Ceteris, Inc. (Ceteris) is pleased to submit this Letter of Response to the Florida Department of Transportation (FDOT) District Three demonstrating our interest in providing professional services for SR 75 from CR 162 (Jacob Road) to the Alabama State Line Resurfacing, Rehabilitation, and Restoration (3R) Project. We have assembled a highly experienced and motivated team of professionals dedicated to delivering the analysis, design, and permitting services required to accomplish the Department’s goals for this important contract.

Our Team is prequalified in all the advertised work types (3.1, 4.1.2, 5.4, 7.1, 7.2, 7.3, 8.1, 8.2, 8.3, 9.1). Through careful review of the Scope of Services, project corridor research, meetings, discussions, and site visits, our Team has developed an understanding of the Department’s goals for this project. Ceteris is committed to assist in the delivery of District Three’s Work Program and enhancing the efficiency and safety of these facilities.

Practical Innovation – Ceteris believes that innovation comes from challenging existing thoughts and processes while remaining focused on safety, constructability, and cost. This perspective has been developed through lessons learned and our design team’s familiarity and collaboration with the construction community. Ceteris is aware of the latest research, technologies, and construction means and methods. Our Team continually explores new ways to increase the efficiency of our design efforts to streamline communication while reducing schedule delays and maximizing construction savings without compromising maintainability, service life, constructability, or the safety of the travelling public. These innovations are also honed through working with area contractors and CEI staff on real world field issues. This allows us to avoid common pitfalls while simultaneously incorporating safe, cost-efficient designs in our projects.

PROCUREMENT

Immediate Availability – The Ceteris Team consists of experienced professionals who have the availability and expertise to address the project’s challenges on a moment’s notice. Based on the current FPID 454630-1 (SR 85 from Bill Lundy Road to the Walton County Line) schedule, the Ceteris Team will have an overall availability of 65% prior to execution of this contract.

The Ceteris Team – Our Project Manager, Travis Justice, PE, has over 26 years of relevant transportation design and construction experience throughout the State of Florida and in District Three. Mr. Justice has served District Three as an Engineer of Record, a Project Manager, and a Firm Principal. He will serve as an extension of the Department’s staff and will continue to be supported by an experienced team with extensive FDOT D3 design experience on similar projects; Brent Bedini, P.E.

will serve as the Roadway EOR, Andy Faria, EI will serve as a Project Engineer, and Jimmy Smith, PE will oversee all efforts as the Firm Principal.

The Project Team – We have assembled a highly qualified team of subconsultants that have completed several similar FDOT projects with Ceteris.

Our established team and history of past successes working together ensures we have a zero-learning curve and will continue to work exceptionally together as a Team. Our Subconsultants consist of local firms with multiple offices located here in District Three including: Alday-Howell, Inc. for Signing and Pavement Markings, Gortemoller Engineering, Inc. for Drainage; Anevay, Inc. and Environmental and Geotechnical Specialties, Inc. (EGS) for Geotechnical and Environmental Services; Comprehensive Engineering Services, Inc. for Signalization and Lighting; H. W.

Lochner for Structures, Anchor CEI, Inc. for Public Involvement;

DRMP, Inc. for Surveying, and Southeastern Surveying and Mapping, Inc. for SUE.

Approach and Understanding –This 3R project primarily consists of resurfacing SR 75 (US 231) from CR 162 (Jacob Road) to the Alabama State Line. Existing travel lanes, auxiliary lanes, and paved shoulders will be resurfaced. The typical section for this SIS facility primarily consists of 4-12ft. travel lanes a 40ft. grassed median, with 10ft. outside shoulders (4-5ft.

paved), with the urban section in Campbellton consisting of a five lane section with curb and gutter facilities (with varying locations of sidewalk) and a varying width paved median. Resurfacing limits will be from the visible pavement change north of CR 162 to the Alabama State Line. No additional right-of-way will be required. SR 75 has been designated as a "Hurricane Evacuation Route". Transition details will be provided to prevent a dip at the beginning or end of the project. Ceteris will assess the posted speeds and compare them to the RCI database and discuss any contradictions between the two with Kyle McCrary, Design Project Manager and Traffic Operations. We will also make recommendations for the target speeds and coordinate those prior to submittal of the Typical Section Package. All off-tracking within the project limits will be documented and discussed with area maintenance for determination if a repair is needed immediately or if the work is to be placed in the contract plans. Any radius improvements in the plans will be coordinated with Kyle McCrary. All guardrail will be evaluated for conformance with current standards including length of need and length of advancement. Cross slopes will be evaluated with a combination of MPSV data and field measurement. As early as possible Ceteris will compile the cross slope and superelevation values along with an analysis of crash data to determine if any cross slope correction is required.

