INTRODUCTION
Led by highly experienced Project Manager Edwin Mojena, PE, the AtkinsRéalis team is perfectly aligned with District 4’s (D4) Continuing Service Contract (CSC) expectations. Whether design support or production, staff augmentation, Independent Cost Estimating (ICE), or other Task Work Order (TWO) assignments, we have the experience. With 35 years of proven success in delivering FDOT CSCs and General Engineering Consultant (GEC) contracts across Florida, we bring a wealth of experience to the table. This includes PM Edwin’s experience with CSCs for South Florida Rail Corridor (SFRC) and Project Design in D4.
Our diverse support capabilities span from technicians to design engineers and surveyors to seasoned senior level subject matter experts (SME) to ensure we meet and exceed your needs. We recognize the critical importance of safety in every aspect of this contract and will implement FDOT’s Target Zero principles in all our work efforts performed for this contract.
We have assembled a diverse team of 25 consulting firms, including key D4 GEC partners such as RS&H, BCC, HDR, and JCR, which is pivotal to ensuring a seamless transition to the CSC, with no learning curve. Our team also brings new talent, fresh perspectives, and innovative solutions. Of the 25, there are 18 new firms who are not currently serving on the D4 GEC, providing a deep bench of additional resources, potential embedded staff, and SMEs.
The AtkinsRéalis team can support any services identified under this contract, as well as provide embedded staff as needed. Our team is prequalified in all required work types and will meet the Department’s DBE/SB/Non-DBE SB goals. We are ready to assist D4 on Day 1, communicating effectively, always responding timely, and ensuring accountability to deliver the level of staff augmentation and support the Design Office requires.
UNDERSTANDING AND AWARENESS OF CRITICAL ISSUES
Prior to this ad, Edwin Mojena and AtkinsRéalis' Florida Sector Manager and Principal-in-Charge (PIC), Rosemary Woods, engaged in insightful discussions with the TRC, Secretary Braun, 375-030-22
PROCUREMENT
04/18 and Directors Krane and Lampley. These conversations, along with D4’s CSC expectations provided to us during the Industry Forum and TRC meeting, deepened our understanding of the critical support outlined in the CSC scope. We understand your key issues include providing skilled staff augmentation, ensuring appropriate staff classification within the various design units, maintaining a seamless transition from the GEC to the proposed CSC for in-house design support, performing ICE on projects with construction budgets over $80M, and working on traditional design TWOs.
The comprehensive services in this contract’s scope dovetail with our CSC experience, including staff augmentation, in-house design, consultant management, traffic design, utilities, and survey. We also provide ICE and traditional TWOs for both federalized and non-federalized assignments, for both on-system and off-system roadways. Our team has successfully delivered projects ranging from RRR design adhering to FDM sections 114 and 210 to safety improvements such as intersections, ADA compliance, signalization, drainage, and roadway and pedestrian lighting. Our team’s additional relevant experience includes ITS; signing and pavement markings; Complete Streets with bicycle and pedestrian facilities; landscape architecture; structural projects including bridge rehabilitation; CADD services and 3D modeling; post-design services; SUE, geotechnical studies, feasibility studies, and environmental management and permitting; RFP package development; and public involvement activities, including Community Awareness Plans and public meetings. We are committed to rigorously following the FDOT Compass pillars, with an unwavering dedication to the enhancement and betterment of communities we all serve. In addition, we will incorporate D4’s TRREC process throughout our work efforts.
Innovation and Value-added Services. AtkinsRéalis provides digital/technology solutions to FDOT through asset management, resiliency, intelligent mobility, and data visualization. Our innovative management tools leverage analytics and artificial intelligence to optimize delivery. We employ behavioral science-based techniques to reduce distracted driving and develop technologies like the Suncoast Mobility Hub and Smart Corridor concept. Our Statewide Innovation Committee meets monthly and shares new approaches and best practices with our FDOT GEC and CSC team members to keep them on the cutting edge of technology.
