Even if provided in other form, the question responses included in the amendment to the solicitation will govern performance of the contract.

BACKGROUND

The National Institute of Standards and Technology (NIST), Materials Science and Engineering Division located in Gaithersburg, MD is tasked with developing and testing polymer standard reference materials, including the solution-based analyses of polyolefins, which require hazardous, high-boiling point solvents such as 1,2,4-trichlorobenzene (TCB) solvents such as TCB both pose a significant environmental and human health hazard, as it can affect the skin, eyes, mucous membranes, liver, kidneys, and is a possible teratogen. Furthermore, purchase of this solvent has become more challenging with supply chain delays as a result of the pandemic. Maintaining a steady inventory of high purity TCB is critical for NIST mission success with regards to testing our polyethylene standard reference materials (SRMs) and measuring dilute solution properties of well controlled polymers. Herein, NIST is looking to purchase a spinning band distillation system to purify and reuse TCB from current laboratory chromatography instrument waste, which will include polyolefins, used antioxidants, and organic solvent contaminants with high boiling points, which may be present in the solvent feedstock.

All interested vendors shall provide a firm-fixed-price quotation for the following:

SUGGESTED ITEM:

Spinning Band Distillation System Part No. 9400 SB A 12 & Recirculating Bath Part No. Bath-43-115N Manufactured by B/R Instrument Corporation

BRAND NAME OR EQUIVALENT

The vendor shall provide an automated distillation unit for 1,2,4-trichlorobenzene (TCB) with a recirculating bath chiller in accordance with the attached Statement of Requirements 4 pages and that meets or exceeds the following:

SPECIFICATIONS:

· The Spinning Band Distillation unit shall be brand new (prototypes, demonstration models, used or remanufactured equipment will not be considered for award).

· The Spinning Band Distillation unit shall be no larger than 78" tall, 24" deep, 30" wide (the current opening in the B213 fume hood) to allow safe operation in available fume hood space.

· The Spinning Band Distillation unit shall have automated heating and shutdown via digital interface.

· The Spinning Band Distillation unit shall have a heating mantle capable of distilling 2L to 8 L volumes of 1,2,4-trichlorobenzene (TCB) (boiling point = 214 °C at atmospheric pressure).

· Surfaces in contact with TCB will not degrade or swell (contact surfaces must be made of materials that are compatible with TCB, e.g. glass or Teflon)

· Solvent purity will be suitable for use in a HT-SEC instrument (>99.0% pure)

· The Vendor shall demonstrate that TCB distillation has been successfully achieved in their systems previously to 99% purity (either through data or referrals to at least one customer that has distilled TCB) – this demonstrates successful operation of TCB in their system and not hypothetical “within limits” Chiller (Also sometimes referred to as a recirculating cooling bath)

· The Vendor shall provide one recirculating bath chiller capable of maintaining a cooling fluid temperature at or below 10 °C during operation to chill cooling fluid for the distillation unit condenser without needing to install a cold-water line, which presents risks of lab flooding and equipment/building damage.

· This unit can be integrated into the system above – in the fume hood, or can be located adjacent to the unit outside the hood, provided that safety features of the recirculating chiller will prevent leakage of TCB into the laboratory.

Note: This procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an Offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant purchase order, not the terms and conditions of the Offeror’s FSS or GWAC contract, and the statement required above shall be included in the quotation. (End of provision)

NIST LOCAL-53 Contract Performance During Changes in NIST Operating Status

Unless otherwise stated in the contract terms and conditions, normal days of business operation are Monday through Friday, excluding Federal Holidays. However, throughout the contract period of performance, there may be circumstances beyond the control of the U.S. Department of Commerce, National Institute of Standards and Technology (NIST), that will impact normal days of business operation, such as inclement weather, power outages, etc. In circumstances such as these, the Contractor must call the appropriate NIST campus status line to verify the operating status:

Gaithersburg Campus Operating Status Line:

(301) 975-8000

(800) 437-4385 x8000 (toll free)

Boulder Campus Operating Status Line:

(303) 497-4000

During a lapse in appropriation, access to Government facilities and resources, including equipment and systems, will be limited to excepted personnel for both Federal employees and Contractor personnel. If performance of the contract is onsite and/or requires Government interaction, unless you have been, or are notified that you are to work under an excepted status, you will automatically enter a temporary work stoppage. The work stoppage shall remain in effect until the lapse is resolved and notification is provided via the NIST website at https://www.nist.gov/ and/or the NIST operating status lines. Additionally, Contractors are encouraged to monitor public broadcasts or the Office of Personnel Management’s website at www.opm.gov for the Federal Government operating status.

NIST will provide notification to all contractors that are determined to have excepted status. All excepted contractors are required to continue performance and communicate with the appointed Contracting Officer’s Representative (COR) for further guidance, or NIST Contracting Officer if a COR is not appointed.

Contractors with supply or service contracts that are fully funded at the time of contract award and do not require access to Government facilities, resources, or active administration by Government personnel in a manner that would cause the government to incur additional obligations during the lapse in appropriation may continue performance.
