About this file

This document is a Cost Proposal attachment for a Laboratory Services contract with the City of Palo Alto, California, specifically detailing a comprehensive analytical services procurement. The request covers a three-year contract period for laboratory testing of potable water, reclaimed water, wastewater, dewatered biosolids, and industrial discharges, with proposals due on November 5, 2025, at 3:00 pm. The solicitation seeks one or more qualified analytical laboratories capable of performing over 120 different analyte tests using specific EPA and Standard Methods, with strict requirements for Environmental Laboratory Accreditation Program (ELAP) certification. The detailed cost proposal includes four primary service tables: Water Quality Control Plant Laboratory, Water Transmission, Watershed Protection, and General Lab Services, each outlining specific analytical methods and testing parameters.

The pricing structure is presented as a unit cost schedule without specifying an exact total contract value, but suggests a substantial procurement based on the comprehensive testing requirements. The city reserves the right to select multiple laboratories and will evaluate proposals based on proposal quality, experience, performance, cost, and regulatory compliance. Proposers must provide electronic and PDF reports within 7-20 business days, maintain five-year data retention, and demonstrate financial stability through audited financial statements. Insurance requirements are stringent, mandating coverage from companies with specific rating and liability limits, with the City of Palo Alto to be named as an additional insured. The contract includes provisions for potential termination for unsatisfactory performance and requires laboratories to maintain sufficient staffing and technical expertise across organic and inorganic analytical domains.

ATTACHMENT A REQUIRED COST PROPOSAL FORM

Notes:

1) Please quote the methods indicated in the below tables. If you use an alternative method please indicate which one in the Comments column. Please use appropriate methods, preferably the most sensitive ones that are approved by CA ELAP and referenced in the latest MUR/CFR/Drinking water regulations.

2) If you are not certified for a particular analyte please indicate in the comments column. Also, notify the Project Manager

3) Include all preparation, extraction, digestion, filtration, handling, and disposal costs into the individual analysis when considering the unit cost. If not included in analyte unit cost, be sure to note them separately in Table D; additional lines are available if needed to capture more discrete sample handling charges.

4) The below tables are intended for comparison purposes. The City may select more than one Laboratory for each table.
