About this file

This is an Agency Term Contract (ATC-26-021) between the State of Florida Department of Corrections and Noresco, LLC for shared savings financing of energy efficiency upgrades at correctional institutions throughout Florida. The contract resulted from a competitive Request for Qualifications (RFQual-23-041) released in November 2023, with vendor selection completed by June 2024. The procurement establishes a pre-qualified vendor pool model, allowing multiple qualified firms to partner with the state for energy efficiency projects under shared savings delivery arrangements as authorized by Florida Statutes sections 255.252(4) and 255.253(5).

The contract covers six service categories: electrical systems (including lighting and solar), heating, ventilation, and air-conditioning systems, water and recycling systems, building commissioning, energy data collection hardware and software, and other energy efficiency measures. The initial contract term is five years with renewal options for up to five additional years at the same terms and conditions. Pricing is determined through negotiated shared savings proposals submitted at no cost to the Department for each assigned task. The contractor must provide 100% Performance Bonds and Labor and Material Payment Bonds equal to the cost of each negotiated proposal. Service locations include all Florida Department of Corrections institutions listed in the contract attachments, with the Department reserving the right to add or delete locations. The contract specifies that vendors must demonstrate three years of relevant experience in shared savings financing for energy efficiency upgrades, maintain adequate insurance coverage with the state as additional insured, and comply with all applicable Florida statutes including public records laws, E-Verify requirements, and state vendor registration in MyFloridaMarketPlace.
