FDOT is requesting post event emergency imagery services that may include:

1. Collection of new 12-inch GSD, 4-band imagery over approximately 900 square miles of the St Johns River Drainage basin

2. Cloud delivery of imagery within 48 hours of collection

3. Web access to cloud delivered imagery for FDOT and/or emergency responders as designated by FDOT.

4. Creation of orthomosaic imagery data set(s) in GeoTIFF and SID formats to be delivered at a date to be agreed upon later.

Assumptions:

• All efforts will be made to obtain imagery datasets at the earliest possible date after the passing of Hurricane Irma.

• Cloud shadow, cloud obscuration and sun angle restrictions will not apply to the imagery collected for this dataset.

• Delivery of initial datasets will be made through Woolpert’s disaster relief website.

• The imagery capture and delivered will be Auto-mosaicked imagery. There will be no, building fixes, building lean correction, bridge fixes, elevated features correction, color balancing or any other manual corrections.

o If building outlines can be provided by the client to Woolpert prior to mosaicing of the imagery datasets, the quality of the delivered imagery datasets can be significantly improved.

• There will be no reflights made due to imagery artifacts.

Ground Control

The initial dataset loaded onto Woolpert’s disaster relief dataset will not be prepared with the benefit of ground control.

If supplemental orthomosaic products are requested, Woolpert will utilize the information made available to Woolpert by the County to support aerotriangulation of the imagery collected.

Datum

Florida State Plane East Zone (0901), NAD83 (2011), US Survey Feet, NAVD88, Geoid 12B

Digital Elevation Model (DEM)

Woolpert will use the DEM surface as provided by FDOT or the most up to date DEM information available to Woolpert at the time for orthorectification.

Digital Orthoimagery

Woolpert will use a systematic approach to produce the digital orthoimagery. Woolpert will match DTM data to a photo image through software to create a digital orthoimage. The relevant DEM data will be merged with the orientation parameters and the original digital image. A complete differential rectification is carried out with a set of algorithms that remove

A – 2 image displacement due to topographic relief and the tip and tilt of the aircraft at the moment of exposure. Woolpert will use cubic convolution algorithms for the rectification process. In contrast to nearest-neighbor interpolation or bilinear interpolation, cubic convolution process provides the best image quality.

Woolpert uses a semi-automated approach to image mosaicking. All images will be merged to help eliminate mismatches between tiles in brightness and tonal quality. Tiles will then be clipped from the mosaicked image. All adjacent tiles will edge match with surrounding tiles.

The resulting 4-band digital orthoimages will have RGB scale values from 0 to 255.

Final orthoimagery files will be delivered as uncompressed TIFF with world file (.tfw). The imagery will be delivered based upon on the FDOR tile index. Woolpert will also provide a compressed image dataset of the project-wide mosaick. This dataset will be delivered in MrSID format with a 20 to 1 compression ratio.

Accuracy Standards:

There will be no base station set to support the collection of the imagery.

CORS Station GPS data will be used only be used if available at the time of flight.

Woolpert will report the “produced to meet” accuracy of the delivered imagery datasets in accordance with the American Society of Photogrammetry and Remote Sensing (ASPRS) Standards for Digital Geospatial Data (edition 1, version 1.0-November 2014) guidelines.

Deliverables

1. Initial Delivery of Imagery will be made via Woolpert’s Disaster relief website to allow the customer to have multiple team members utilize the captured information

2. Upload of individual TIFF files to cloud for download by the client

3. If additionally requested orthomosaic deliverables will include:

a. Natural color and color infrared imagery in TIFF format with associated world files

b. Cut-lines polygon shape file that indicates the date when an area of imagery was acquired

c. One set of “4-Band Stacked” Digital Orthoimagery coverage in MrSID format at

20:1 compression format

d. Metadata

Additional Requirements

Documentation requirements for FHWA-ER and FEMA reimbursement shall include but not be limited to: Any and all documentation required by the FHWA ER Manual, FEMA Public Assistance Guide (FEMA 322) and Terms for Federal Aid Contracts (Appendix I).

Schedule

Woolpert will make every effort to upload initial datasets to Woolpert’s disaster relief web site within 48 hours of aerial imagery capture.
