Contract Summary

This is an Agency Term Contract (ATC-25-117) between the State of Florida Department of Corrections (FDC) and JF Acquisition, LLC, dba JF Petroleum Group (FEIN: 01-0937618) for petroleum storage tank services. The contract establishes a statewide indefinite delivery vehicle that is mandatory for use by the entire FDC. The contract was executed on August 14, 2025, and is governed by Section 287.057(6), Florida Statutes. The agreement identifies Donald Phillips (Engineering Specialist II, Bureau of Engineering Services, Division of Facilities Management & Building Construction) as the Contract Manager and James Midgette (Compliance Manager) as the Contractor's Representative.

The contractor shall provide repairs, replacement tanks, reports, inspections, and testing of above-ground storage tanks (ASTs) and associated petroleum equipment across all FDC facilities as required by the Florida Department of Environmental Protection. Services include 12-month and bi-annual inspections with specific technical requirements, emergency and non-emergency repairs with 24-hour and 72-hour response times respectively, bi-annual reporting of maintenance and repair expenditures, and quarterly summary reports. The initial contract term is five years with renewal options of up to five additional years. Pricing is structured regionally across four regions with annual inspection prices per tank ranging from $122 to $596 and bi-annual inspection prices ranging from $89 to $330, totaling $116,775.00 in annual inspection services across all regions. Hourly rates for emergency repairs and replacement parts are provided, with all costs established through negotiated pricing in Attachment II. A performance bond equal to the average annual contract price is required within 10 business days of execution. The contractor must maintain adequate insurance, comply with all security requirements at correctional institutions, and adhere to environmental regulations and FDEP standards.
