General Information Document Type: Request for Quote Classification Code: V122 NAICS Code: 485510 i.This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be issued. Please be advised that this Request for Quote (RFQ) in no manner obligates the Government to award an agreement as a result from the issuance of the RFQ.
ii.This solicitation is being issued as RFQ FA700024Q0738 iii.This solicitation document and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular (FAC) 2024-01, dated 14 November 2023.
iv.This effort is being procured as full and open competition. The NAICS code is 485510 and the size standard is $19 Million.
v.Quoted prices must be firm-fixed price in accordance with the price list at Attachment 4 – Price
List.
vi.The following non-personal commercial service is requested in this solicitation:
The United States Air Force Academy (USAFA), Colorado, requires multiple Blanket Purchase Agreements (BPA) for bus transportation, (charter coaches and school buses of various passenger capacity), on demand to meet USAFA mission requirements. Continued support is necessary to provide transportation services to USAFA personnel in accordance with Attachment 1 – Statement of Work (SOW). Historically and at present, USAFA has established multiple BPAs to meet the variety of transportation requirements for both USAFA and Prep School unique requirements. The vendor shall provide bus and coach charter services for USAFA requirements as defined and requested by Ground Transportation per the SOW. The vendor shall perform all required services and maintain all vehicles in accordance with the SOW and in compliance with commercial standards, local, state, and federal law requirements.
vii.The estimated period of performance is 11 December 2023 to 10 December 2028.
viii.The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition.
Addendum To FAR 52.212-1, Instructions To Offerors – Commercial Products and Commercial Services (Sep 2023)
The following words “offer,” “offeror,” and “proposal” are replaced with “quotation,” “vendor,” and “quote” respectively.
Paragraph (c) first sentence revised as follows: “The vendor agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the quote.”
Paragraph (g). The word “contract” is replaced with “blanket purchase agreement.”
NOTICE TO QUOTERS: The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse a quoter for any costs.
1. General Instructions. To assure timely and equitable evaluation of quotes, the quoter must follow the instructions contained herein. Quoters are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in a quote being ineligible for award. Quoters must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
Delivery Method. Only electronic submissions are being requested. Note: .zip files are not an acceptable format for the Air Force Network and will not go through our email system.
The quoter shall submit the following with their quote: solicitation number, contact name, address, e-mail, and telephone number of the vendor, CAGE code, Unique Entity ID number, size of business.
All companies doing business with the Government must have an active registration in the System for Award Management at https://www.sam.gov at the time the quotation is submitted to be considered for award. See FAR 52.204-7, System for Award Management.
2. Specific Quote Instructions:
a) Price – Vendor shall submit a completed and signed price list at Attachment 4. Prices shall be firm-fixed price. Vendor may include any additional items. Special terms and conditions should be included with the price list. Note: The Government will not provide financing for this acquisition.
b) Technical Capability – Vendor shall submit a statement detailing how bus charter resources will be provided. If subcontracting, what percentage of the work will the subcontractor perform? Vendor must disclose full details of any significant subcontractor to include business name, address, phone number, size/socioeconomic status, and CAGE code.
c) Past Performance – Past performance for similar services will be considered.
(End of Addendum) ix.The addenda listed below at FAR 52.212-2, Evaluation—Commercial Products and Commercial
Services (Nov 2021), applies to this acquisition. The evaluation factors to be included in paragraph (a) of this provision are Price, Technical, and Past Performance.
ADDENDA TO FAR 52.212-2:
BASIS OF AWARD
a. The Government will use Simplified Acquisition Procedures permitted by FAR Part 12. The
Government intends to award multiple blanket purchase agreements (BPAs) resulting from this solicitation to responsible quoters whose quotes conforming to the solicitation will be the most advantageous to the Government. Award will be made using best value as an evaluation method for this requirement. All quotes submitted will be reviewed for completeness to determine if they contain all information requested in the addenda to FAR 52.212-1. Quotes that are incomplete or missing information may be considered non-responsive and excluded from the evaluation. The Government reserves the right to award no BPA at all depending upon the quality of quotes received, and whether quoted prices are fair and reasonable. The Government will consider price, technical, past performance, and other terms and conditions to award a best value that is most advantageous to the Government.

Representation and Certifications – Commercial Products and Commercial Services, with its quote. (The Quoter shall complete only paragraph (b) of this provision if the Quoter has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Quoter has not completed the annual representations and certifications electronically, the Quoter shall complete only paragraphs (c) through (v) of this provision).
xi.FAR 52.212-4, Contract Terms and Conditions – Commercial Products and Commercial Services (Nov 2023), applies to this acquisition.
xii.FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition. Additional FAR clauses cited in the clause that are applicable to this acquisition can be found in Attachment 5 – Provisions and Clauses.
xiii.Additional terms and conditions determined by the Contracting Officer to be necessary for this acquisition and consistent with customary commercial practices can be found in Attachment 2 – Terms and Conditions and Attachment 5 – Provisions and Clauses. All provisions and clauses regulations references are found either in the FAR; Department of Defense Federal Acquisition Regulation Supplement (DFARS); or Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS) and may be viewed under https://www.acquisiton.gov. These applicable provisions and clauses will be incorporated either by reference or in full text and made part of the agreement upon award.
xiv.Defense Priorities and Allocations System (DPAS) and assigned rating do not apply to this acquisition.

xvi.Quotes are due via email to dawson.hopkinson@us.af.mil and tammy.martin.6@us.af.mil no later than 12:00 p.m. MST, 30 November 2023.
