I-95/SR 9 is part of the Florida Strategic Intermodal System (SIS), National Highway Freight Network, and designated evacuation route, providing critical regional links to other SIS facilities. The I-95/SR 9 Multimodal Master Plan (MMP) concluded that by the year 2045, most of I-95, from Indiantown Road to SR 70 will operate at a failing LOS under the No-Build scenario. Ardurra Group, Inc. (ARD), understands that when frequent congestion is coupled with limited space for expansion, managed lanes (ML) can help improve traffic flow and travel time reliability encouraging mode shift and carpooling. The Purpose and Need for the I-95 Project Development and Environment (PD&E) Study from CR 708/Bridge Road to north of High Meadow Avenue, is to promote system linkage, support transportation demand, add capacity, and improve emergency evacuation. We will evaluate mainline widening to incorporate one ML in each direction while improving mainline issues addressing both safety and operational concerns.

We will also evaluate interchange improvements, a park and ride (P&R) lot, truck parking areas and wildlife crossing features.

Improvements must be analyzed and designed in concert with the adjacent PD&E studies (FPID 422681-5, 413253-2 & 413252-2) to ensure consistency in forecasting, ML type, access points, and public messaging. ARD will lead management, engineering, environment and engagement. We added experienced District 4 (D4) firms (Pgs. 4-6) and commit to meeting DBE/SBE goals.

APPROACH AND UNDERSTANDING OF CRITICAL ISSUES

ENGINEERING: Traffic and ML Access: Analysis of the ML system and consensus on the ML type is one of the critical study components. Our traffic lead, CTS Engineering, Inc. (CTS) will build on their previous efforts including the MMP traffic, pre-PD&E traffic and the 2045/2050 No-Build traffic from Indiantown Road to SR

70. St. Lucie TPO will adopt their 2050 LRTP by February 2026, and Martin will adopt theirs in October 2025. We will re-evaluate the forecasting using the updated TCRPM. Our ML approach includes:

1) Review travel survey and census data to identify corridor origins and destinations (ODs); 2) Conduct a cordon-line survey;

3) Develop ramp-to-ramp volume using ODs, select link analysis, 375-030-22

PROCUREMENT

and Statewide Express Lanes Software; 4) Validate ramp-to-ramp traffic using Big Data; 5) Evaluate the heaviest traffic ramp pairs and recommend access/egress points; and 6) Coordinate with the other PD&E teams to ensure a consistent approach to access points. A VISSIM microsimulation model will be developed and calibrated to evaluate existing and future conditions for interchange alternatives. The traffic analysis will be documented in a System Interchange Modification Report (SIMR). A Preliminary Systems Engineering Management Plan and high-level Concept of Operations will be prepared. Safety: A total of 1980 crashes along I-95 were identified from 01/2019 to 12/2023. Most were rear end, sideswipe, and fixed object crashes (491 injury and 13 fatal crashes) with 32.3% occurring during night/dusk/dawn (25.5% statewide average), and 32.3% occurring under wet/slippery pavement conditions (14.2% statewide average). We will use HSM predictive crash analysis tools IHSDM and ISATe, and traditional methods to evaluate countermeasures that enhance safety, supporting FDOT’s Target Zero vision. Alternatives: Our team has reviewed the MMP, conducted multiple field visits and met with D4, Martin County, and local stakeholders to understand corridor needs and issues. Concepts developed will address existing deficiencies such as length of acceleration/deceleration lanes, need for auxiliary lanes, merge distance, vertical and horizontal curve sight distance, and cross slope. The MMP recommends widening to the inside to add one ML lane to the existing three general purpose lanes in each direction. Different ML types including HOV, truck, and EV (with chargers at P&R) lanes will be explored to meet minimum LOS targets through 2045. We will start with a non-tolled, non-separated, continuous-access ML, with a 4-ft buffer and evaluate if barrier separated options are suitable. Concepts will be coordinated with adjacent studies and in line with FDOT’s Managed Lanes Guidebook with ultimate approval from the State Traffic Operations Engineer. Based on our D4 TRC meeting, the PD&E segment to the south will drive the typical section analysis that this PD&E will likely follow. As the middle segment, we will ensure a smooth transition to both south and north. ML and interchange concepts will be evaluated for constructability, sequencing, phasing and temporary traffic management. Interchanges: Improvements will be evaluated at three interchanges: Bridge Road, Kanner Highway (SR 76) and High Meadow Ave. At Bridge Road, in addition to the MMP signalized diamond interchange concept, our team is exploring a cost-effective bowtie concept that improves safety and increases operational efficiency. While Martin County confirmed no plans to widen Bridge Road, coordination with Florida’s Turnpike Enterprise (FTE) is required for their direct connect concept. At the High Meadow Ave. interchange, the MMP calls for signalizing the Swallowtail Lane intersection. The County confirmed that the Kanner Highway interchange would be of most interest to the vocal and involved communities. Our team is evaluating two concepts at this location. One streamlines the MMP DDI configuration and avoids replacing the I-95 bridges (reduces costs and construction duration). The bridges could be widened instead. Another concept (Figure 1) provides a flyover for the heavy WB to SB onramp.

