Contract Line Item Number(s) (CLIN) Structure: The following is a list of CLINs and items, quantities and units of measure, (including option(s), if applicable):

CLIN 0001 – One (1) Three Dimensional (3D) Measurement and Scanning system.

Specifications/Requirements:

Delivery: Delivery is required no later than eight (8) weeks after receipt of award (ARO). Delivery shall be made to US Army Research Laboratory, Logistics Warehouse, ATTN: Thomas King, Building 321, 6375 Johnson Road Aberdeen Proving Ground, MD 21005. Acceptance shall be performed at Destination. The FOB point is Destination.

The Government requires one (1) Three Dimensional (3D) Measurement and Scanning system in accordance with the following specifications:

C.1 General Requirements

· System shall be a portable, high accuracy coordinate measuring machine.

· Shall be a medium volume, contact measurement system. The machine is not intended for large scale projects (i.e., a vehicle).

· Shall contain a Removable Laser Line Probe (LLP) scanner attachment for non-contact measurements, with color scanning option.

C.2 Portable Coordinate Measurement Machine (CMM) Arm Hardware Configuration, Capabilities and Specifications

· Shall be certified to International Organization for Standardization (ISO) 10360-12:2016 and ISO 10360-8 Annex D international measurement quality standard.

· The CMM arm shall have seven (7)-axis of rotation.

· The CMM arm shall have the ability to connect an optional 8th Axis of rotation with turntable.

· The Arm + optional 8th Axis full system performance shall be based on ISO10360-12.

· The ScanArm + optional 8th Axis full system performance shall be based on ISO 10360-8 Annex D.

· The CMM arm shall notify the user if the joints are extended to a limit where accuracy may be effected.

· The CMM arm shall track thermal fluctuation throughout the arm, compensating for a dynamic thermal environment without re-calibration and eliminating fluctuations in measurement accuracies, commonly referred to as “measurement drift”.

· The CMM arm contact measurement probes shall be removed and installed without any tools.

· The CMM arm shall have counterbalance technology to provide easy handling and operation. The counterbalance shall be internal to the device to avoid interference, damage and degradation over time.

· The CMM arm shall have visual LED light indicators for probe measurement, device attachment and LLP range.

· The CMM arm platform shall have a way to connect to the host computer through a simple application to manage probes, run diagnostics for mounting, view temperature stability information and other configuration settings.

· The CMM arm shall have the ability to add a Laser Line Probe (LLP) that allows all point-cloud data acquisition to take place through one input device. The output laser must be a solid green laser line with a working width of 3.1”-5.9”. Indicators shall be clear and easy to understand when the LLP is within the scanning range. The LLP shall mount directly to the CMM arm without external wires, additional “controller boxes”, or tools and be attached or detached with the power on.

· The CMM arm shall be capable of collecting data from the hard probe and the LLP while both are attached and without engaging any hardware switches.

· The CMM arm shall have USB 2.0 Host Port, USB 2.0 Device, Ethernet (802.3), Bluetooth (Internal Base Module), and Wireless Local Area Network (WLAN 802.11 - Internal Base Module) communication options as standard. The CMM arm shall utilize standard, non-proprietary, off-the-shelf cables to connect and communicate with current computers. No downtime or large costs for proprietary cable replacement.

· The CMM arm shall mount using an industry standard 3.5” threaded collar with eight (8) threads per inch to be compatible with Brunson heavy-duty stands. Optional mounting methods such as vacuum bases, and magnetic mounts shall also be available. No tools shall be required to mount or unmount the arm from the threaded collar.

· The CMM arm shall be provided with wall plug in adapters and on-board batteries. Two (2) hot-swappable batteries must reside onboard to allow for continuous operation. It shall be compatible with universal worldwide voltages (100-240 Volts Alternating Current (VAC), 47 to 63 Hertz (Hz)). The device shall automatically sense the voltage and ensure it can be powered safely.

· The CMM Arm shall have the following physical, range and measurement envelope:

· Diametrical Length: Equal to 2.5 meters (m) or 8.2 feet (ft.).

· Weight: Equal to 20 pounds (lbs.) or lighter.

· Unlimited working range with the use of a control network.

· The CMM arm shall operate and hold calibration within the following environmental conditions:

· Humidity: 0% to 95% non-condensing.

· Operating Temperature: 10 degrees Celsius (C) to 40 degrees C (50 degrees Fahrenheit (F) to 104 degrees F).

· Rate of temperature change: Three (3) degrees C/5 min (5.4 degrees F/5 min)

· The LLP shall have the following physical, range and measurement performance specifications:

· Accuracy: ±25 micrometer (μm) (±0.001 inch (in)) or better.

· Repeatability: 25μm, 2σ (0.001in) or better.

· Stand-off: 115 millimeters (mm) (4.5in) or less.

· Depth of field: 115mm (4.5in) or greater.

· Effective scan width: Near field 80mm (3.1in); Far field 150mm (5.9in).

· Points per line: Maximum 4,000 points/line or more.

· Minimum point spacing: 20μm, (0.00079in).

· Scan rate: Maximum 600 Hertz (Hz) frequency.

· Point Acquisition Rate: 600 frames/second x 2,000 points/line = 1,200,000 points/second.

· Class 2M Laser: A safe laser capable with accidental viewing for the naked eye

· Weight: 485 grams (1.1lbs.) or less.

· The CMM Arm System shall have Point-to-Point Typical Accuracy Performance of or better than:

· 2.5m (8.2ft) Measuring Range

· Contact Measurement SPAT: .020mm (.0008in)

· Contact Measurement EUNI: .028mm (.0011in)

· Contact Measurement PSIZE: .011mm (.0004in)

· Non-Contact Measurement LDIA: 0.046mm (0.0018in)

· EUNI – Unilateral Distance Error. The operator measures two sphere, or two points, with the probe. The error is the difference between the measure and actual length between the spheres or points.

· PSIZE – Sphere Probing Size Error. The operator measures a sphere with the probe. The error is the difference between the measure and actual diameter of the sphere.

· PFORM – Sphere probing form Error.

· LDIA – Sphere Location Diameter Error. The operator measures a sphere with the probe from multiple orientations. The error is the diameter of the spherical zone containing the centers of the measured spheres.
