JUSTIFICATION FOR OTHER THAN

FULL AND OPEN COMPETITION

I. CONTRACTING ACTIVITY

The Air Force Life Cycle Management Center (AFLCMC) Operational Contracting (PZI)

Services Branch (PZIB) is responsible for this Justification for Other than Full and Open

Competition and resulting contract award to support the Contractor Operated Civil Engineering

Supply Store (COCESS).

II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED

The subject action will be awarded as a new contract to MaraTech Engineering Services Inc.

(MaraTech), the incumbent contractor currently providing COCESS supplies under contract

FA2835-11-D-0008. This contract will be a firm-fixed price bridge contract with a three month base period and three one-month option periods. This contract will consist of four contract line items. CLIN 0001 will be a three month base period including store operations, materials, equipment and tools for the contractor operated civil engineer store. CLIN 0002, CLIN 0003 and

CLIN 0004 will be one-month option periods including store operations, materials, equipment and tools.

III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE

AGENCY’S NEEDS

Under the contemplated bridge contract, MaraTech will continue to acquire, issue, deliver, and store a variety of materials, equipment, parts, tools, and supplies for construction, facility maintenance, and repair. The store shall stock recurring items for immediate purchase and acquire all requested non-recurring items at the lowest available price that meets the required delivery date. The period of performance of the contemplated bridge contract will be a base period from 1 April 2015 to 30 June 2015 with three one-month option periods for July, August and September of 2015. The contemplated bridge contract estimated value of base with options is . This estimate was calculated using historical data from the same time periods in previous years. This information is included in the attached Historical Cost Breakdown. The effort will be funded with Fiscal Year (FY) 2015 3400 appropriations. The estimated prices for each CLIN are as follows:

IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN

COMPETITION.

10 USC 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No

Other Supplies or Services Will Satisfy Agency Requirements.

V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE

QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF

THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY)

1. This COCESS located on HAFB supports the efforts of the 66 th

Air Base Group Civil

Engineering Squadron (66 ABG/CE). The current contract number is FA2835-11-D-

0008, which was intended to be awarded on a competitive basis but only one responsible source responded to the solicitation, MaraTech. The contract was awarded on 15 Sept

2011 and will expire on 31 March 2015.

The planned acquisition is a bridge effort, with a three month base period and three one-month option periods. The option periods offer the flexibility required during the ongoing competitive acquisition due to the research and organizational shifts required for the follow-on contract. The current contract allows the purchase of two types of items. Recurring items refers to those items the contractor is required to provide at the price indicated on a pre-priced list determined at time of award. Nonrecurring items refer to those items not on the pre-priced list and ordered in accordance with non-priced ordering procedures in the Statement of Work. Under the current contract, approximately 75% of spending has been used to purchase non-recurring items. This was not the intent, as the current contract contained over 13,000 recurring line items to ensure the majority of items purchased were at prices determined at the time of award. This information arose after the six month extension of the current contract, and therefore, further time and research is required to identify items that have been purchased on a recurring basis but are not on the current recurring items list. To mitigate the need for additional research in the future, the follow-on contract will require 66 ABG/CE to maintain closer surveillance of items purchased on a non-recurring basis, which will require 66 ABG/CE to devote additional man-hours to this contract. AFLCMC/PZI anticipates this process will be completed and the follow-on contract awarded within this six month bridge period.

66 ABG/CE supports $550M of assets across the base, and solely utilizes the

COCESS to purchase the hardware required to remedy work orders for these assets.

Items required to remedy work orders range from hazardous chemicals to ceiling tiles, therefore MaraTech must maintain sourcing expertise for a variety of different industries. On average, 66 ABG/CE receives 30 work orders per day, and due to limited staffing primarily responds to only orders designated as emergency or urgent requests, which require 24 hours and seven calendar days lead times, respectively.

MaraTech plays a critical role in fulfilling these numerous emergency and urgent work order requests by establishing partnerships with local suppliers to source hardware in these required timeframes. To ensure that hardware on the recurring items list is readily available to 66 ABG/CE, MaraTech maintains an inventory management system which they use to analyze trends in usage of recurring items.

MaraTech then uses these trends to forecast future hardware usage. Considering the expertise required to maintain adequate supply channels and to forecast trends in future hardware usage, this bridge effort is for continued performance of a highly specialized commercial service.

2. MaraTech possesses strategic relationships with local and large hardware supply distributors, making them uniquely qualified to support the COCESS at HAFB. Secondly, MaraTech has operated the COCESS continually over the past ten years, and therefore has access to a wealth of historical trends and usage data. This allows MaraTech to be uniquely qualified to adequately maintain appropriate inventory levels during the bridge effort. Furthermore, MaraTech personnel possess Registered Environmental Manager

(REM) and Environmental Compliance Assessment and Management Program (ECAMP) certifications, making them to uniquely qualified to store and manage hazardous materials in accordance with Department of Defense and Federal regulations.

3. An award to any other source would result in unacceptable delays to the Government in fulfilling the Air Force’s requirements. It would take approximately four to six weeks for a new contractor to setup and stock a COCESS to meet the needs of Hanscom AFB, and it could take up to three months to establish local vendor lists that are required to meet both competition requirements for non-priced items and the deadlines required.

Considering three months is 50% of the bridge effort’s period of performance, this decrease in COCESS functionality could have an acute negative impact on HAFB’s mission with the continuous necessity of the COCESS for maintaining base infrastructure. 66 ABG/CE currently depends solely on the COCESS for necessary parts and equipment to complete mission essential projects on HAFB; therefore any lapse in contract coverage would cause unacceptable delays in Civil Engineering’s ability to maintain fully functional facilities on the installation. Administrative time, and delays in delivery or availability, could delay repairs to HAFB infrastructure, possibly resulting in an extended period of decreased functionality of mission essential facilities.

4. Accordingly, MaraTech is the only firm capable of providing the supplies and services described in Section III above without the U.S. Air Force experiencing unacceptable delays in fulfilling its requirements.

VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE

SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE

AFLCMC/PZI has taken all requisite approaches to maximize industry participation in the

COCESS competitive follow-on effort. The contemplated action was synopsized via a sources sought synopsis, F2B3AQCOCESS1, posted to the Federal Business Opportunities (FBO) website on 6 February 2015. The notice stated the intent to negotiate a sole source bridge contract for COCESS. Responses to the synopsis were due by Monday, 23 February 2015 at

12:00 pm Eastern Standard Time (EST). The sources sought synopsis was amended on 23

February 2015 at 10:38 am to add the intent to include three, one-month option periods to the bridge contract. The response due date was extended to 27 February 2015 to provide sufficient time for potential contractors to respond to the notice. The response time granted by the

Contracting Officer afforded potential offerors a reasonable opportunity to submit a response to