Based on preliminary traffic, this concept significantly improves interchange operations (LOS D) over the MMP DDI concept. The flyover (1) begins adjacent to the NB I- 95 onramp and crosses over the mainline to tie into the SB lanes at the existing ramp location (2). This concept allows the I-95 bridges to remain (3), avoids the FPL lines and remains within existing ROW (4). The SB off ramp is realigned to provide more space for a possible P&R lot and truck parking (5). Proximity to the SW Lost River Road intersection must be considered since there are operational issues and sight distance concerns at the approaches. We will implement FDOT’s wrong-way program including enhanced signage, detection systems, education, and ramp design to minimize wrong way driving. FDOT’s Intersection Control Evaluation will be used to optimize intersection concepts. Truck Parking: Our approach to address FDOT’s 2023 Truck Parking Implementation Study includes: 1) Understand parking demand, identify industry demand, inventory existing parking, and determine truck parking utilization based on TPAS data and Big Data (e.g., ATRI); 2) Identify potential locations; 3) Conduct tiered screening considering environmental, engineering feasibility, and safety; 4) Develop concept plan (design criteria, access, amenities, and circulation); 5) Conduct benefit/cost analysis; and 6) Develop Final Recommendations. Preference should be given to sites located within the study’s influence area to avoid additional NEPA. Structures: Five I-95 twin bridges and the Kanner Highway bridge over the St. Lucie River will be evaluated for widening or replacement. The sufficiency rating and health index of most bridges are in the mid to high 90s, so our team will evaluate various options that satisfy the projected need and avoid replacements where feasible (e.g., modified Florida-I Beams to meet vertical clearance, pier protection or modified concepts that allow for widening of the existing bridges). We will also evaluate new bridges associated with interchange concepts and conduct a benefit/cost analysis to identify the best solution. Potential options for the bridges at High Meadow Ave. must consider FTE ultimate plans and Florida Gas Transmission (FGT) Agreement and Global Settlement specified width requiring coordination with both.

Widening the I-95 bridges over the St. Lucie Canal requires phasing to maintain navigation. Drainage: The corridor is within the SFWMD and lies within the St. Lucie River and the Loxahatchee River basins. The former is impaired for nitrogen and phosphorus and has adopted TMDL’s. Cypress Creek and Kitching Creek, outfall to the Loxahatchee River, which is an Outstanding Florida Water. The St. Lucie River Canal and the St. Lucie South Fork outfall to the St. Lucie River. The area ultimately discharges to the ocean. The drainage system consists of open ditches. The WATERSS process will be used to identify potential regional, joint-use, or non-conventional stormwater management opportunities to offset the new impervious area. Utilities: FPL lines are adjacent to I-95 and cross over Kanner Highway while FGT lines cross under

I-95 at High Meadow Ave. Our team will focus on early coordination to avoid conflicts or minimize impacts to the ten Utility Agency Owners including extensive coordination with FGT.

