About this file
This document is a Master Agreement between the State of Florida Department of Transportation (DOT) and the State of Florida Department of Corrections (FDC) for Fiscal Year 2020-2021. The agreement establishes a collaborative framework for utilizing inmate labor from the Department of Corrections to perform maintenance and support activities for the Department of Transportation, in accordance with Florida Statutes and Administrative Codes.
The contract covers a wide range of maintenance and support activities, including supplemental support labor, facility and equipment maintenance, training, transportation, and various emergency and routine maintenance tasks. The unit labor cost is consistently set at $10.65 per man-hour across over 100 different activity types, ranging from roadside maintenance and seeding to bridge repair and traffic control. The agreement allows DOT to supervise and utilize minimum and community custody inmates for these tasks, with FDC providing correctional officers to supervise the work. The contract is renewable annually by mutual agreement and includes provisions for local agreements at specific institutions, with an appropriation of $19,646,000.00 available for DOT to use inmate labor during the fiscal year.
