About this file
This document is a Special Military Project Cooperative Agreement between the National Guard Bureau (NGB) and the State of Florida, specifically the Florida Army National Guard (ARNG), for Full Time Dining (FTD) Operations at the Camp Blanding Joint Training Center. The agreement is identified by contract number W911YN-11-2-3074 and was originally executed in September 2010, with modifications extending through September 2014. The primary parties are the National Guard Bureau, represented by the USPFO (United States Property and Fiscal Officer) for Florida, and the Florida National Guard, represented by the Adjutant General.
The cooperative agreement covers full-time dining operations, including garrison and field food service for Subsistence In Kind (SIK) soldiers and other authorized personnel. The funding is sourced from federal appropriations 2060 and 2065, with a total estimated cost structure that includes federal and state shared expenses. The agreement allows for reimbursement of allowable costs related to employee salaries, food service equipment maintenance, safety equipment, operation supplies, and food procurement. The total federal share varied across modifications, with one specific modification increasing funding by $40,000 for RTI/RTSM (G3) operations. Meal costs were structured with different rates for SIK and non-SIK personnel, with breakfast priced at $5.00, lunch at $7.00, and dinner at $7.00 for soldiers. The agreement includes provisions for equipment procurement, with detailed inventories of dining facility equipment across multiple phases of implementation.
