About this file
This document is a Limited-Sources Justification (LSJ) for the Colocation (COLO) East & West Facility Hosting, Connectivity & Power contract opportunity. The requirement will support the Department of Homeland Security Headquarters (DHS) Office of the Chief Information Officer (OCIO) through the procurement of COLO hosting facility services, including power, connectivity, and related operations and maintenance. The LSJ states that procuring an alternate service provider other than Equinix will require complete infrastructure replacement with a significant increase in cost. Market research indicates Equinix is currently the only source able to meet the Government's required zero-hop network connectivity on both the East and West Coasts. DHS intends to post the LSJ publicly and survey the market for viable solutions before any subsequent acquisitions for similar services. The related contract opportunity has a Solicitation Number of LSJ_FY24-00175 and was awarded to an unknown vendor for an unknown amount on 2024-09-05.

Limited-Sources Justification (LSJ) – Colocation (COLO) East & West
- 8 - LSJ No: FY24-00175
Procuring an alternate service provider other than Equinix will require complete infrastructure replacement with a significant increase in cost. This involves planning, design, purchasing and configuring new equipment, implementation, removal and disposal of new hardware and software purchased under previous task orders 70RTAC19FR0000132 and
70RTAC21FR0000046.
8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited sources) before any subsequent acquisition for the supplies or services is made. Include a statement of actions taken or that will be taken to increase competition for future acquisitions of the same item/service (e.g., the government intends to revise overly restrictive technical specifications, acquire data rights, or pursue some other means to increase future competition).
Market research conducted from March-May 2024 shows that Equinix is still the only source currently able to meet the Government’s required zero-hop network connectivity and direct on both the East and West Coasts. Since technology is constantly evolving, when DHS seeks to replace or update the existing HSEN infrastructure and systems, the Program will survey market capabilities to identify other viable and cost-effective solutions before any subsequent acquisitions for similar services are procured. Changing COLO facility hosting providers and geographic locations is disruptive to the mission.
9. In accordance with FAR 8.405-6 (a)(2)(i)(B), DHS intends to post the LSJ at the Government Point of Entry (GPE), https://www.sam.gov, and the DHS HQ J&A tracking website, AMSD Tracking Log - Power Apps.
10. Technical/Requirements Personnel Certification
Pursuant to FAR 8.405-6(c)(2)(x), I certify that this requirement meets the Government’s minimum need and that the supporting data, which form a basis for the Limited-Sources Justification, are accurate and complete.