ENVIRONMENT: Natural: The northern portion of the corridor crosses the St. Lucie River South Fork, a navigable water and sovereign submerged land that requires a USCG bridge permit and USACE Section 408 review. The study occurs within multiple mitigation bank service areas. With the presence of Atlantic Ridge Preserve State Park (SFWMD-owned) and the FDEP Florida Forever BOT Project, our team will evaluate the potential inclusion of wildlife crossing features. The corridor falls within the USFWS consultation areas for the Audubon’s crested caracara, Florida bonneted bat, Everglades snail kite, Florida grasshopper sparrow, Florida scrub-jay, red-cockaded woodpecker, and West Indian manatee. Our Natural Resources Evaluation report will document potential presence and initiate agency consultation for these and other federally and state-listed species such as the wood stork, eastern indigo snake, gopher tortoise, smalltooth sawfish, Florida sandhill crane, bald eagle (outside 660-ft buffer), and protected plants. Our goal is to close consultation, obtain NEPA approval, and enhance permitting with the SFWMD, FDEP, and USACE into the next phase. Cultural: There are three resource groups within 200-ft, two (St. Lucie Canal and Kanner Highway) have been determined eligible for listing on the National Register of Historic Places (NRHP). Archaeological and historical surveys will be performed, and results will be documented in a Cultural Resource Assessment Survey Report. Identified resources will be evaluated for listing on the NRHP. We anticipate No Adverse Effect. Section 4(f): In addition to historical resources, potential Section 4(f) resources include the Martin County Blueway/St. Lucie River Trail, MC 20 – St. Lucie Canal Corridor, Halpatiokee Regional Park, and South Fork Paddling Trail. We will determine the applicability and use of resources and document outcomes in SWEPT. It is not anticipated for a use to rise above de minimis or that cannot be processed programmatically. Coordination with the Acquisition and Restoration Council will be conducted should impacts to the FDEP Florida Forever lands occur. Noise/Air: There are no existing noise barriers along the project limits. Much of the corridor is bordered by Florida’s Turnpike to the west and non-noise sensitive agricultural lands to the east. Noise sensitive sites include Revive Church, Halpatiokee Regional Park, single-family homes, a condominium, an outdoor seating restaurant, and a hotel. Impacts and abatement will be documented in a Noise Study Report. This project is in attainment for Air Quality Standards. Contamination: Potentially contaminated sites will be evaluated and documented in a Contamination Screening Evaluation Report. Sociocultural: Land uses in the study area include residential, commercial, public, and transportation. Our team will leverage the Sociocultural Data Report to inform meaningful engagement. 10. Consultant Selection:

A technical review committee will review the resumes and the organization chart or staffing chart received from the consultant firms being considered for final selection.

Attachment C provides the criteria to be considered by the technical review committee in the evaluation of organization chart or staffing chart, resumes, and oral presentations.

Evaluations and comments will be provided to the Selection Committee.

The Selection Committee, consisting of Steven C. Braun, P.E. District Secretary; John P. Krane, P.E. Director of Transportation Development;

Paul A. Lampley, P.E. Director of Transportation Operations; and a representative of the Procurement Office, will meet to discuss the capabilities of the consultant firms. At the discretion of the Committee, other persons may be requested to provide information at the meeting.

The results of the final selection meeting will be posted on the FDOT Procurement Advertisements web page.

11. Contract Negotiations:

Contract discussions will be initiated with the firms ranked numbers 1 and 2 by the Selection Committee. The consultant will be asked to prepare a fee proposal with backup information to support the proposed wage rates for the services. The consultant's audit information will be used to determine the allowance for administrative overhead and fringe benefits for the project, facilities capital cost of money and direct expense percentage. If subconsultants are proposed to work on the project, information to substantiate each firm's overhead rate and proposed wage rates will also be required.

Should the Department be unable to negotiate a fair, reasonable, and competitive price for the consultant services with the firms ranked numbers 1 and 2, the Department will terminate the negotiations. The Department will then begin contract negotiations with the next ranked firm.

The proposed costs MUST be submitted in the Automated Fee Proposal Spreadsheet.

The Automated Fee Proposal and Guidelines can be obtained by accessing the following link and clicking on the Automated Fee Proposal Spreadsheet:

http://www.fdot.gov/procurement/formmenu.shtm.

When completing the AFP, it is the expectation that the Consultant submit resumes for each individual proposed on the project. Consultants, please understand that it is critical that you classify proposed staff in accordance with Attachment B of the Negotiation Handbook. If proposed staff is classed inappropriately, it may cause delays in having to revisit the staff hours (if applicable for this project). In order to minimize time delays, please utilize the Negotiation Handbook typical definitions found in Attachment B to best decide the proposed classifications.

Upon completion of the Automated Fee Proposal, the Awarded Prime Consultant shall email the Automated Fee Proposal to the District Professional Services Unit.

The Awarded Prime Consultant MUST also prepare the back-up information to support the proposed wage, overhead and expense costs for services proposed.

The due date for the Automated Fee Proposal and backup documentation shall be provided in the Request for Fee Proposal document (or e-mail).

This webpage also contains an Automated Fee Proposal User’s Guide which may be very helpful in understanding the spreadsheet. At a minimum, the fee proposal shall include the following:

Identification of the Basis for Proposed Wage Rates Approved Overhead and Fringe Benefits and Expense Percentage Proposed Operating Margin Identification of the Basis for Loaded Rates Subconsultant Costs http://www.fdot.gov/procurement/formmenu.shtm

The negotiated compensation will be in an amount the Department determines is fair, competitive, and reasonable considering the scope and complexity of the project. The Consultant will be requested to submit a detailed Staff Hour Estimate and Fee Proposal with the support information to the Department. Staff Hour Estimates for PD&E, roadway and bridge design projects must be submitted in the Staff Hour Estimating spreadsheet provided by the Department.