This will be coordinated with the Design Project Manager and will include a list of potential variations and exceptions.

Additionally, Ceteris will work with District Materials on developing the best solutions for the pavement repairs just south of Campbellton as the scope calls for full depth reconstruction.

Structures – Three (3) bridges exist within the project limits (BR530105 - over Bayline Railroad, BR530910 – NB over Spring Creek, and BR530106 – SB over Spring Creek).

BR53091 – NB over Spring Creek will require expansion joint replacement, and joint material will be coordinated with the District Structures Engineer and the District Structures Maintenance Engineer. A load rating will also be provided for this bridge as necessary.

Signalization – Two signalized intersections exist within the project limits at SR 273 and SR 2 in Campbellton. No work is anticipated for these signals other than loop replacement where impacted by the milling and resurfacing operation.

Lighting –Our team will analyze all nighttime crashes along the corridor and determine if lighting provides proper crash mitigation. We will also will ensure that pedestrian crossings at each signalized intersection meet horizontal and vertical illumination requirement. We will also coordinate these efforts with FP&L in their Campbellton Service Area.

Utility Coordination – We understand utility coordination in this area is provided by Matt King. Our Team is familiar with his processes and will ensure the plans contain latest utility mark ups, data to support the development of the utility conflict matrix, as well as Utility Work Schedules. Any improvements that may require SUE work will be identified early and will be incorporated no later than Phase III.

Drainage – Drainage throughout the project limits consists primarily of an open drainage system. Our team will inspect the drainage system and develop a list of items that can be corrected or repaired by Area Maintenance. We will also ensure that any items that Area Maintenance cannot perform will be appropriately detailed in the contract plans.

TTCP - A Level 1 Temporary Traffic Control Plan (TTCP) will be provided for this project. Based on our preliminary Lane Closure Analysis, there are no restrictions. However, we are aware of D3’s standard lane closure restrictions for SR 75. We will further coordinate with Marianna Operations for any other lane closure restrictions. It is anticipated that we will utilize FDOT Standard Plans Series 102-600’s to accomplish the majority of the improvements for this project.

Communication - Ceteris’ communication has been engrained as a part of our culture to be “Proactive Rather Than Reactive”.

This has been developed and documented with our tried and proven communication plan which has shown tremendous success in D3 and allowed us to truly serve as an extension to the Department’s Staff. A Community Awareness Plan Level I will be provided within 10 days of the Notice Proceed as indicated by the scope of services. We will also coordinate with FPID 450806-1-52-01 and FPID 453870-2-32-01 as required.

Relevant Project Experience – Our design team has recent and relevant experience in delivering 3R projects for D3 with practical design solutions while incorporating safety and savings during design and construction. This team has seamlessly worked together on numerous corridors with similar design challenges. Some of our recent experience includes:

These projects are just a sample set of our work in District Three and we strive to increase the safety of our local roadway networks for residents and all visitors to the Florida Panhandle.

Quality – Our Team understands that QA/QC is not just a checklist but a necessary and integral component of the work effort on every project. We appreciate the responsibility of providing quality, accurate work with thoroughly coordinated disciplines. Our reputation has been solidified by our commitment to quality through our extensive quality control process executed by seasoned professionals with vast experience in FDOT construction, planning, design, & construction engineering and inspection. We will develop a project specific quality control plan that will be adhered to on every component of the design process. Our sub-consultant partners will be given the option to follow our plan or utilize their own which will be attached to our QA/QC plan that will be submitted to the Department. As a part of controlling construction costs we are keenly aware of the cost control measures that have been placed in the Scope of Services and have already begun implementing these measures on our current work here in District Three. We also understand this project has been identified to be “Streamlined” and we will work with Kyle to makes sure all deliverables are in a format that allows Department Staff the ability to review appropriately.

Closing – The Ceteris Team understands the importance of this project and is committed to providing excellence from the design inception through final acceptance of the construction contract.
