SPECIFICATIONS

I. SCOPE OF WORK

GW Business Solutions, LLC (GW) shall provide all labor and supervision to perform landscaping services for Ohio Department of Commerce, Division of State Fire Marshal (DSFM), located at 8895 East Main Street, Reynoldsburg, Ohio 43068 per this specification.

II. *DATES/HOURS OF SERVICES

A. *Services will be provided the last full week of October 2025 for the Autumn work, and in the Spring between April 1 and June 30, 2026.

B. Specifications will be completed between the hours of 6:00 AM and 5:00 PM Monday through Friday. GW will communicate with DSFM the planned schedule for days on-site and work to be performed on those days.

C. In the case of inclement weather where the employees are unable to work outside, the work shift/remaining hours will be moved to the next available day. The inclement weather determination is made by the GW Contract (Site) manager.

III. MATERIALS AND EQUIPMENT

GW will provide all supplies, equipment, and tools necessary to perform the landscaping tasks.

IV. *GENERAL INFORMATION

*Areas of service included in this contract are the following. (Copied directly from DSFM Landscaping Service Request – FY26/FY27 (Autumn 2025 and Spring 2026)

*DSFM Landscaping Service Request – FY26/FY27

Purpose: DSFM has 90 acres of property that needs varying levels of maintenance and attention. Several years ago, DSFM began employing the assistance of professional landscapers to assist the DSFM maintenance staff with early spring maintenance and upkeep. The assistance has improved the appearance of the property, and shows attention to the investment made by the citizens of Ohio and the Department of Commerce. The extra hand is also helpful because of the short window for the work to be done since the grounds (from a mowing perspective) takes up a lot of time to stay on top of during the spring months.

This request is used for specific needs and is not used for regular maintenance needs. These needs include tree/bush pruning, landscape bed prep (weeding), applying bagged/bulk mulch, and planting of flowers in planters located at various points of the main building. Once this work is completed, DSFM maintenance will work to keep the areas upkept for the remainder of the growing season.

When appropriate, some work can be completed in the autumn (debris clean-up, trimming of grasses, etc.). Turfgrass applications should begin as spring weather allows. No other date restrictions for work with exception to tender annuals must wait to be planted until after the presumed frost-free date for the growing season.

The landscaping is not just aesthetics. Maintaining the property is as crucial as maintaining the building structure. The ground sheds water to the swales so it leaves the property. Pruning promotes healthy growth and longevity of the plants, and the obvious planting flowers and greenery keeps the place looking nice. DSFM has visitors from across Ohio, the nation, and internationally. The appearance of the outside is equally as important as inside.

*Update scope of work effective 07/01.2025.

SPECIFICATIONS, CONTINUED

V. *SERVICES PROVIDED

Requesting:

• ***When providing a quote, please itemize the cost per bullet item.

• Dead-limb and trim shrubs, viburnums, taxis, burning bushes, etc. along multi-purpose room, north MPR gallery entrance, east parking lot, around south tower and in front entrance plaza.

• Trim recently established shrubbery along the south FEIB storefront windows, located between trees. These should not be subject to a heavy pruning; use “light and airy” pruning practices to keep the plants natural shape.

• Trim ornamental grasses (flagpole & front entrance plaza).

• Weed barrier: check integrity of the current weed barrier (thick landscape fabric/plastic) and replace/replenish barrier in areas, as necessary. Areas with such barriers include entrance plaza (along barricade wall), along north of the MPR entrance, south beds along FEIB storefront, and the flagpole beds. All new barrier is not necessary; only replace worn, ripped, or otherwise compromised sections.

• Once bed preps are completed, apply granular landscaping herbicides for additional weed control (prior to applying mulch).

• Any areas affected by excessive grass growth; use a selective grass herbicide for that portion of landscaping bedding. This is not intended for all landscaping beds; just spot treatments.

• Remove any suckers from tree bases/trunks prior to mulching.

• Spread an estimated 450, 2-cf mulch bags. (Exact estimates should be determined by vendor upon walk-thru for RFQ). Mulch existing areas that are already mulched;

no new areas/beds need created at this time. Areas to be mulched include the area around the flag pole, along the east parking lot (under shrubs), along east MPR wall, north MPR/employee entrance, entrance plaza, mulch beds against the SE corner of the main building, East and South of the South stair tower, and along the south glass-front face of the building. Mulch also needs applied to the front boulevard (around trees), around the entrance gates, and around the several trees that border the main entrance and east parking lot. (See purple areas in picture to the right) Note: There has been an increase in the amount of mulch square footage from previous years due to capital improvements.

• Plant annuals & fertilize in at least seven (7) terra cotta pots. Flowers to consider for these units are dusty miller (gray), sweet potato vine (green/bright green), coleus (red variations), marigolds (tall variety – orange/yellow/red), sage/salvia (purple), zinnia (white, pink, yellow, red, purple). Selected plants should be relatively drought/heat resistant since staff will not be watering them daily; at most twice a week.

***Please hold off on any flower plantings until after the frost-free date (for 2026 this should be May 26th). This will decrease the threat for frost on the tender annuals.

• All organic material to be disposed at a designated site located on SFM grounds.

• *Spray herbicide to specific areas of turfgrass with at least one (1), but no more than two (2) separate applications. Suggested: a pre-emergent herbicide (early spring) followed a few months later with a second round of selective herbicide (late spring). This selective herbicide should eliminate major broadleaf weeds including dandelions but focus very little grass species control and/or fertilization. All turf at DSFM does not need treated, just areas along the main drive and parts immediately within eyesight of the parking lots and main building. See picture (right); treated areas are generally circled in green. Treated areas include both sides of the main entrance, boulevard, flagpole, north parking lot, east visitors parking lot, dormitories, courtyard, and the grassy areas just to the south of the main building.

**DSFM cannot guarantee the tank sprayer broadcast wand will be available nor that it can be properly calibrated for the use of whatever herbicide is used. Please provide own equipment to use for application.

**Exact amounts of herbicide should be determined by vendor upon walk-thru for RFQ

**Prior to the use of any herbicide (granular or liquid) please supply DSFM with a small sample before applying. The forensic lab will conduct an analysis to make certain it will not conflict with any of their ongoing work.

Note: On both sides of the main entrance driveway there are some prairie grass plots that contain native wildflowers. This area is to remain natural, untreated. Be cautious of overspray when in near these areas.
