RE: Proposal for Professional Engineering Services Lake Placid Scrub Water Control Structure and Fireline Improvements WSP Opportunity No. 2025US479474

Dear Mrs. Burke:

WSP USA Inc. (WSP) is pleased to provide the Florida Fish and Wildlife Conservation Commission (FWC) with this proposal for professional engineering services. We understand our task will be to deliver 60% design plans, hydrologic and hydraulic modeling, permit applications, and 100% design plans for the Lake Placid Scrub WEA water control structure and fireline erosion improvements.

BACKGROUND:

The Lake Placid Scrub hydrologic restoration plan, previously designed by AECOM, included a pile weir in a stream near the western property boundary. FWC would like WSP to redesign this hydrologic structure to minimize impact to the landscape and reduce overall construction and maintenance costs for its implementation. WSP will consider the access requirements of FWC land managers and begin to develop a new set of plans for this water control structure that meets the objectives of the restoration plan while maintaining a more natural aesthetic and reducing overall construction and maintenance costs. WSP will simplify the design by using reinforced ditch blocks, low water crossings, and standard culverts to achieve the desired water retention and wetland hydroperiods on site while maintaining critical access corridors for land managers and reducing the overall impact of construction to the surrounding habitat.

Along the southwestern portion of the property, there are significant erosion issues associated with fire break maintenance along the fence line. This area will need to be stabilized and include appropriate water diversions and conveyances to eliminate erosion while maintaining access and function as a critical fire break.

SCOPE OF WORK:

As described below, the project will include providing FWC with 60% design plans, hydraulic and hydrologic modeling, permit applications and 100% design plans for the redesigned water control structure and fireline improvements.

TASK 1: ECOLOGICAL ASSESSMENT

The WSP ecology team will perform site visits to establish current wetland lines, locate all active and abandoned gopher tortoise burrows, and assess threatened and endangered species concerns within the proposed work and re-hydration areas for use in permitting and construction planning.

Deliverable: Environmental Narrative Report submitted electronically in PDF format with WSP QA/QC verification.

TASK 2: HYDRAULIC AND HYDROLOGIC MODELING

The WSP modeling team will update the XP SWMM model previously developed for the project by AECOM to simulate the hydrology and hydraulics of the project area to ensure the proposed conceptual plan meets the restoration objectives without causing adverse impacts to area management or neighboring properties. Modeling analyses and results will be compiled into a hydrology report for submittal with project permit applications. FWC will provide WSP with the original XP SWMM model files for use on the project.

Deliverable: H&H Modeling Report submitted electronically in PDF format with WSP QA/QC verification and updated XP SWMM modeling files and supporting documentation.

TASK 3: PERMITTING PRE-APPLICATION MEETING

The WSP team will schedule and participate in a permitting pre-application meeting with the South Florida Water Management District to present the proposed project and determine the permit submittal requirements, the previous permit was processed as an exemption. WSP assumes up to three staff members will attend one virtual meeting with the SFWMD for the pre-application meeting. WSP staff will compile post-meeting notes and deliver meeting minutes to FWC.

Deliverable: Pre-application meeting minutes submitted electronically in PDF format with WSP QA/QC verification.

TASK 4: 60% DESIGN

WSP will develop 60% design plans for the water control structure that meets the original objectives of the project and is suitable for the sensitive habitat of Lake Placid Scrub WEA. The 60% design plans will address comments received from FWC on the 30% design plans and will also include an erosion abatement design along the southwestern fire break. WSP will utilize FWC’s title block for the 60% plan set and it is anticipated to include the sheets below.

Cover Sheet with Location Map.

General Notes, Symbols, Estimated Quantities.

Boundaries and Project Locations.

Survey Control & Coordinate/Geometric Control.

Drainage Plan View (Aerial) – depicting drainage patterns, contributing basins, and proposed restoration locations relative to wetland and surface water boundaries.

Structures (Plan Views & Cross Sections) –information includes plan views of grades associated with proposed restoration techniques, cross sections of existing and proposed grades, wetland/surface water boundaries, erosion control measures, structure details.

Plan and Profile Sheets of SW Fireline Access Road.

Detail Sheets of Ditch Fill and ACB Low Water Crossing.

Planting Plans.

Opinion of Probable Costs for Construction.

Erosion & Turbidity Control / Stormwater Pollution Prevention Plan (SWPPP).

Technical Specifications.

Deliverable: 60% Design Plans submitted electronically (Cover/Notes/Plan Views/Cross-

Sections/Profiles/Erosion and Sediment Control) including technical specifications, construction cost estimate and WSP QA/QC verification.

TASK 5: PERMIT APPLICATIONS

WSP will compile permit applications with all required supporting documentation for submittal to the SFWMD and USACE. The ERP and USACE package will be submitted in draft form to FWC and WSP will resolve client comments before the package is submitted to SFWMD and USACE.

The original Lake Placid Scrub Restoration Project was processed with USACE as a NWP 27, it is anticipated that this project would receive a similar authorization. FWC will provide signing authority and supporting lease documentation if required. WSP will respond for up to two (2) requests for additional information as part of this task.

Deliverable: Complete permit application with supporting documentation submitted electronically (Environmental Narrative and Figures, Sections A/C/E, Hydrology Report, 60% Permit Plans) with WSP QA/QC verification.

TASK 6: 100% DESIGN

WSP will prepare final (100%) design plans. The construction plans will have all necessary information for project implementation in accordance with the project objectives and permit conditions. The final plan sets will be signed and sealed by a Professional Engineer (PE).

Deliverable: 100% Plans, Signed and Sealed, submitted electronically in PDF format with .dwg source files with technical specifications, engineer’s estimate of construction costs and WSP QA/QC verification.
