The purpose of this project is to acquire deployable walk-through detection systems that are portable and can be setup with little effort in a minimum amount of time to provide security screening operations for special emergency events where enhanced screening and detection is required for the safety and security of the federal community.
II - SCOPE
Contractor shall deliver, install, and provide warranty service that will provide the government technology that will be anew deployable walk-through detection systems that are portable and can be setup with little effort in a minimum amount of time to be provide security screening operations for special emergency events where enhanced screening and detection for weapons, explosives and any component parts thereof is required for the safety and security of the federal community.
III - TECHNICAL REQUIREMENTS
A. WEAPON DETECTION
1. Walk-through Metal Detectors (WTMDs) and Shoe Scanners (SS) must detect at a minimum, the items listed below, singly and in any multi-weapon combination and disassembled (as largest metallic component) concealed anywhere on the body in any orientation at normal walk-through speeds (0.5 to 1.3 meters/sec), at all walking positions through the archway, and with any gait at a minimum detection rate of 95 % (at a 90% confidence level).
2. WTMDs and SSs must be capable of detecting the weapons in Appendix B (or similar) disassembled. WTMDs and SSs must be capable of detecting disassembled gun(s) (.22 cal. or .32 cal.) and knife with 2 ½ inch blade independent of its magnetic flux density state as purchased, used in testing, firing or intentionally degaussed.
3. WTMDs must be capable of preset detection levels; minimum of three (3). These levels must be coded and not configurable through the operator interface.
4. WTMDs must be able to provide a Random Alarm detector with the ability to set percentage from .05% to 30%. The Random Alarm shall be overridden by an actual detection of metal.

VI - BAD-SCAN LIMIT / RESET
Corrupted or incomplete screening events must be limited to ≤ 1 per 200 Visitors. WTMD must be reset by the visitor passing back through the WTMD portal or by the operator using a manual reset button accessible only to the operator. WTMD must provide distinct visual and audible indicators to notify the operator if the visitor enters when the WTMD is not ready so that an operator can initiate a re-scan.
VII - OPERATIONAL AVAILABILITY
WTMD reliability (Mean-Time-Between-Failure), maintainability (Mean-Time-To-Repair), and maintenance concept as designed must yield at least a 99.86% operational availability rate (Ao), whereas the cumulative down-time per unit during inspection duty hours for all maintenance must not exceed 3 duty hours annually assuming a 12-hour duty day for 365 days each year. Ao is defined as:
Uptime Ao = --------------------------------- for any single WTMD on any duty day Uptime + Downtime
Downtime is the total amount of time the unit is not available for use during the duty day.
Downtime can be caused by three events:
A critical failure (Any failure where the WTMD cannot perform its mission for greater than 10 minutes and maintenance is contacted);
A non-critical failure (Problem occurs, and the fault condition is cleared within 10 minutes or is cleared without contacting maintenance); and Recalibration (Following either critical or non-critical failure, time spent restoring the WTMD to operational status, including running through calibration or checkout sequence/procedure.)
VIII - THROUGHPUT CAPACITY
WTMD must permit a continuous throughput rate of at least 250 visitors per hour through a unit-archway. WTMD detection process-time must be within 1 second. WTMD must not require the visitor to dwell in the portal to render an inspection.
IX - POWER LOSS RECOVERY
WTMD must possess a means of storing, retrieving and automatically re-calibrating to the properly calibrated WTMD configuration after disruption of power.
X - CONTROLS
A. OPERATOR CONTROLS
Access to operator controls must require a key or an electronically read card.
Operator controls must include a Power On/Off switch and a detector fault reset button. WTMD should offer a power switch option within 3 feet of the floor.
