I. Contracting Activity.

36th Contracting Squadron, Andersen AFB, Guam

II. Nature and/or description of the action being processed.

This is a new requirement for an Intrusion Detection System (IDS). This will be awarded as a Firm-Fixed-Price service contract with a performance period of 12 months.

III. Description of supplies/services required to meet agency needs.

The 36th Wing Command Post (36 WG/CP) is requesting installation of a new Intrusion Detection System (IDS) with the purchase of a brand name Vindicator AES-1500T with assembly panel and Vindicator Access Control System to include sensors, proxy/pin card readers, and Access Control Enrollment Workstation. IAW AFMAN 10-207, paragraph 5.2.4.6.5, duress capability between the Command Post and the Base Defense Operations Center (BDOC) provides controllers the capability to passively indicate duress to Security Forces personnel. IAW AFI 31-101, paragraph 4.9. Protection Level 3 (PL-3) Resources assign PL-3 to AF assets for which the loss, theft, misuse, compromise, damage or destruction results in mission degradation to the war fighting capability of the US. The 36 WG/CP requires an IDS that meets all requirements identified in AFI 31-101 for PL-3 assets. The acquisition includes installation of the new equipment with a 1-year commercial warranty.

IV. Statutory authority permitting other than full and open competition.

AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

This procurement requires the use of a brand name product manufactured by Vindicator Technologies, Inc. The Vindicator IDS/Access Control System is an approved Air Force security system to be used for security monitoring and communication between the Command Post and 36th Security Forces personnel. The 36th Security Forces Base Defense Operation Center (BDOC) uses a Vindicator IDS Head End for monitoring Vindicator IDS security systems across Andersen AFB. Because this equipment is proprietary in nature, any other system will not be able to interface with the existing Vindicator Head End in the Security Forces BDOC, which currently monitors over one hundred facilities on Andersen AFB.

The Vindicator IDS/Access Control System is a security system that is compliant with the encryption standards outlined in UFC 4-021-01. All system components shall be in accordance with the CUI Non-Nuclear CMD List dated 13 May 2021, which has been mandated and provided by the USAF Force Protection Division, AFLCMC/HBU. This list contains Vindicator products which are necessary for this requirement. The only IDS system in use throughout PACAF is the Vindicator system and all alarm reporting facilities on base have Vindicator equipment installed which will only communicate via Vindicator communication protocols to ensure system integrity is maintained. If the purchase of any other system is made, then the Vindicator Head End will need to be replaced with a compatible system as well. In turn, this would require all alarm panels in every building on base to be replaced as well. This type of undertaking would cost the Government millions of dollars and significant administrative burden and manpower to accomplish. Any deviations from using the same brand as the existing system will result in the loss of IDS monitoring and response capabilities for the Command Post.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

A Sources Sought was posted on beta.SAM.gov for a period of 10 days from 1 July 2021 to 10 July 2021. The Government received three responses: Addon Services LLC, Evergreen Fire and Security, and G4S Systems Guam. Each of these vendors stated that they are authorized distributors of Vindicator technologies. April 2021 Page 3 of 4 offers will be solicited from as many potential offerors as practicable via a public posting on beta.SAM.gov

This acquisition will not require a Notice of proposed Contract Action (NOCA), IAW FAR 5.202(a)(6).

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Based on market research the government expects to have competitive offers from several large and small businesses.

Price Fair and Reasonableness will be based on competitive quotes IAW FAR 13.106-3(a)(1).

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Honeywell Vindicator Technologies is the brand name manufacturer and is a large business; however, they have authorized distributors and service providers. Previous acquisition history revealed several potential sources:

Honeywell Vindicator Technologies, EnviroPros Guam, ModTech Solutions, LLC, and CyberTec Holdings. Additionally, the Government received three responses to a Sources Sought which was posted for 10 days: Addon Services LLC, Evergreen Fire and Security, and G4S Security Systems Guam. The Government reached out to all seven (7) vendors to verify if they were authorized distributors and/or service providers. Four of these vendors responded with verification that they are authorized distributors and service providers of Vindicator Technologies products: G4S, CyberTec, Addon, and Evergreen. Honeywell Vindicator and G4S are large businesses, while the remaining five vendors found are small businesses: CyberTec, EnviroPros, ModTech, Addon, and Evergreen.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

X. List of any sources that expressed, in writing, an interest in the acquisition.

Three vendors expressed interest via email in response to the Sources Sought posted on Beta.sam.gov. These vendors are: Addon Services LLC, Evergreen Fire and Security, and G4S Security Systems Guam. Additionally, vendors that provided quotes to the government for market research purposes are: EnviroPros and ModTech Solutions, LLC.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The Vindicator Technologies, Inc. system currently in place has met the DoD and AF security encryption standards IAW UFC 4-021-01 and will remain in service until the current system is beyond economical repair or security requirements mandate its replacement. Due to the highly specialized nature of this equipment, the Contracting Activity is limited in its ability to remove or overcome any barriers that preclude it from meeting the requirements of FAR 13.106-1(b)(1) before any subsequent acquisition for this purchase or any future purchases for these specialized repair parts. Detailed program/technical research will be conducted by the Program Manager to review any changes/updates to the PACAF guidance for future like requirements. Market research will be conducted by the Contracting Office and documented before each acquisition to determine if new sources are available.
