RFP 2026-58: Constructed Habitat Feasibility Study and Workplan Update
This Request for Proposals (RFP) is issued by the Coachella Valley Water District (CVWD), a public agency in California, seeking qualified consulting firms to provide professional environmental, engineering, water quality, and habitat restoration services. The project involves completing a Feasibility Study and updating CVWD's Constructed Habitat Workplan for submittal to the Coachella Valley Conservation Commission and applicable Wildlife Agencies. The Feasibility Study will evaluate the relocation of a constructed habitat project to the Johnson Street location, assess water supply alternatives, and provide engineering and cost analyses to determine project feasibility. The Constructed Habitat Workplan Update will build upon the existing 2021 Work Plan and incorporate findings from the Feasibility Study. A non-mandatory pre-proposal conference is scheduled for September 30, 2026, at 10:00 AM PT via Microsoft Teams, and a non-mandatory job walk is scheduled for October 1, 2026, at 10:00 AM PT at the project site in Mecca, California. Requests for clarifications must be submitted by October 8, 2026, with responses posted by October 15, 2026. Proposals are due October 29, 2026, at 2:00 PM PST via the PlanetBids electronic system. Interviews are tentatively scheduled for November 19, 2026, with contract award anticipated for January 12, 2027. The contract term is one year from the Notice to Proceed, with deliverables including a draft Feasibility Study (April 15, 2027), final Feasibility Study (August 1, 2027), draft Workplan (October 15, 2027), and final Workplan (January 15, 2028).
Proposals will be evaluated on a best-value basis using four criteria: firm qualifications and experience (25 points), staff and team qualifications (25 points), demonstrated understanding of project scope (25 points), and cost proposal (25 points), with potential interviews adding up to 25 additional points. Minimum requirements include five years of business operation and five years of relevant experience. Proposers must submit a technical proposal and a separate cost proposal using the provided lump-sum cost form for each of four deliverables. The District reserves the right to reject any or all proposals, negotiate contract terms, and award based on best value rather than lowest cost alone. Professional liability insurance of not less than $5,000,000 per occurrence or claim is required (potentially reducible to $2,000,000 with written approval), along with general liability, business automobile, and workers' compensation coverage. The contract will be governed by California law with exclusive venue in Riverside County courts. Prevailing wage and labor code compliance requirements apply if the services qualify as a public works project. All work product becomes the property of CVWD, and the District retains the right to modify the scope through Task Orders with mutual written agreement on costs and timelines.

SECTION 4 – SCOPE OF WORK
4.1 Project Background
A. The Consultant shall provide professional environmental, engineering, water quality, and habitat restoration services to complete a Feasibility Study and update CVWD's Constructed Habitat Workplan for submittal to and approval by the applicable Wildlife Agencies.
B. CVWD's Constructed Habitat Projects were developed to fulfill habitat commitments identified in the Coachella Valley Multiple Species Habitat Conservation Plan/Natural Community Conservation Plan (CVMSHCP). The August 10, 2021 Garfield Street and Johnson Street Constructed Habitats Work Plan (2021 Work Plan) was prepared as the basis for development, implementation, operation, maintenance, monitoring, and eventual transfer of the constructed habitat projects.
C. Since preparation of the 2021 Work Plan, CVWD has coordinated with the Wildlife Agencies regarding the proposed constructed habitat projects. In 2024, CVWD received additional comments and direction from the Wildlife Agencies, and development of the Work Plan was substantially advanced. Due to subsequent logistical complications and circumstances outside CVWD's control, CVWD has determined that the Project must be relocated in its entirety to the Johnson Street location.
D. CVWD's existing Johnson Street-owned parcels do not contain sufficient acreage to accommodate the entire Project. CVWD is therefore considering acquisition of the adjacent property identified as Assessor's Parcel Number (APN) 729-110-030. Prior to acquisition, CVWD desires to complete a Feasibility Study to determine whether the Project can be successfully developed and operated using CVWD-owned property in combination with the potential acquisition property.
E. The Feasibility Study will provide the technical basis for determining whether the relocated Project is feasible at the Johnson Street location and, if feasible, will inform the update to the Constructed Habitat Workplan.
4.2 Project Objectives
A. Evaluate the feasibility of developing the Project in its entirety at the Johnson Street location using available CVWD-owned parcels and, if appropriate, supplemental acreage associated with the potential acquisition of APN 729-110-030.
B. Evaluate potential water sources and water supply configurations capable of satisfying the quantity and quality requirements of the proposed habitat types.
C. Evaluate site, engineering, environmental, hydrologic, groundwater, water quality, construction, operations, maintenance, and cost considerations that could affect Project feasibility.
D. Develop a clear professional recommendation regarding whether the Project is feasible at the Johnson Street location and identify the preferred water supply and Project configuration, including significant conditions or limitations.
E. Following determination that the Project is feasible, update the existing Constructed Habitat Workplan using the 2021 Work Plan and subsequent Wildlife Agency coordination as the basis for the updated document.

All proposals should be prepared as if the evaluation committee members have no knowledge of the firm, their qualifications, or past projects.
**Interviews – The District reserves the right to interview top ranking proposers. If interviews are required, the proposers invited to interview will be notified in advance and provided a format and time for the interviews. An additional 25 points will be used to score the interview based on the same criteria listed in the RFP. The 25 points will be prorated in the same proportion as the proposal scoring listed in the table above.
Best and Final Offers – The District reserves the right to ask for Best and Final Offers where costs are over budget.
6.2 Selection Process and Award of Contract:
Selection will be made by totaling the points for the proposals and using a set ratio formula to evaluate the price category, plus the interview score (if required). The proposer with the highest number of points will be recommended for award of the contract. The District reserves the right to negotiate the terms and conditions of any resulting contract.
