PROGRAM MANAGER:

If you have any technical questions regarding this contract, please contact Jerome Jansen Division of Facilities Development & Management at (608) 261-8019.

WORK SCOPE:

This inspection procedure covers all pressure relief devices (PRDs) for boilers and deaerators. For this procedure, a PRD shall include pressure safety valves and pressure relief valves. For each valve listed in the accompanying table all parts of 3.1 must be completed. This includes 3.1.A, 3.1.B, and 3.1.C. Bidding companies are to hold a current Valve Repair (VR) ASME stamp.

INSPECTION

A. Visual inspection of PRD shall verify or check the following:

The correct relief device was installed.

Compare the device nameplate set pressure with the boiler or pressure vessel maximum allowable working pressure (MAWP) and ensure the device set pressure does not exceed the MAWP. A device with a set pressure less than MAWP is

David Bender

Department of Administration

Division of Facilities Development & Management 101 East Wilson Street, 7th Floor

August 14, 2019 Page 3 of 15 acceptable. If multiple devices are used, at least one must have a set pressure equal to or less than the MAWP. The ASME Code should be reviewed for other conditions relating to the use of multiple devices.

The identification (such as a tag or stencil) which establishes the last test date and proper pressure setting for the equipment protected by the identified device.

No gags, blinds, closed valves, or piping obstructions would prevent the devices from functioning properly. Upstream and downstream block valves, when installed, are sealed or chained and locked in the open position.

Seals installed to protect the spring setting and ring pin setting have not been broken.

The relief device does not leak. Pressure-relief valves that have been opened in service frequently leak. Detection and correction of this leakage eliminates product loss and possible pollution and prevents fouling and subsequent sticking of the valve.

Vent stacks, discharge piping and small nipples are properly supported to avoid breakage or leakage. Inadequately supported or anchored nipples can be damaged during maintenance and by vibration.

Discharge piping is orientated such that injury and damage will not occur during discharge.

Valve body drains and vent stack drains are open.

Any lifting lever is operable and positioned properly.

Any heat tracing or insulation that is critical to the proper operation of the relief system is intact and operating properly.

B. Onsite Testing

Valves are to be tested onsite using lift assist devices. Lift assist devices apply an auxiliary load to the valve spindle or stem, and using the measured inlet pressure, applied load and other valve data allow the set pressure to be calculated. If a lift assist device is used to determine valve set pressure, the conditions below shall be

August 14, 2019 Page 4 of 15 met. It should be noted that false set pressure readings may be obtained for valves which are leaking excessively or otherwise damaged. If the valve is found to be stuck in a closed position, the equipment must be immediately removed from service until the valve can be replaced or repaired.

o A device may be used to apply an auxiliary lifting load on the spring of new or repaired valve to establish the set pressure in lieu of the tests above when such testing at full pressure:

May cause damage to the valve being tested; or Is impractical when system design considerations preclude testing at full pressure.

o While actual valve blowdown and valve performance characteristics cannot be verified using this testing technique, valve set pressure may be determined to an acceptable degree of accuracy if, as a minimum:

Equipment utilized is calibrated as required in the quality system; including, but not limited to:

System pressure measurement equipment;

Lifting force measurement equipment; and Other measuring elements required by the device manufacturer.

The device and test procedures that have proved to give accurate results are used and followed;

A static inlet pressure is applied with the proper testing medium as specified in the NBIC Adjustments are made in accordance with the valve manufacturer’s recommendations to ensure proper lift and blowdown.

C. Bench Testing (Only one boiler per location at a given time to have safety valves removed.)

This inspection is performed by a qualified valve repair shop holding a current VR stamp. The inspection includes removing, disassembling, inspecting, and testing pressure safety valves. All components requiring maintenance or replacement shall be addressed via a change to the contract. The condition of

August 14, 2019 Page 5 of 15 the safety valve will be restored to a “like new” condition upon completion of the inspection/overhaul. All repairs must be made in accordance with the manufacturer’s instructions.

Each PRD shall be given a rating based on the following criteria after the inspection is complete and before any maintenance or replacement begins:

CONDITION AFTER DISMANTLING

Cleanliness Conditions Factor “A”

All valve parts and inlet/outlet piping are clean 0

Thin oily/sticky coat 1

Layers of product, scale or rust 2

Some heavy loose deposits 3

Severe deposits, scale or rust 4

Complete plugging of nozzle, seat, or inlet/outlet piping 5

Mechanical Conditions Factor “B”

Good Condition (only slight lapping required) 0

Slight pitting, seat scratched 1

Some corrosion/erosion (minor repair, machining required) 2

Some corrosion/galling (moderate repair required) 3

Severe corrosion (extensive repairs) 4

Poor condition (broken parts) 5

REMOVAL / INSTALLATION

A. PRDs are safety devices and should be treated as such. Careful handling during transportation, storage, and during installation is

August 14, 2019 Page 6 of 15 required. Pressure safety valves should be kept in the upright, vertical position always.

B. The PRD serial number from the device being removed must be written on the work order and/or valve repair sheet before it is removed from service. In addition, the equipment that the PRD is protecting should also be noted.

C. A visual inspection of the PRD and both the inlet and outlet piping should be made as soon as a valve has been removed from the system. The results of the visual inspection should be noted on the work order and/or valve repair sheet. Any buildup or mechanical damage should be noted.

Alternatively, if the equipment is clean and free of obstructions this too should be noted.

D. The PRD serial number from the device being installed must also be written on the work order and/or valve repair sheet before being installed.

In addition, the set pressure and valve type should be verified prior to installation. Pressure safety valves that are new and have not previously been installed should have the valve type, materials of construction, set pressure, and capacity verified as being correct before being installed.

For pressure safety valves that have been previously installed in the same service, the same items must be checked in addition to verifying that a current repair tag by a qualified valve repair shop is permanently affixed or car sealed to the valve.

E. Manufacturer’s recommendations, including proper torque procedures, should be followed when PRDs are installed. Gaskets and thread sealants should be appropriate for the PRD’s service. All flanged connections shall use Flexitalic type gaskets, and grade 8 bolts and nuts for less than 300 °F connections, A193 (B7) or A194 for connections 300
