About this file

This file is a pre-bid meeting presentation prepared by the City of Pittsburgh's Office of Management and Budget and Department of City Planning for RFP 2026-RFP-144 soliciting proposals to develop a historical context statement for the LGBTQIA+ community of Pittsburgh. The City is requesting consultants to conduct historical research and interviews, develop a timeline of LGBTQIA+ history in Pittsburgh from the mid-20th century to present, identify contextual themes, and recognize significant people, places, and spaces. Deliverables include a context statement document in Word and PDF formats, interview transcripts, and audio/video files for public posting on the City's website and archival. The project comprises three milestones: development of a public engagement and interview plan; conducting research to develop a historical timeline; and identifying key contextual themes and significant people and places. A non-mandatory pre-bid meeting was held on July 16, 2026 at 1:00 PM via Microsoft Teams. Written questions must be submitted by August 7, 2026 at 5:00 PM through the OpenGov platform. Proposals are due August 14, 2026 at 3:00 PM electronically through OpenGov in MS Word or PDF format. Contract award is anticipated for August 2026, with all work to be completed by September 30, 2027.

The total project budget does not exceed $32,500. The project is partially funded by a Pennsylvania Historical and Museum Commission Certified Local Government Grant and Community Development Block Grant program funds, making it subject to federal compliance requirements including prevailing wage ordinances, equal employment opportunity provisions, Davis-Bacon Act compliance, and Section 3 housing compliance. The City has established mandatory MWDBE/VOSB participation goals of 18% Minority-Owned Business Enterprises, 7% Women-Owned Business Enterprises, 5% Veteran-Owned Small Businesses, and 3% LGBTQIA+-Owned Businesses. Prime contractors must demonstrate good faith efforts to meet these goals or face delays and potential violations. Proposals are evaluated on firm qualifications and experience (15%), project team qualifications (15%), project approach and plan (30%), cost proposal (30%), and MWDBE/VOSB good faith effort (10%). Required insurance includes Commercial General Liability of $1 million per occurrence/$2 million aggregate, Automobile Liability of $1 million, Worker's Compensation at statutory minimum, Umbrella/Excess Liability of $1 million, and Professional Liability of $1 million.

EORC Overview Chuck Durham, Manager, Office of Business

Diversity and Equal Opportunity Review Commission

▪ City of Pittsburgh Participation Goals:

▪ 18% MBE

▪ 7% WBE

▪ 5% VOSB

▪ 3% LGBTQ+

▪ Before and/or after a Prime vendor is selected, they, along with the issuing agency/department, must fill out a MWDBE submission form for review by the Office of Business Diversity that shows they are able to reach the City's participation goals. A complete submission will then go on to the Equal Opportunity Review Commission (EORC). More details provided on the next slide.

▪ If the Prime vendor is not able to reach City's participation goals, they will present a Good Faith Effort that demonstrates (1) them reaching out to multiple MWDBE and LGBTQ+ companies that could participate on the project with (2) written replies on why they could not participate.

MWDBE, VOSB & LGBTQ+ Participation Goals

• Once the MWDBE submission form is received, the Office of Business Diversity will review to make sure it is complete with signed letters of commitment between Prime and sub-contractors, vendors' current certifications, and/or their Good Faith Effort.

• If is not complete, the Office of Business Diversity will work with the Prime to complete the form. If asked by the Prime, the Office will also help with a list (by category) of MWDBE sub-contractors.

• If completed, the Office will put the project on the next Equal Opportunity Review Commission (EORC) meeting agenda for their approval or denial. The EORC meets the 3rd Thursday of each month.

• Required Participation:

• Prime contractor, a representation of your subcontractor team Procurement sourcing specialist and using department project manager

• If the MWDBE participation and the Good Faith Effort is not acceptable by the EORC then the plan/project is tabled until the next EORC meeting.

Equal Opportunity Review Commission (EORC)

▪ If the MWBE submission does not meet the established goals, the prime contractor will need to show a good faith effort was made. Examples include:

▪ Held pre-bid or pre-proposal meetings to discuss upcoming opportunities at least two weeks in advance of solicitation due date

▪ Identified and designated economically feasible portions of the work to be performed by M/WBEs. This may include breaking down the contract into sub-contracts to ensure participation

▪ Outreach to MWBE firms (with a written response as to why they couldn't participate)

▪ Made efforts to assist interested M/WBEs obtain bonding, lines of credit, insurance, equipment, materials, supplies, or other project-related components

Good Faith Effort

• OBD conducts monthly audits to identify and monitor discrepancies in subcontractor payments and contract utilization.

• Audited findings are verified against the project plan that was previously approved by the EORC.

• Two types of discrepancies:

• Payments: Variances between reported payments from the prime vendor to subcontractors and actual payments.

• Utilization: Delays in or failure to utilize designated subcontractors.

Monthly Audit to Monitor Compliance

•Once a vendor is awarded a contract, they will be given access to the B2GNow system

•Responsibility of Vendors:

•To upload payments to subcontractors

•Collaborate with subcontractors to verify and reconcile reported payments and any discrepancy

•If there is a change in subcontractor utilization, primes must provide an update

Post Contract Execution - Tracking

• If a discrepancy is found – The prime contractor will be issued an Alert Notice and given 3 business days to respond and make necessary updates.

• If the issue is not resolved – The prime will be issued a Violation Notice and be given an additional 7 business days to correct the discrepancy.

• If the discrepancy remains unresolved, OBD will escalate the issue by adding the violation to that month’s EORC agenda for further review and recommendation for the City to remedy.

• The City will review and come to a decision on a remedy (see next slide for list of potential remedies)

• Alerts, Violations, Recommendations, and decisions by the City will also be included in quarterly, bi-annual, and annual reports submitted to the Mayor, Controller, and City Council.

If a Discrepancy is Found
