About this file

This document is a solicitation response from Spray Systems Environmental to the Arizona Department of Environmental Quality for a Statewide Asbestos, Lead, and Mold Consultant and Abatement Services contract (Solicitation No. BPM004287). The proposal covers services to be provided throughout Arizona, with Spray Systems Environmental, a company established in 1984 and located in Tempe, Arizona, seeking to be the primary contractor for environmental remediation services.

The contract encompasses comprehensive asbestos, lead, and mold abatement services, including consultant and direct remediation work. Spray Systems Environmental proposes to provide all labor, supervision, materials, equipment, and services necessary for environmental remediation projects, with a three-tier management approach involving estimating, project management, and site supervision. The company has extensive experience in environmental remediation, having completed approximately 500 million dollars of projects over 38 years. While specific pricing details are not fully disclosed in the summary document, the proposal includes provisions for prompt payment discounts and emphasizes the company's commitment to safety, regulatory compliance, and cost-effective project completion. The contract appears to be a statewide indefinite delivery vehicle allowing Arizona agencies to request environmental remediation services as needed.

Subcontractor Selection & Proposed Subcontractors:

Spray Systems Environmental completes the majority of our projects with company personnel. The few subcontractors that we use have been performing work for the company for more than twenty-five (25) years. If we need to hire a new subcontractor, we evaluate the potential subcontractor for at least the following. Each subcontractor must at a minimum have a valid Arizona Contractors license, Insurance, and bonding capability. We discuss with the potential subcontractor and ask about their ability to provide adequate manpower, materials, and equipment. We have a comprehensive subcontractor prequalification package we require them to complete and submit supporting documentation before we contemplate allowing them to bid on a project. We provide all applicable bidding documents including drawings and specifications to a proposed subcontractor. After they are able to review these documents, we walk them through the proposed project to help them understand the details and standards to be followed for a specific project. Upon reviewing their proposal, we evaluate it for compliance with our standards and goals. Safety is a key principle of all of our operations; we only want to hire subcontractors that share this organizational principle. If we elect to subcontract a portion of our work, we require each subcontractor to operate under the stringent safe and compliant standards that we follow. The potential subcontractor’s ability to start on the scheduled start dates and their scheduling flexibility will be evaluated. If we contract with the subcontractor, we will maintain a daily checklist of compliance on a project-by-project basis. This is to ensure that our subcontractors are completing their portion of the project in compliance with the terms and conditions of this contract. If there are any deviations or noncompliance issues being observed, we will immediately notify the subcontractor and require them to come into compliance with the terms.