AtkinsRéalis is advanced in ORD, led by our pioneering use of “digital twins” to enable full information management, simulation, rehearsal, optimization, quality control, and the ability to conduct scenarios to simulate design and construction alternatives for projects. This effort is led by our national BIM manager, Sam Worthy, PE who regularly provides training to FDOT on “digital twins” and 3D modeling.
APPROACH TO PROCESS
Staff Augmentation: Edwin will meet with D4 PM Leslie Wetherell, PE, on an agreed upon basis to discuss staffing. To expedite providing the appropriate position requested, Edwin will maintain a matrix of all available team members, per discipline (prime and subconsultants). He will provide resumes to Leslie for vetting, with ample time to select and approve proposed staff. He will submit for review and approval staff timesheets each Friday to the Design Unit supervisor and as part of the monthly invoice to Leslie. Our seasoned staff can also offer support in mentoring and training existing FDOT staff, if needed. We currently partner with FDOT statewide to offer extensive training in various formats, including in-person, computer-based, webinars, handbooks, and videos. Our 25 key support staff, whose resumes are attached, are ready to manage and deliver on all scope elements.
Traditional Design Production TWOs: To begin our approach, we determine the appropriate design criteria, depending on whether it is an on-system or off-system facility (FDM vs Florida Greenbook).
Next, we conduct field reviews to evaluate site conditions and potential issues such as utilities, drainage, ROW, and wetlands;
prepare a risk assessment matrix to evaluate and determine scope elements, and items that could affect schedule and budget;
commence data collection analysis to identify existing conditions impacting final scope; and hold a pre-scope meeting with Leslie and D4 stakeholders to confirm TWO design goals and finalized scope.
The scope and staff hour estimate (SHE) are submitted in both PDF and native formats of Word and Excel, using FDOT letterhead for the technical and contractual narratives. The technical portion of the scope details the TWO objective, scope summary, required work groups, and description of work effort. The contractual narrative details project requirements and invoicing limits. Staff classifications and rates are also checked to ensure conformity with the master contract. The scope and SHE are submitted to Leslie, or the designated design PM for approval, using the Collaborative Tool for interdepartmental reviews by D4 management.
As review times can be lengthy, we submit the post-design scope and SHE immediately after Production submittal to ensure sufficient lead time for approval prior to the scheduled execution date. This allows us to provide the required contractual services such as pre-construction meetings, shop drawing reviews, responding to RFIs, and attending field meetings, as needed.
Our TWO approach ensures we meet all activities and milestones, including Typical Section Package, Design Documentation Package, Initial Engineering, Constructability, Biddability, and Production. Design approvals and other documentation are uploaded to the PSEE Design Documentation Module immediately after document approval/acceptance. The Safety Countermeasure Module is completed after NTP and is reviewed and updated, at a minimum before each milestone submittal, or as needed.
CONTRACT MANAGEMENT
As contract manager, Edwin will serve as the single point of contact, responsible for submitting monthly progress reports and invoices. He will respond immediately to Leslie’s emails and provide
04/18 a timeframe for completion of the requested assignment; return her phone calls promptly, including outside traditional work hours; and meet deadlines, notifying her in advance if an extension is needed.
Edwin understands this contract is strictly for design and specified staff augmentation services, covering areas such as consultant management, in-house design, survey, utilities, geotechnical, CADD, and landscape. TWO scopes will be placed on FDOT letterhead, with staff hour classifications and rates matching the contract. A TWO matrix will be prepared to manage contract ceilings, contingencies, post-design placeholders, and expiration dates. We will close out TWOs upon completion and design production TWOs post-construction to free up remaining funds.
BUDGET: This is a five-year contract, with a $5 million budgetary ceiling. We will utilize the Oracle Platform for budgeting and resource planning. Invoices will be submitted monthly and will include progress reports and a payout curve per TWO as well as for the overall contract. Edwin will send the invoices directly to Leslie and include the design PM approval for traditional design-related TWOs, ensuring that accounting or administrative staff do not directly contact Leslie in this process. Each invoice will accurately reflect the current work performed.
