Government Responses to Questions for Solicitation “CNSHQ14T0047”
Question and Answers:
1. Question – How many companies are currently in the running for this solicitation?
Response: The government cannot predict the number of vendors that will submit quotes prior to the solicitation closing date and time.
2. Question – Are we correct in understanding that, among those deemed Technically Acceptable, the award will be made to the lowest-price bidder, regardless of menu offering, perceived quality, or any other factors?
Response: The government intends to award to one or more vendors that are found technically acceptable and provide the lowest price to the government. Additionally, submitted menus must be found to meet the menu requirements as described in the Statement of Work section titled “Menu Requirements.”
3. Question – Please reconcile the following:
a. The Menu Requirements section lists the following meal categories: Breakfast, Box Lunch, and Lunch and Dinner.
b. The Sample Menu section lists the following meal categories: To-Go Breakfast-to-Go, Standard Breakfast, Lunch-to-Go, Standard Lunch, Standard Dinner, and Three Course Dinner.
c. The Price Summary Sheet lists the following line items: Catering Services, Breakfast, Lunch, and Dinner.
Response: Sample menus are used as guidelines or examples they are not meant as definitive or absolute menus. Catering service has been removed from the price sheet. Please see the attached amended price sheet.
4. Question – We listed the following assumptions when preparing our initial submission. Many of these have significant implications for our pricing, so it will be helpful to know we are bidding based on the Government’s expectations. Can you please verify whether these assumptions are correct/acceptable: Vendor questions a. through g. are intentionally not included in order to protect the vendor’s pricing strategy and technical approach.
Response to vendor questions a. through g.: The government cannot dictate the vendor’s technical approach or business strategy.
5. Question – May we create a facsimile of the Quotation cover Page and Price summary Sheet to enable them to be completed electronically?
Response: Yes, however; the same format and price summary sheet integrity must be maintained and submitted in accordance with the solicitation
6. Question – Are we limited to a single sample menu per category, or may we provide a few menus to reflect the variety we would offer if awarded the BPA?
Response: No more than two (2) samples per meal may be submitted in response to the solicitation
7. Question – Is the ceiling for $300,000.00 per year or for the entire 5 year contract.
Response: The total BPA ceiling amount for the entire term of the Blanket Purchase Agreement is $300,000.00
