Storage System Removal and Replacement

1. This request for quote is for the purchase of the service in accordance with the attached Statement of Work (SOW).
2. The resulting contract will incorporate all applicable provisions and clauses in effect through Federal Acquisition Circular 2022-06. The Service Contract Labor Standards and Fair Labor Standards Act apply to this requirement.
3. The Department of Labor Wage Determination Number 2015-5391, (Rev. -16), dated
03/15/2022, is incorporated by reference. The full text can be accessed electronically at:
www.sam.gov.
4. This procurement is being solicited as a total small business set-aside. The North American
Industry Classification System (NAICS) code is 238990, All Other Specialty Trade Contractors, with a small business size standard of $16.5M.
5. Please structure your quotation’s contract line item numbers (CLINs) according to the following table:

All labor, equipment, tools, accessories and materials to properly remove existing Rolodex Space Saver System and install a secured chain link asset storage caged area in accordance with (IAW) attached SOW.

6. Period of Performance: Approximately 27 June 2022 – 26 August 2022
7. The provision at FAR 52.212-1, Instructions to Offerors – Commercial Items (Nov 2021), applies to this acquisition. Specific instructions are included as follows:
a. A site visit will be held Wednesday, 08 June 2022 at 10:00 AM MDT. Initial meeting place for site visit attendees will be the Malmstrom AFB Visitor’s Center for sign-in at 9:30 AM MDT. After sign-in, all parties will then conduct the site visit at Building 400.
Submit attendees no later than 2:00 PM MDT, Monday 06 June 2022. Attendees will be limited to two individuals per offeror. Site visits will be at the offeror’s expense and the Government will not be held liable for costs incurred.
b. Questions pertaining to this requirement shall be submitted no later than 2:00 PM MST Friday, 10 June 2022 to the individual(s) referenced in section (e) below.
c. The Government reserves the right to cancel this RFQ at any time.
d. Complete and provide this document or one substantially the same including breakdown of cost in connection with the attached SOW.
e. Please email your quote to alexander.luttrell.1@us.af.mil and shanna.guillen.2@us.af.mil no later than 2:00 PM MDT on Wednesday, 15 June 2022.
f. Notice to Offerors/Suppliers: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
8. The provision at FAR 52.212-2, Evaluation – Commercial Items (Nov 2021), applies to this acquisition. Specific evaluation criteria is included as follows:
a. Offerors shall be ranked by price in ascending order from lowest priced to highest.
Quotations shall then be evaluated on the basis of how the quotation conforms to the required specifications as attached to this solicitation. Any quotation not meeting the required specifications shall be deemed non-responsive and therefore, ineligible for award. Award shall be made to the lowest-priced quotation that also meets the required specifications contained in this solicitation.
9. The provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items (Nov 2021), with its Alternate I (Oct 2014), applies to this acquisition. All Contractors are required to have an active registration in the System for Award Management (SAM).

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
