The contract was executed on November 12, 2025, and is mandatory for use by the entire Florida Department of Corrections for purchase orders. The contract establishes the framework under which the Department will procure commodities from the Contractor pursuant to the terms and conditions outlined in the agreement and the Contractor's pricing submission.

The contract covers inmate toothpaste products with an initial term of five years beginning November 12, 2025, with an option to renew for up to an additional five years at pricing specified in the Contractor's original submission and upon mutual agreement of the parties. Pricing is firm throughout the contract term with no price increases permitted unless otherwise stated. The Contractor's pricing includes individual toothpaste packets at $0.1472 per item and white paste toothpaste at $0.7593 per item, with estimated annual costs of $220,600.00 and $282,970.00 respectively. Services must be delivered within 30 days of purchase order issuance during business hours (8:30 a.m. to 4:00 p.m., Monday through Friday). The Contractor is required to provide quarterly reports detailing total orders placed, dollar values, and services provided, with financial consequences of $50 per day assessed for late deliveries or failure to submit required reports. The Department reserves the right to add or delete commodities and delivery locations during the contract term as deemed in its best interest.
