About this file

This document is a solicitation from the Arizona Department of Environmental Quality for a Statewide Asbestos, Lead, and Mold Consultant and Abatement Services contract. The solicitation is issued by the Department of Environmental Quality, located in Phoenix, Arizona, with the primary offeror being EMC2 (Squared), LLC, a limited liability company also based in Phoenix. The document includes multiple attachments covering various aspects of the solicitation, including offer and acceptance, confidentiality, key personnel, and methodology.

The contract seeks environmental consulting services including asbestos, lead, and mold inspections, project design, abatement oversight, and related technical services for state agencies and facilities. EMC2 proposes rates that are 5-10% lower than the average consultant rates in Arizona, with a potential 2% prompt payment discount if invoices are paid within seven to ten calendar days. The services will involve EPA-certified personnel conducting comprehensive environmental assessments, including room-by-room inspections, sample collection, laboratory analysis, and detailed reporting. The contract appears to be an indefinite delivery vehicle allowing state agencies to utilize these environmental consulting and abatement services as needed, with a focus on protecting public health and ensuring regulatory compliance.

E. Outline of Steps

1. After review and approval of the inspection report by the Using Agency, abatement specifications will be developed by an AHERA certified Project Designer or EPA LBP Project Designer or CIEC / CMC. A detailed site specification will be developed to meet the objectives of the client at this facility. Facility, tenant, and worker safety will be a priority.

2. Design factors that greatly affect the cost of an abatement include:

Project time frame, containment preparation (full containment, splash guards, etc.), available time periods (days, hours), full or partial abatement (spot removal), and number of regulated areas. In the development of the project manual and once the asbestos containing materials are known, the Using Agency Project Manager and the EMC representative will discuss these factors to determine which methods are most cost effective for this project while maintaining security and safety for all parties involved.

3. Whether it is determined to be more economically feasible to complete renovation or demolition of the buildings, the ACM / LBP that will be affected will have to be removed prior to any disturbance. The scope of work could range from zero abatement to total abatement depending on what is determined to be ACM / LBP.

Attachment 11 Supplement: Method of Approach / Method of Proposal

Asbestos, Lead, and Mold Consultant Services (SOW 2-A1)

E. 4. If the building is going to be demolished, NESHAP officials may approve Category I and possibly Category II materials to remain in place during demolition if the material is undamaged, non-friable, and will not become friable during the demolition. It is recommended that the NESHAP official be contacted on a case-by case situation to supply a determination. If this is approved, all other applicable NESHAP and OSHA regulations must be adhered to.

3. Schedule project, available times, confirm conditions, etc.

4. The inspection phase will be completed by EPA certified personnel — AHERA-certified asbestos building inspectors following ASTM E2356-09, Standard Practice For Building Inspections. Client will be kept up-to-date on progress.

The inspection will be performed by Work practices will follow all applicable (OSHA) regulations to ensure the safety of the inspectors and the tenants.

The building(s) will be was inspected on a room-by-room basis to identify suspect materials that may contain asbestos. Suspect materials are grouped as “Homogeneous Areas (HA)”. A Homogeneous Area is defined as a material that is uniform in color and texture that is used in the same manner.

Representative samples will be taken of each suspect material or Homogeneous Area as per OSHA / EPA / AHERA protocol. These samples will be transported with proper chain-of custody and submitted to a NVLAP/AIHA-accredited laboratory for analysis to determine the presence of Asbestos Containing Materials (ACM) at this facility.

III. Question 3: Building Inspection Methodology (Continued)

A. 5. All suspect materials will be determined to be either friable or non-friable by touch. A material is considered friable if when dry, it may be crumbled, pulverized, or reduced to powder by hand pressure. According to EPA standards, these materials are considered Regulated Asbestos Containing Materials (RACM) and have a high probability of becoming airborne during renovation and / or demolition.

The EPA considers a material non-friable if, when dry, it can not be crumbled, pulverized, or reduced to powder by hand pressure. These materials are considered Non Regulated Asbestos Containing Materials (non-RACM) and some may be classified as Category I or II Non-friable materials. These materials historically will not become friable during renovation and / or demolition and have limited probability of releasing airborne fibers.

Asbestos, Lead, and Mold Consultant Services (SOW 2-A1)

IV. Question 4: Alternative Methods

4.1 Alternative methods or plans suggested by the Using Agency, EMC2, or the contractor will be considered and approved if they achieve the project objective, reduce cost, reduce project duration, are safe for the occupants / employees / workers, and meet all applicable codes and regulations.

V. Question 5: Perimeter Air Sampling Methodology

5.1 During indoor or outdoor remediation, perimeter air sampling is almost always completed to attest / document that there is clean air between the remediation area and the public / outside of the regulated area(s).

5.2 Equipment Necessary

A. Air pumps - Low or high volume, battery operated or electric.

B. Sample stands, electric cords, generator or electrical outlet.

C. Air Cassettes: As per NIOSH Method 7400, PCM involves using a 0.8 to

1.2 µm mixed cellulose ester membrane, 25 mm diameter, 50 mm conductive cowl on cassette.

D. Sample labels, air data sheets, Chain of Custody records

5.3 Sampling

A. Calibrate the sampling pump with a Rotameter that has also been calibrated with a Gilabrator, or similar primary calibrator. Pumps should be calibrated before and after sampling time.

B. Sample Volume. The minimum recommended volume for TEM and PCM is 400 L at 0.1 fiber/cc. Sampling time is adjusted to obtain optimum fiber loading on the filter. A sampling rate of 1 to 4 L/min for eight hours (700to 2800 L) is appropriate in non-dusty atmospheres containing 0.1 fiber/cc. Dusty atmospheres i.e., areas with high levels of asbestos, require smaller sample volumes (<400 L) to obtain countable samples.

In relatively clean atmospheres where targeted fiber concentrations are much less than 0.1 fiber/cc, use larger sample volumes (3,000 to 10,000 L) to achieve quantifiable loadings. Take care, however, not to overload the filter with background dust.

Attachment 11 Supplement: Method of Approach / Method of Proposal

Asbestos, Lead, and Mold Consultant Services (SOW 2-A1)

V. Question 5: Perimeter Air Sampling Methodology (Continued)

5.3 C. Indoor Sampling. PCM analysis is used for indoor air samples. When analysis shows total fiber count above the OSHA action level 0.1 f/cc then TEM (U.S. EPA's Modified Yamate Method) is used to identify asbestos from non-asbestos fibers.

Sampling pumps should be placed four to five feet above ground level away from obstructions that may influence air flow. The pump can be placed on a table or counter. Indoor sampling utilizes high flow rates to increased sample volumes (2000 L for PCM and 2800 to 4200 L for TEM) in order to obtain lower detection limits below the standard, (i.e., 0.01 f/cc or lower [PCM]

D. Sample Locations. Always look for worst-case locations where highest fiber-count might occur. In contained / regulated areas, daily samples should be collected outside the decontamination chamber, HEPA exhaust (all machines), adjacent areas, clean room of decontamination chamber, and areas where the only barriers are poly sheeting, E. The number of samples taken daily vary based on area size, category of materials being removed, stage of abatement being performed (preparation, removal, decontamination, and cleaning), and number of regulated areas involved. Some locations, multiple samples a day are recommended to document the abatement activities are staying inside the containment / regulated area.

F. Consultants are hired to protect the liability of their client. Air samples are one of the methods used to complete that goal.
