this RFQ process will receive direct invitations to compete in a subsequent formal competitive solicitation anticipated to be issued in July 2026. Responses remain valid for 180 calendar days from the due date.
All contractor employees performing the work must hold current American Backflow Prevention Association (ABPA) Specialist Certification or American Society of Sanitary Engineering (ASSE) Cross-Connection Control Survey Certification, with expired certifications to be renewed within six months of contract award. Contractors must provide all necessary confined space equipment, tools, transportation, and equipment required to complete surveys. Work shall be performed during Denver Water's normal operating hours of 7:30 A.M. to 5:00 P.M., Monday through Friday, unless otherwise requested by customers or approved by Denver Water's Contract Administrator. The evaluation process will consider certifications and licenses, service area capability, equipment availability, industry experience and expertise, and other relevant factors at Denver Water's discretion. Responses must be submitted via email to Emmett Crain at Emmett.Crain@Denverwater.org with an email size limit of 35MB, and contractors must submit both an original and redacted version designating any confidential or proprietary information.

Contractors qualified under this RFQ will receive a direct invitation to compete in a subsequent formal competitive process for the purchase described in this RFQ.
