About this file

This is a Contract Scope of Services document for Subsurface Utility Engineering (SUE) Services provided by the Lower Colorado River Authority (LCRA) in Texas. The document establishes professional requirements and deliverables for utility mapping services that comply with American Society of Civil Engineers (ASCE) standard 38-22 or more recent versions. SUE services involve mapping utilities at quality levels D, C, B, and A, with deliverables including CAD drawings in AutoCAD v2018 or later, PDF versions with professional certifications for QL-A and QL-B investigations, coordinate lists, field book copies, sketches, photographs, and trench or test hole data sheets. The scope also encompasses topographic surveying services, which must include professional oversight by a Texas Registered Professional Land Surveyor and conform to LCRA's "SRVO-014 - Substation Acquisition Topographic Survey Specifications." All work must utilize specific datum information (NAD83/2011 Epoch 2010 horizontal, NAVD88 Geoid 18 vertical), Texas State Plane Coordinate System with US Survey Feet units, and comply with file naming conventions using an eight-character LCRA Survey Project ID.

Professionals must maintain on staff at least one registered Professional Land Surveyor and one Professional Engineer in Texas with minimum three years of experience delivering utility infrastructure mapping, demonstrated knowledge of ASCE 38 standards, and expertise in geophysical detection theory and quality assurance. The professional must implement documented quality control processes, maintain equipment within calibration specifications, carry professional liability insurance tailored to SUE practices, and provide sufficient personnel and resources including utility designators, locators, survey party chiefs, and CAD technicians. Additional requirements include proper notification of landowners and LCRA's project Subject Matter Expert prior to fieldwork, compliance with all state and municipal permits, provision of spill response kits for hydrovacing or excavation work, and submission of weekly delay reports, monthly project status reports, deliverables acceptance forms, and optional monthly budget status reports. The supplier must be capable of performing work throughout the entire State of Texas, with proper site remediation, environmental controls, and professional conduct in landowner relations.

Contract Scope of Services

Subsurface Utility Engineering (SUE) – An engineering practice that involves mapping utilities at appropriate quality levels (D, C, B, A) and communication of utility data to concerned parties. Shall meet American Society of Civil Engineers (ASCE) standard 38-22 or more recent standard at the time of the project.

1.1.1. Deliverables:

• CAD Drawing

• PDF Version- with Professional Certification required for QL-A & QL-B investigations

Comprehensive presentation of investigation mapping, notes, research, methodology

• Coordinate List

• Field Book Copies & Sketches

• Photographs

• Trench or Test Hole Data Sheets, documenting utilities uncovered in QL-A and/or trenching efforts

Other deliverables to be determined per project SOW. Professionals must be mindful of their specific competencies, limitations, and expertise in performing specific functions. For projects involving excavation, proper compaction of the backfill is required. Powered tampers should be used at a minimum for every 6-in. lift of backfill placed. For test holes involving electric facilities encased in thermal sand, the SUE provider must demonstrate knowledge and ability to safely excavate, observe, and properly repair the encasement.

Professional will be responsible for proper spoil disposal, site remediation and environmental controls.

Professional is encouraged to highlight any possible Advanced Geophysical capabilities beyond typical utility location services, examples being Geotechnical, Environmental, and

Constructability Interpretation services. The potential advantages of these techniques include higher data density, data interpretation software, and concurrent ground control.

Interpretations beyond the existence and position of utilities include the possibilities for paving thickness, substrate thickness, voids, depth-to-water tables, depth to bedrock, debris or boulders, gravesites, septic fields, tanks, drums, wells, contamination plumes, and more.

Other deliverables to be determined per project SOW. Professionals must be mindful of their specific competencies, limitations, and expertise in performing specific functions. While topographic surveys are not regulated by the Texas Professional Land

Surveying Practices Act, LCRA requires these surveys have oversight by a Texas Registered

Professional Land Surveyor. Topographic surveys shall conform to the requirements set forth in LCRA’s “SRVO-014 - Substation Acquisition Topographic Survey Specifications.pdf”

Professional is encouraged to highlight capabilities beyond typical on-the-ground topographic data collection. The potential advantages of these techniques include rate of data collection, higher data density, data interpretation software, and concurrent ground control.
