The Florida Department of Transportation (FDOT) District 3’s (D3) landscape program is recognized as a statewide benchmark for context-sensitive design, responsible stewardship of Department resources, and delivering projects that remain functional, attractive, and maintainable well beyond construction. Metric Engineering Inc. (Metric) understands the significance of this legacy and is dedicated to advancing the standards that define the District’s landscape program under this Districtwide (DW) Landscape Design Consultant contract. Our meeting with the Project Manager (PM) and Technical Review Committee (TRC) reinforced the District’s expectation for responsiveness, the likely need for enhanced design capabilities, and a consultant with staff capable of handling the demands of a significant work program without sacrificing quality.

Metric has partnered with D3 for decades on a multitude of continuing service contracts with hundreds of Task Work Orders (TWOs) in various disciplines and is enthusiastic about expanding our support to include landscape architecture (LA) services. APPROACH/UNDERSTANDING OF CRITICAL ISSUES

Projects under this contract will vary widely in size, complexity, and schedule, requiring rapid mobilization and coordinated execution.

Metric recognizes that assignments include LA supported by roadway-related elements such as S&PM, lighting, and survey services. We understand that the District anticipates an increasing number of concurrent landscape projects, necessitating a consultant capable of meeting evolving needs without compromising schedule or quality. Our approach centers on three issues critical to the success of this contract as described in our meeting with the TRC: responsiveness, enhanced design expertise, and proven production capacity, all grounded in a commitment to designing spaces that are safe and enjoyable for the traveling public.

Responsiveness: As Contract Manager, Sherri French, PLA will respond immediately upon issuance of each TWO, working closely with District staff to confirm project intent, priorities, limits, and scheduling expectations. Early data collection, desktop review, and field verification - performed as soon as possible with District participation - ensure rapid, accurate understanding of site conditions, opportunities, and constraints.

Once project goals are defined, Sherri will prepare a concise scope and fee and initiate an internal kickoff meeting to establish roles, quality control plan, and schedule milestones. Our structured workflow, combined with experienced staff ensures consistent, reliable performance without schedule disruption. Sherri will maintain continuous communication with the District throughout each assignment, supported by internal progress meetings, coordination with District staff, and transparent monthly invoicing.

Enhanced Design Expertise: D3’s priorities include developing destination-oriented welcome centers, rest areas, and gateway corridors that may integrate enhanced design components including placemaking and design of hardscape, lighting, signage, and interpretive features. These projects demand creativity, contextual sensitivity, and the ability to reflect the community through built form. Our Landscape Architects bring experience in delivering enhanced, context-sensitive design solutions that remain constructible, maintainable, and under this contract will be fully compliant with FDOT standards while flexible enough to accommodate design-build delivery if needed. Our design philosophy emphasizes technical excellence, responsiveness, and the creation of high-impact projects that deliver long-term value.

Our designs prioritize native plant materials, reduced irrigation demand, and maintenance-friendly strategies such as no-mow zones, wildflower areas, and thoughtful soil preparation and mulching to minimize long-term operational costs. Every design solution will incorporate FDOT safety standards, appropriate setbacks, and sight-distance requirements, with continual evaluation to reduce conflicts, improve visibility, and protect motorists, pedestrians, cyclists, and maintenance staff.

Production Capacity: Metric brings staff with the depth, contract experience, and technical systems necessary to manage multiple TWO’s concurrently. The District requires consultants with demonstrated capacity and leadership to deliver multiple projects advancing at the same time. Metric’s landscape architects are a powerhouse duo reinforced by exceptional technical talent and trusted subconsultants, and we are committed to rapidly augment staffing to meet any project requirement. As a firm, Metric has extensive familiarity with contracts of this nature, working on over 140 CSC contracts statewide.

Through this responsive, design-focused, and production-ready approach, Sherri French and the full Metric team are prepared to serve as a reliable partner to D3 by delivering landscapes that are technically sound, aesthetically meaningful, reflective of community identity, and safe for all who use Florida’s transportation network in D3.

QA/QC

A strong QA/QC Plan is essential to delivering high-quality products that meet both D3 and Metric’s high quality standards. Our QA/QC process follows all FDOT District requirements and industry best practices and incorporates a structured four-step verification workflow – redlines, yellow checks, green checks, and final verification – to ensure every comment is addressed, corrected, and documented. All markups, comments, and revisions are recorded using Bluebeam, to provide increased accountability, accuracy, and efficiency throughout the QA/QC process. The team maintains organized records of all QA/QC checks as a best management practice (BMP) and for auditing purposes. QA/QC activities are built into every project schedule to ensure adequate time for review and revisions, ensuring the District remains on or ahead of schedule. To further strengthen quality and objectivity our subconsultant, Gina Tullo, PLA, will serve as an independent QA/QC reviewer, adding an additional layer of independent review and technical verification.

AVAILABILITY & COMMITMENT

Metric’s team brings substantial D3 experience. With decades of partnership with D3 and 50 years in the industry, Metric’s commitment to D3 is absolute. Our multiple office locations, long history of steady growth, and flexible staffing structure ensure that we have the capacity to support the District’s expanding landscape program and respond quickly to evolving workload demands. We are fully prepared to dedicate the personnel, resources, and attention required to be a true partner to the District on this important contract. Our team will respond to District needs, bring enhanced design expertise, meet schedules, maintain production quality, and support D3 at every step. Our proven record, extensive institutional knowledge, and unwavering commitment to the District’s mission illustrates that Metric is the partner best equipped to deliver successful outcomes for this contract today and for the long term.
