About this file

Summary

This Request for Proposal (RFP) document is issued by the City of Hagerstown (COH) in Maryland for health and pharmacy benefit services. The RFP seeks a selected carrier to duplicate current benefits with minimal network disruption, provide superior service, and achieve cost savings through discounts and reduced fixed costs. The solicitation requires bidders to maintain existing benefit structures while implementing operational efficiencies and demonstrating measurable improvements in service delivery. The document outlines comprehensive requirements for pharmacy network management, medical benefit administration, and customer service standards to support the municipal workforce and retirees.

The RFP establishes specific pricing structures, network adequacy requirements, and performance metrics that bidders must meet to be considered for award. Pricing must be competitive and demonstrate tangible savings compared to current expenditures while maintaining or enhancing existing benefit levels. The contract will require the selected vendor to manage pharmacy claims processing, prior authorization procedures, and member communication programs. The award will be based on a combination of cost, service quality, network breadth, and the vendor's demonstrated ability to transition from the incumbent carrier with minimal operational disruption. Contract terms, renewal options, and specific performance benchmarks are detailed to ensure continuity of coverage and member satisfaction throughout the service period.
