About this file

This addendum document issued by Orange Water and Sewer Authority (OWASA) provides clarifications and answers to questions submitted by consulting firms regarding the Community Room Renovation RFQ for the Administration Building located at 400 Jones Ferry Road in Carrboro, North Carolina. The project encompasses design and construction services for renovations to the Community Room, Administrative Breakroom Area, one office conversion, and roof repairs at the existing facility, which was originally constructed in 1990. Responses to the RFQ are due by 2:00 p.m. Eastern Time on Thursday, August 6, 2026. OWASA will conduct a Qualification-Based Selection process to identify the best qualified firm for contract negotiation, with final contract terms, pricing, and detailed scope definition to be determined during the negotiation phase rather than in the RFQ itself.

Key clarifications provided in the addendum address project-specific details including that the roof report will not be available during the RFQ phase but will be provided to the selected consultant during project scoping and contract negotiation; solar panels remain in use at the facility; the SCADA integrator (CITI) operates under a separate contract with OWASA and the selected consultant will coordinate with this entity; and no upgrades to the HVAC system's make-up air function are currently planned, though this may be reviewed with the selected consultant. OWASA's 20-year Capital Improvement Program approved on June 25, 2026, allocates $170,000 in FY2027 and $1,230,000 in FY2028 for this project. The 2025 conceptual master plan for the Administration Building is available to submitters upon request and completion of a Sensitive Information Release Request directed to Steven Bailey at sbailey@owasa.org, with restrictions on copying and distribution outside of immediate business concerns.