SCHEDULE: Edwin will meet with Leslie regularly to discuss upcoming staffing needs with a minimum 90-day look ahead. For traditional design TWOs, updates in PSEE will be reviewed for the TWO duration, not just the 30- or 60-day look ahead, and updates will be performed as tasks are completed to accurately reflect schedules. Leslie, and/or the corresponding design PM, will be notified once the PSEE schedule is updated to review and approve.
Ensuring timely adherence to schedules is paramount for projects involving right of way (R/W) acquisition, especially when it comes to meeting deadlines for R/W cost estimate updates and requests for new R/W cost estimates.
QUALITY CONTROL (QC)
AtkinsRéalis has a robust CSC-specific quality process. JP Saliba, PE (32 years), Gold Certified in AtkinsRéalis’ Project Quality Management program, will serve as quality assurance lead. As the prime consultant, we are responsible for ensuring QC not only for our staff but for ALL subconsultants. A QC plan will be prepared specific to this contract. In addition, for our ICE and design TWOs, a TWO-specific QC Plan, adhering to the requirements of FDM 124, will be prepared and submitted within 20 days of NTP. QC reviewers have appropriate experience, are experts in their field, and are independent of the project. We will perform QC continuously, not just prior to each submittal, to ensure conformity with the design criteria/standards, compliance with Design Criteria Memorandums, lessons learned, and overarching project requirements.
Furthermore, constructability reviews will be performed by seasoned CEI personnel, while multidisciplinary reviews are performed to confirm and resolve potential conflicts between disciplines. QC staff attend the internal kick-off meeting and will be kept up to date on the schedule, for both interim design reviews and submittal milestones, such as Typical Section Package, Design Documentation (Pavement Design Package, DV, DE), IE, Construct, Bid, and Production. Bluebeam is used by all reviewers to track comments/responses, allowing all disciplines to evaluate comments. The Bluebeam documents are submitted to D4 to document compliance and review of the submittal.
CONTRACT STAFFING
We understand our role in addressing the critical issues outlined during the Industry Forum and TRC meeting. Edwin Mojena, with over 32 years of experience and a strong relationship with D4, has led numerous CSCs and standalone projects, earning a recent management grade of 4.5 on his CSC for the SFRC contract. His PM and leadership experience in CSC and GEC contracts enables him to identify qualified staff and involve appropriate leadership as needed. Edwin is dedicated to this program, maintaining direct communication with Leslie to ensure technical resources, availability, and support. He will be supported by senior design engineering lead Manuel Sauleda, PE (37 years of experience).
Key ICE resources include senior technical manager Praveen Ommi, CEP, VMA, LEED AP (31 years of experience), and project controsl manager Shawn Evinrude (25 years of experience). PIC Rosemary Woods (38 years of experience at AtkinsRéalis) will ensure Edwin has access to all AtkinsRéalis and subconsultant resources. Our organizational chart and resumes of key personnel are included with this LOR.
RELEVANT EXPERIENCE
AtkinsRéalis GEC and CSC PMs throughout the state meet monthly to discuss best practices and lessons learned. Our GEC experience as prime consultant includes D1 (30 years), D2 (17 years), D5 (2 years), D7 (32 years), CO ITS Communications (8 years), and FTE (35 years). Our average performance rating on these contracts is 4.1. We also serve as a subconsultant on GEC contracts in D4 and D6.
COMMITMENT
AtkinsRéalis will “check our logo at the door” and partner with our CSC team members to meet D4’s needs. We have assembled a team of seasoned professionals and new talent who offer fresh perspectives and innovative solutions. More than 35 years of successful CSC and GEC delivery in Florida allows us to hit the ground running in D4 with high caliber and qualified staff along with proven delivery plans, and accountable and responsive leadership.

