About this file
This document contains a Justification and Approval for a sole source solicitation. The solicitation is for DIT-MCO wiring harness analyzer units, switching cards, test points, and interconnect cables to support the UH60V modular aircraft wire test equipment program at the US Army Materiel Command Contracting Command Redstone Arsenal. Market research determined that only DIT-MCO systems can test over 10,000 wire harness test points simultaneously for various aircraft in a proprietary software and hardware configuration. The estimated total cost to reprogram test software for five helicopters is $7 million. Prior sole source contracts were awarded to DIT-MCO in 2013 for $1.14 million and in 2018 for $444,320. The solicitation is scheduled to be posted to SAM.gov upon approval of the justification.

Program/Equipment: UH60V Modu lar Aircraft Wire Test Equipment on the current Dollar Labor per Hour (DLPH) cost. This estimate takes into account assigning five (5) people or 50% of the Work Center to develop new cables and test programs using unfamiliar software and code for programming test packages. The estimated cost to build new cables and program the testing is $1,400,000 per program.
The development cycle time for writing for writing a new software program is about 360 days. CCAD currently has five Helicopters programed with the DIT-MCO software. The total cost to reprogram all five is $7.0 million.
6. Efforts to Obtain Competition: For FAR Part 13 actions, the public display and synopsis requirements of 5.101 apply and will be followed. A synopsis for this procurement action will be posted to the SAM.Gov website upon approval of the J&A.
7. Actions to Increase Competition: Increasing competition is not feasible. Competition is based on the technical ability to provide software and hardware compatibility to the existing testing system. No other manufacturer's aircraft wire harness test systems meet the above criteria (in section: 3 Description of Supplies/Services) (section 5 Reason for Authority Cited (paragraphs 3 & 4)) without a significant impact to ongoing research and development efforts for UH-60V test equipment, wire harnesses, and test programs.
Until proprietary data is released by DIT-MCO International, there will not be any other sources for this procurement. As of September 2022, DIT-MCO International will not release proprietary rights to CCAD or any other company. Proactive steps were taken to seek competition, even though research shows that unsupportable time constraints, duplication of investment costs, or uneconomical analysis would be the outcome of awarding this procurement with another contractor.
Market research has continued through September 2022 and any future acquisitions will be published in the System for Award Management at sam.gov.
8. Market Research: Market research was conducted between the months of February 2022 and September 2022 to verify the procurement history of this supply, the correct Service code/NAICS, the estimated cost, to determine whether the supplies/service is commercial, and if an alternate aircraft wire continuity test system for over 10,000 plus test points, used on hundreds of wire harnesses exists. In the research, it was concluded that only DIT-MCO systems could work at CCAD. DIT-MCO software and hardware which test over 10,000 plus test points for various aircraft wire harnesses simultaneously were proprietary and only manufactured by DIT-MCO International Corporation.
Market Research has been conducted for this acquisition by the primary Mechanical Engineer; the following techniques that were used: personal knowledge in procuring

In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 205.205-71, DFARS 206.302-1 (d), and DFARS Procedures, Guidance and Information (PGI) 206.302-1 (d), a sources sought was posted to SAM.GOV on 15 September 2022 for five days and two interested vendors that responded. Of the two, as described below, only DIT-MCO was technically capable.
9. Interested Sources: The notices required by FAR 5.201 shall be or have been published, and any bids or proposals received shall be considered. On 15 September 2022 the Sources Sought notice was posted to the SAM.GOV website, with a suspense of 20 September 2022. Two responses were received, one from DIT-MCO International LLC and one from Eclypse International Corporation. The DIT-MCO response can meet the Government's need. Eclypse's response was to provide an equivalent test capability, however, it would require more cost to obtain additional modular equipment and training. This means Eclypse's equipment cannot directly interface and plug into existing equipment without changes to hardware, software, or functionality. Eclypse is not capable of meeting the Government's requirements.