The Attorney General shall not consider political affiliation in making such decision. The office of the Attorney General shall respond to the request of an agency for prior written approval within 10 working days after receiving such request. The Attorney General may request additional information necessary for evaluation of a request. The Attorney General shall respond to the request within 10 working days after receipt of the requested information.”

The Department encourages DBE and small business firms to compete for professional services projects, and also encourages all other firms to use DBE and small business consultants as subconsultants. However, use of DBE and small business subconsultants is not mandatory and no preference points will be given during the selection process for DBE and/or small business participation.
Consultants shall complete Form No. 375-030-83 to indicate commitments anticipated for the project.
Federal law requires states to maintain a database of all firms that are participating or attempting to participate in DOT-assisted contracts. To assist the Department in this endeavor, consultants should have already submitted their Bid Opportunity List through the Department’s Equal Opportunity Compliance System found at the following link (https://fdotwp1.dot.state.fl.us/EqualOpportunityCompliance/Account.aspx/LogIn?
ReturnUrl=%2fEqualOpportunityCompliance). If you have not yet completed your bid opportunity list through this online application, please do so at this time. Prime Consultants can obtain access to the new EOC system by filling out the Contractors and Consultants New Users Access Form. Please complete the form and submit it to EOOHelp@dot.state.fl.us.
Consultants please be reminded that if you are selected on this project, you need to enter your subconsultant commitments of each task work order in the Equal Opportunity website after invoice has been paid in CITS. Also, if you are awarded amendments to task work orders, the subconsultant commitments will also need to be reported after the respective invoice has been paid.

9. Consultant Interviews:
Consultants under consideration for this project will be interviewed by the Technical Review Committee (TRC) in person, or by video-conference if TRC member(s) are in a district and cannot travel on the date of interviews.
9.1 INTERVIEW REQUIREMENTS: The following guidelines will govern the interviews:
(1) A portion of the prepared Interview questions shall be common to all shortlisted Consultants. The Department may prepare additional questions that are unique for a Consultant based on the Consultant’s Letter of Response, organization/staffing chart, or other information. TRC members may also ask follow-up clarifying questions during the Interview, where time permits.
(2) The Department may pose questions about hypothetical or actual projects, or situational questions, but only during the follow-up Question and Answer portion.
(3) Just prior to the start of the Interview, each Consultant team shall be given the prepared questions to review for five (5) minutes. One copy of the questions shall be provided to each member of the Consultant team. The Consultant may keep the copy of the questions during the Interview. The Consultant may not leave the Interview room to review the questions. The Consultant firm remains in the same room as the TRC and Professional Services Unit (PSU) staff when reviewing the questions. The five minutes for reviewing questions is not considered as part of the Interview.
Discussions by the Consultant team members during the 5 minute review are not part of the Interview process, and are not considered in evaluation of the Consultant.
(4) Introductions of Consultant staff and Department staff are also not counted as part of the Interview time. Interviews are limited to 45 minutes total, inclusive of Consultant opening statement and Questions and Answers (Q&A). Ten (10) minutes will be allowed after the Interview for follow-up questions pertaining to the Consultant’s responses and Consultant closing statement (closing statement is optional and only if time permits). PSU shall be timekeeper, and is responsible for ensuring the Consultant firm adheres to the stated time limits. The Interview may conclude early if less time is actually required. Each Consultant firm may make an opening statement of approximately 5 minutes (opening statement is optional). The opening statement shall not be separately timed.
(5) Attendance at the interview by the Consultant’s proposed Project Manager is strongly recommended.
(6) A maximum of 6 attendees per Consultant team is allowed. Switching out of participants in the Interview room is not permitted. If a proposed subconsultant is listed as a subconsultant on more than one (1) team for a single project, then it is the responsibility of the subconsultant to disclose this information with each respective team. The Department representatives in attendance will at a minimum be the members of the Technical Review Committee and a Procurement Office representative (interview facilitator).
(7) No handouts other than standard paper business cards will be allowed before, during, or after the interview.
(8) The Department shall supply and make available either a standard white board or flip chart with markers during the interview. The Consultant is not permitted to bring in prepared diagrams or drawings to display on the Department-supplied flip chart or white board. Procurement will discard the flip chart pages at the completion of the interview. Flip charts and/or white board illustrations will not be given to TRC for evaluation after the interview.
Consultant may begin drawing as soon as the questions are handed to them (the beginning of the five minutes of review).
(9) No visual aides are permitted during the interview.
(10) Consultants may bring in paper notepads or index cards with notes during their interviews, for their own reference and use. The notepads and index cards will not be left behind for the Department, nor shared with the TRC.
(11) Consultants are not permitted to refer to smartphones, tablets, laptops, or other electronic devices during the course of the Interview.

10. Consultant Selection:
A technical review committee will review the resumes and the organization chart or staffing chart received from the consultant firms being considered for final selection.
Attachment C provides the criteria to be considered by the technical review committee in the evaluation of organization chart or staffing chart, resumes, and interviews.
Evaluations and comments will be provided to the Selection Committee.
The Selection Committee, consisting of Steven C. Braun, P.E., District Secretary: John P.
Krane, P.E., Director of Transportation Development; Paul A. Lampley, P.E.; Director of Transportation Operations; and a representative of the Procurement Office, will meet to discuss the capabilities of the consultant firms. At the discretion of the Committee, other persons may be requested to provide information at the meeting.
The results of the final selection meeting will be posted on the FDOT Procurement Advertisements web page.
11. Contract Negotiations:
Contract discussions will be initiated with the firms ranked numbers 1 and 2 by the Selection Committee. The consultant will be asked to prepare a fee proposal with backup information to support the proposed wage rates for the services. The consultant's audit information will be used to determine the allowance for administrative overhead and fringe benefits for the project, facilities capital cost of money and direct expense percentage. If subconsultants are proposed to work on the project, information to substantiate each firm's overhead rate and proposed wage rates will also be required.
Should the Department be unable to negotiate a fair, reasonable, and competitive price for the consultant services with the firms ranked numbers 1 and 2, the Department will terminate the negotiations. The Department will then begin contract negotiations with the next ranked firm.
The proposed costs MUST be submitted in the Automated Fee Proposal Spreadsheet.
The Automated Fee Proposal and Guidelines can be obtained by accessing the following link and clicking on the Automated Fee Proposal Spreadsheet:
http://www.fdot.gov/procurement/formmenu.shtm.
When completing the AFP, it is the expectation that the Consultant submit resumes for each individual proposed on the project. Consultants, please understand that it is critical that you classify proposed staff in accordance with Attachment B of the Negotiation Handbook. If proposed staff is classed inappropriately, it may cause delays in having to revisit the staff hours (if applicable for this project). In order to minimize time delays, please utilize the Negotiation Handbook typical definitions found in Attachment B to best decide the proposed classifications.
Upon completion of the Automated Fee Proposal, the Awarded Prime Consultant shall email the Automated Fee Proposal to the District Professional Services Unit.
The Awarded Prime Consultant MUST also prepare the back-up information to support the proposed wage, overhead and expense costs for services proposed.
The due date for the Automated Fee Proposal and backup documentation shall be provided in the Request for Fee Proposal document (or e-mail).
This webpage also contains an Automated Fee Proposal User’s Guide which may be very helpful in understanding the spreadsheet. At a minimum, the fee proposal shall include the following:
Identification of the Basis for Proposed Wage Rates Approved Overhead and Fringe Benefits and Expense Percentage Proposed Operating Margin Identification of the Basis for Loaded Rates Subconsultant Costs
The negotiated compensation will be in an amount the Department determines is fair, competitive, and reasonable considering the scope and complexity of the project.
